Aggregation of HEAnet routes.

Hello all, HEAnet is now advertising the entire 193.1/16 block to Ebone and EMPB. All but 3 of the explicit routes have been withdrawn and those three will be removed next month. By my calculations this reduces the number of networks advertised by HEAnet from 87 to 13 (10 next month). This is better than predicted because we've decided to confront the 'black hole' issue sooner rather than later. It seems to be working well - If anyone thinks otherwise, let me know.
