Dear RIPE NCC members, The General Meeting (GM) will take place today at 16:30 (UTC+2). This is your opportunity as a member to discuss our activities and give input on the issues that impact our organisation. At this GM, members will vote on three resolutions, including the RIPE NCC Charging Scheme 2023. There is also an election to fill two seats on the RIPE NCC Executive Board. REGISTER BY 14:30 (UTC+2) TODAY Registration will close at 14:30 (UTC+2) today. If you would like to participate in the GM, register now at: https://my.ripe.net/#/meetings/active PARTICIPATING IN THE GM You must register in order to participate in the GM. All registered attendees will receive an email shortly after registration closes at 14:30 (UTC+2) with the link to the virtual meeting platform. The link to vote in the GM will be sent in another email just before the GM begins, and voting will become active after the Chairman declares it to be open. [news] Independent Investigation of Allegations by RIPE NCC Staff Member

Dear members, The Executive Board of the RIPE NCC held a meeting on 15 May 2022 and decided to start an investigation into an allegation from a RIPE NCC staff member of bullying and intimidating treatment by an Executive Board member. The legal firm BenninkAmar Advocaten has been hired as an independent investigator to conduct a neutral investigation of the matter and to make a report on the matter to the rest of the board. The investigator for BenninkAmar is Tomasz Kodrzycki (tomasz.kodrzycki(a)batradelaw.com) who will be the sole point of contact for staff, members and community regarding this matter. This action is in line with the RIPE NCC’s whistleblower policy. We want to make sure that all legal safeguards are in place to protect the rights of those involved. This is a difficult matter for the RIPE NCC, but I want to be clear that the well-being of staff is of paramount importance. We will allow the investigation to run its course and will not comment on the details of the case while that investigation is ongoing. The investigation will be conducted in strict confidentiality and I ask that you respect the integrity of the investigation and the privacy of those involved. [GM] Voting at the RIPE NCC General Meeting

Dear members, The RIPE NCC General Meeting takes place this Wednesday, 18 May and we are asking the members to exercise their voting rights on the resolutions and in the election for two Executive Board seats. The three resolutions are: 1. "The General Meeting adopts the RIPE NCC Financial Report 2021." 2. "The General Meeting discharges the Executive Board with regard to its actions as they appear from the Annual Report 2021 and Financial Report 2021." 3. "The General Meeting adopts the RIPE NCC Charging Scheme 2023." The Executive Board recommends that the membership vote to approve all three resolutions. The first resolution asks members to adopt the financial reporting for 2021. The second asks members to confirm that the Executive Board has discharged its duties as described in the Annual and Financial reports. The third resolution asks members to adopt the RIPE NCC Charging Scheme 2023, which includes an increase of EUR 150 to the annual fee. The Board believes this increase will ensure the stability of the RIPE NCC in a year where we expect fewer paying LIR accounts and rising costs due to inflation. We also believe this increase is reasonable given there has been no change in fees since 2015. This allows for faster DNSSEC key updates and faster roll-out of changes to members' domain objects. -- Upgrade of Zonemaster Service The Zonemaster service, which is used to verify domain object updates, has been updated to a newer version. This provides support for newer DNSSEC algorithms, as requested by the community. -- Migration from KSK+ZSK to CSK We've completed the migration of Key Signing Keys and Zone Signing Keys (KSK+ZSK) to Combined Signing Keys (CSK) on our DNSSEC signers. All of our zones are now signed with a CSK. 3. Community and Engagement -- RIPE NCC General Meeting The final agenda for the RIPE NCC General Meeting has been published. There will be an election for two vacant seats at the RIPE NCC General Meeting (GM) on 18-20 May 2022. Each seat is for a three-year term. The election is to fill the seats currently held by Ondřej Filip and Remco van Mook, whose terms expire in May 2022. The Executive Board proposes to continue with the existing model for next year and increase the annual fee to EUR 1,550. This will allow us to cater for a likely reduction in the number of LIR accounts and accommodate rising costs while maintaining our service levels for members and community. Members are encouraged to provide feedback on the draft charging scheme on the Members Discuss mailing list. Dear colleagues, Since yesterday, we have seen a high number of phishing emails targeting our staff. Members have also reported attempts that look to be related. Most of these phishing emails contain a link to an encrypted file accompanied by a password. These emails are slightly more convincing than regular phishing attempts. In many cases they might be sent under the name of a colleague or someone you know from the RIPE community, often sent as a reply to an existing email thread. Dear RIPE NCC members, The RIPE NCC Executive Board held its 156th Meeting on 14-15 March 2022. The minutes from the meeting are now available. Minutes of the 156th Meeting: https://www.ripe.net/about-us/executive-board/minutes/2022/minutes-156th-ex… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meetings. Further details are available in the minutes. ----------------------- Main Items ----------------------- - Hans Petter Holen informed the Board that he set up a Crisis Management Team to deal with the effects of the 2022 Russian invasion of Ukraine on the RIPE NCC and the Board discussed recent developments. - Hans Petter Holen shared the risk report for the last period. There was an increase in risk due to the invasion of Ukraine. He also noted that the risk framework would soon be aligned with best practices by the new Chief Information Security Officer and Risk and Compliance Manager that were being recruited. - Simon-Jan Haytink provided an update of the situation of the different banks of the RIPE NCC, presented the draft Financial Report 2021 and shared highlights from the Auditors Report 2021. He also shared a financial report on the first two months of the year. The RIPE NCC remains in a stable financial position for 2022. - The Board discussed the Charging Scheme 2023. The Board considered whether a possible lower income should be balanced with the reserves or if the membership fee should be increased. Due to the uncertainty of the upcoming period, the Board did not find it appropriate to initiate a discussion with the membership on different charging schemes with potential changes in fee structure with the members. - Fergal Cunningham presented the draft RIPE NCC Annual Report 2021 and the document was approved for publication. - Hans Petter Holen reported on the outcome of the NRO Strategy Workshop with the NRO Executive Council. The commitment of all RIRs to engage was increasing and cooperation was getting closer. - RIPE Chair Mirjam Kühne shared her report with the Board. Preparations for the hybrid RIPE 84 Meeting are well underway. Registration for the meeting is open and makes a distinction between onsite and online attendance. - The Board carefully reviewed a voting system analysis of the current method Instant Run-Off Voting (IRV) and two alternative methods: First-Past-the-Post Voting (FPTP) and Approval Voting for the election of Board Members and agreed that the current IRV method was the best option. - The Board discussed an initial proposal to change the legal structure of the RIPE NCC. The RIPE NCC and Board agreed to explore a possible structure of the organisation that would be robust enough for challenges including the increasing regulatory restrictions that affect its operations. ---------------------------- Resolutions Adopted ---------------------------- - The RIPE NCC Executive Board approves the submission of the audited RIPE NCC Financial Report 2021 to the upcoming RIPE NCC General Meeting for its adoption. - The RIPE NCC Executive Board approves the RIPE NCC Annual Report 2021 and the publication of the document. - The RIPE NCC Executive Board approves the minutes of EB#150, EB#151, EB#152, EB#153, EB#154 and EB#155. Dear colleagues, At the RIPE NCC we are constantly working to improve the security of our services, both internal and external. This is reflected in the work we have planned for our business applications in the coming period, specifically the modernisation of RIPE NCC Access (https://access.ripe.net) RIPE NCC Access is the Single Sign-On (SSO) solution that we use to authenticate and authorise users to access our applications. It is a combination of a third-party identity provider and an application that we have developed in-house. Thanks in part to the feedback we have received over the past few years, we have identified several issues with the current solution and, in response, we have begun to review its architecture and assess possible improvements. We would like to involve our community early and ask for your feedback on this topic. Are there any features that you think are important for our SSO solution? With regard to EU sanctions, we are constantly reviewing the sanctions list and applying our sanctions procedure when we find any new matches, that is, we do not make new Internet number resources available to any sanctioned persons or entities, and we freeze any resources they already have. The following is a summary of the main items from the meetings. Further details are available in the minutes. ----------------------- Main Items ----------------------- - The Board discussed matters related to both a particular arbiter's ruling on the RIPE NCC’s Conflict Arbitration with UMOS LLC as well as cooperation between arbiters and the RIPE NCC in general. - The Board extensively discussed the state of current affairs related to the 2022 Russian invasion of Ukraine, including its possible impacts on the RIPE NCC, the safety and wellbeing of RIPE NCC staff, sanctions and the neutrality of the registry. - Athina Fragkouli shared the Legal team’s review of current sanctions related to the 2022 Russian invasion of Ukraine and how the RIPE NCC might be affected. Current sanctions did not yet impact the RIPE NCC, but Dutch banks might choose to no longer accept payments from Russia. The RIPE NCC would need to consider this possibility. - The Board discussed plans for invoicing this year in light of the ongoing conflict. - Felipe Victolla Silveira discussed the impact sanctions might have on the registry. There was an increase in sanctions alerts to be aware of, but transfer patterns in the region remained stable. He also shared a risk assessment for the RIPE NCC and its staff due to the 2022 Russian invasion of Ukraine. Some services were more at risk than others, and staff were preparing solutions to manage these risks. - The Board discussed whether to moderate the Members Discuss mailing list due to strong language appearing there. The Board decided to temporarily moderate the list. ---------------------------- Resolutions Adopted ---------------------------- - The RIPE NCC Executive Board approved the implementation of the arbiter’s ruling on Conflict Arbitration between UMOS LLC and RIPE NCC issued on 7-1-2022 (hereafter: the Ruling). The Board would like to note that a formal approval of arbiter’s rulings is in general not required but in this case the RIPE NCC expressed concerns about the compliance of the Ruling with RIPE policies and RIPE NCC procedures and requested an approval from the RIPE NCC Executive Board in order to implement the Ruling. The Board acknowledges the obligation of the RIPE NCC to comply with the Ruling, in accordance with the RIPE NCC Conflict Arbitration Procedure section 5, and understands that arbiters’ rulings may not create a precedence for future conflicts. - The RIPE NCC Executive Board approved the resolution "RIPE NCC Executive Board Resolution on Provision of Critical Services": https://www.ripe.net/publications/news/announcements/ripe-ncc-executive-boa… - The RIPE NCC Executive Board resolved to temporarily moderate the members-discuss mailing list starting from Saturday, 5 March 2022, 23:00 UTC+1 and until further notice. The mailing list will be moderated in accordance with the purpose of the mailing list and the principles of the RIPE Code of Conduct by a designated member of the RIPE NCC Executive Board and a RIPE NCC staff member. Dear members, This week we are sending out the invoices for your 2022 membership fees. We have already contacted Ukrainian members to reassure them that they do not risk losing their membership or resources if they are not able to pay or can't meet certain administrative requirements. We have also informed Russian members that they do not risk closure if sanctions-related factors mean they are unable to make payment. We should also note that we will not be invoicing Iranian and Syrian members due to the ongoing issues with our bank. There are a number of members in other countries that are similarly affected (mostly outside of our service region). We will be updating these members directly soon. At this time, our priority is to keep our members operational and to continue providing undisrupted services to all members throughout our service region. Dear RIPE NCC members, This is a call for nominations to the RIPE NCC Executive Board. There will be an election for two vacant seats at the RIPE NCC General Meeting (GM) on 18-20 May 2022, each seat is for a three-year term. The election is to fill the seats currently held by Ondřej Filip and Remco van Mook, whose terms expire in May 2022. The document outlining the RIPE NCC Executive Board functions and expectations is available at: https://www.ripe.net/about-us/executive-board/ripe-ncc-executive-board-func… All those considering standing for election to the board are advised to read this information. -------------------------------------------------------------------------------- How to nominate a candidate or support a nomination -------------------------------------------------------------------------------- A nomination for the appointment of a member of the Executive Board requires the support of at least five RIPE NCC members, among other criteria. You must be a RIPE NCC member and a registered LIR contact to nominate a candidate or support a nomination. Further, no later than two weeks before the General Meeting, the nominee shall need to submit (a) a certified copy of his/her official identification document and (b) a signed statement in which he/she declares that he/she shall adhere to the Code of Conduct for candidates for the Executive Board as adopted by the Executive Board and published on the Association's website, and that he/she has never committed any fraud or other financial misconduct in any jurisdiction.
