[news] Latest EU Sanctions / 2022 Invoices

Dear members, Our staff are currently reviewing the latest EU sanctions against Russian companies and individuals. A reminder on our process: If we have reason to believe that a member is subject to EU sanctions, we freeze their membership in accordance with our published procedures[1]. Sanctioned members are unable to request new IP resources or submit transfer requests. However, we do not de-register their existing resources or terminate their Standard Service Agreement (SSA). Our staff will contact members directly in cases where we need to clarify business relationships or verify data. We hope these members respond in a timely manner. We now publish quarterly transparency reports[2] which show the number of members affected by sanctions and where they are based. Members can also find some additional context in an article we published late last year[3]. INVOICING 2022 We have not yet issued our 2022 invoices and we plan to share more information on this soon. In the meantime, please rest assured that we will not close members if external factors are preventing them from making payment. Dear members, At its meeting yesterday, the RIPE NCC Executive Board approved the following resolution: The RIPE NCC provides critical services to its membership spread across a diverse geographical and political region. The Executive Board of the RIPE NCC believes that the means to communicate should not be affected by domestic political disputes, international conflicts or war. This includes the provision of correctly registered Internet numbering resources. The Executive Board of the RIPE NCC is committed to taking all lawful steps available to ensure that the RIPE NCC can provide undisrupted services to all members across our service region and the global Internet community. The RIPE NCC will publicly document all its efforts to ensure that the registry is not negatively affected by laws, regulations or political developments. —- It is crucial that the RIPE NCC remains neutral and does not take positions with regard to domestic political disputes, international conflicts or war. This guarantees equal treatment for all those responsible for providing Internet services. This is a fundamental reason why the RIPE NCC has been able to maintain its operations in the way it has for the past three decades. It also means that the information and data provided by the RIPE NCC can be trusted as authoritative and free from bias or political influence. Failure to adhere to this approach would jeopardise the very model that has been key to the development of the Internet in our service region. The Executive Board also expresses solidarity with those operators who have the difficult task of maintaining Internet access to assist the people suffering from the terrible effects of armed conflicts and war. Dear members, This is a call for volunteers from among the membership to join the Executive Board Election Code of Conduct Team for the May 2022 General Meeting elections. The Executive Board election in 2021 was the first to have a Code of Conduct for Executive Board Election Candidates. An Executive Board Election Code of Conduct Team was established to evaluate reports of violations of the code of conduct. The report of that Code of Conduct Team is available at: https://www.ripe.net/participate/meetings/gm/meetings/may-2021/eb-elections… The team for 2021 was made up of seven volunteers from the Executive Board Election Task Force. The Executive Board would like to express its gratitude to the seven members of the team who carried out this important work. The Executive Board would now like to ask for volunteers from the membership to be on the Executive Board Election Code of Conduct Team for the May 2022 election. The task of this team will be to evaluate any reports of violations of the election code of conduct by candidates. If the team confirms that a violation of the election code of conduct has taken place, disqualification of the candidate in question can take place. If you are willing to participate in this role, please send a mail to <agm(a)ripe.net> by *Wednesday, 23 February 2022*. The Board will appoint members of the team from the list of those that volunteer. Members should not volunteer if they expect to become candidates in the election. Dear colleagues, We are pleased to announce that we have recently deployed new functionality for managing your support tickets in the LIR Portal. You can access this area of the LIR Portal via: https://my.ripe.net/#/tickets Following feedback from the community in 2021, we have expanded the scope of tickets visible to include tickets that have recently been closed. We have added additional details including, but not limited to, the status of a ticket, the ticket history, and an indication of when there was last activity on a ticket. [news] 150th RIPE NCC Executive Board Meeting - Summary Notes

Dear RIPE NCC members, The RIPE NCC Executive Board held its 150th meeting on 15 and 16 December. The minutes from the meeting are now available: https://www.ripe.net/about-us/executive-board/minutes/2021/minutes-150th-ex… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes. ----------------------- Main Items ----------------------- The majority of the meeting was dedicated to the results of the RIPE NCC in 2021. Additionally, the final changes to the Activity Plan and Budget 2022 were discussed, and the document was approved by the Board for publication. Further: - Felipe Victolla Silveira presented a project to improve the integration of tickets between Zendesk and the LIR Portal and to display limited ticket history. The Board agreed with this plan, to be delivered in Q1 2022, and requested a follow-up with members after its implementation. - RIPE Chair Mirjam Kühne presented on the latest developments in the community, including the Address Policy Working Group’s plans for IPv4 and IPv6 policies, the RIPE Code of Conduct Task Force’s strategy planning, and the next steps in the revision of the Policy Development Process. - Possible alternative Charging Scheme models for 2023 were discussed. The Board agreed to present four models to the membership and recommended that they be discussed at another Open House before the next General Meeting. - Fergal Cunningham presented a review of the General Meeting of November 2021. He noted that the voting procedure had resulted in delays and confusion. The Board discussed the matter and decided to investigate possible alternative voting procedures. - The Board agreed to issue a new call for members of the Code of Conduct Team to give everyone a chance to join. ---------------------------- Resolutions Adopted ---------------------------- - The minutes of the 149th Board meeting were approved. - The Board approved the risk mitigation plans in the Integrated Risk Management Report. - The Board approved two amendments to the RIPE NCC procedural document “Closure of Members, Deregistration of Internet Resources and Legacy Internet Resources” (ripe-716). - The Board approved the RIPE NCC Strategy 2022-2026 and the publication of the document. - The Board approved the RIPE NCC Activity Plan and Budget 2022 and the publication of the document. Dear RIPE NCC members, The RIPE NCC Activity Plan and Budget 2022 is now available. This document has been approved by the RIPE NCC Executive Board with input from our membership. It outlines the work we will undertake in the coming year and associated costs for each activity. The document is available at: https://www.ripe.net/publications/docs/ripe-773/ Key points in this year's Activity Plan and Budget: - Our expenses will increase by 6% - We will grow our FTE count from 170 to 187 (10% increase) - We now expect to start 2022 with 22,500 LIR accounts - The membership fee remains at EUR 1,400 per LIR account - The cost per LIR is EUR 1,582– up from EUR 1,459 in the 2021 budget (8% increase) A section at the end of the document notes changes since the draft was published in October. There were a number of amendments to the Activity Plan. This included restated figures, most notably cloud costs moved to the various activities they related to and there was an increase in budget for the Office of the Managing Director to cover unforeseen expenses. Dear members, We would like to give some clarification as to how the RIPE NCC will handle end-of-year LIR closures and what we need from you to avoid invoicing for 2022. Any valid request received by the RIPE NCC to close an LIR account made before the end of 2021 means that the account in question will not be charged in 2022. You can avoid receiving an invoice for 2022 by: - Making a valid request to close your LIR account before the end of 2021. - Requesting the closure of an LIR account due to making a policy transfer or change in business structure. This request must be made with all the necessary information before the end of the year, and you must confirm your intention to close the account in our communication following the request. - Ensuring that for policy transfers, the resources are transferable at the time of the request. Automated invoices will be corrected for valid requests processed after 31 December 2021. We ask you to kindly complete closure requests, policy transfers and notifications of changes in business structure in time and as soon as possible so we avoid sending the automated invoice in Q1 2022. This reduces any unnecessary administrative burden for us and for you, our members. The sooner we receive these requests, the faster we can handle them for you. [news] The RIPE NCC General Meeting November 2021

Dear colleagues, The RIPE NCC General Meeting November 2021 took place virtually from 24-29 November 2021. There was a discussion on the RIPE NCC's draft five-year strategy and the draft Activity Plan and Budget 2022. Participants also discussed proposals regarding the future of the RIPE NCC's Charging Scheme model. Members voted on the redistribution of the 2021 surplus to the membership in 2022. A total of 1,273 members cast their vote on the resolution with Option C being approved by the members: Option C: "The General Meeting approves that the RIPE NCC 2021 financial surplus will be redistributed to membership in 2022 according to the RIPE NCC Clearing House Procedure." A full voting report is available at: https://www.ripe.net/participate/meetings/gm/meetings/nov-2021/voting-report There was a delay in announcing the results for this GM as our voting provider BigPulse did not provide us with a verifiable report by the time of the scheduled announcement on 26 November. The results were announced at 12:00 UTC+1 on Monday, 29 November. BigPulse is aware of the importance of this, and we will work with them to make sure that it does not happen again. Registry -- LIR Stats Number of LIRs: 23,785 (+83) Number of members: 20,296 (+8) LIRs with IPv6: 16,563 (+113) IPv4 addresses transferred in October: 1,199,680 (+353,088) -- IPv4 Runout and Waiting List Since November 2019, we’ve provided /24 IPv4 allocations via a waiting list system, according to RIPE Policy. These /24s are only available for LIRs that haven't received an IPv4 allocation from us before. Over the last year and a half, we had more recycled IPv4 address space available than was demanded. This meant that all requests could be processed immediately. Over the past six months, we’ve seen increased demand for allocations from new LIRs, and as of this week, we have no available IPv4 address space remaining. Requesters will now have to wait until space becomes available again in the future. [news] 149th RIPE NCC Executive Board Meeting - Summary Notes

Dear RIPE NCC members, The RIPE NCC Executive Board held its 149th meeting on 29 October. The minutes from the meeting are now available: https://www.ripe.net/about-us/executive-board/minutes/2021/minutes-149th-ex… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes. ----------------------- Main Items ----------------------- - Hans Petter Holen presented three possible models for a new Charging Scheme from 2023 - the current model "one fee plus PI", "resource-based", and "categories based on resources with and without separate PI/AS". The Board decided to present the "categories based on resources" model both with and without a separate fee for ASNs and Provider Independent (PI) resources for feedback at the upcoming GM. The proposal will be refined based on member feedback before members vote on the Charging Scheme at the GM in May 2022. - The Board agreed on the distribution of risk categories of Integrated Risk Management between Board members. - Felipe Victolla Silveira presented the Sanctions Transparency Report. The Board discussed the report, advised for further clarification of certain aspects and agreed to publish it. - Hisham Ibrahim presented a business plan for Certified Professionals to recover invested costs with a defined, controllable and phased approach. The Board agreed to the first phase of this plan. - The RIPE Chair, Mirjam Kühne, briefed the Board on what is happening in the RIPE community. This included preparations for RIPE 83, at which the Board agreed to be available for questions and discussions with participants. - Concerns from a member regarding voting transparency at the General Meeting were discussed. The Board agreed to address these concerns personally. ---------------------------- Resolutions Adopted ---------------------------- - The minutes of the 148th Board meeting were approved. - The Board authorised RIPE NCC Management to continue engagement with the current audit firm for the period from 2022-2024. - The Board approved the proposed amendments to the RIPE NCC procedural document “Due Diligence for the Quality of the RIPE NCC Registration Data”. - The Board approved the proposed amendments to the RIPE NCC procedural document “Inter-RIR Transfer of Internet Number Resources”.
