Dear members, The Draft RIPE NCC Activity Plan and Budget 2022 is now available as a PDF for your review at: https://www.ripe.net/draft-activity-plan-budget-2022 This is the clearest way that you can learn about our plans for next year and shape the direction we take as an organisation. We ask that you read it and share any feedback on <members-discuss(a)ripe.net>. For the first time, accompanying this year’s Activity Plan is a separate strategy document that looks ahead to the next five years. You will find this in a separate announcement. Members can now comment on these draft documents, after which they will be discussed at the General Meeting (GM) alongside RIPE 83 on Wednesday, 24 November 2021. The Executive Board will consider all feedback on our activities and strategy before publishing the final versions in December 2021. Dear members, Today we published the Draft RIPE NCC Strategy 2022-2026. It is available as a PDF at: https://www.ripe.net/draft-strategy-2022-2026 This five-year strategy is an important document that will guide our work in the coming years. Each Activity Plan and Budget over the next five years will adhere to the strategy outlined in this document. The document also sets out the factors that we will need to be conscious of as we pursue our strategy, and it lays out the vision, mission and values that will support us in fulfilling our strategic objectives. We invite you to review our draft strategy and share any feedback or comments on the Membership Discussion mailing list <members-discuss(a)ripe.net>. We are especially interested to know if this strategy meets the expectations of members and sets out the right path for us to follow in the coming years. The application period was open for just over six weeks and more than 20 applications were received. Dear RIPE NCC members, The RIPE NCC Executive Board held its 148th meeting on 23 and 24 September. The minutes from the meeting are now available: https://www.ripe.net/about-us/executive-board/minutes/2021/minutes-148th-ex… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes. ----------------------- Main Items ----------------------- - On the topic of sanctions, the RIPE NCC revisited the interpretation of “Economic Resource”, and external legal advice confirmed the existing understanding that it covers all Internet Number Resources (IPv4, IPv6 and ASNs). A clarification based on case law has been added when reviewing Ultimate Beneficial Owners (UBOs) for government entities. - RIPE NCC’s COO, Felipe Victolla Silveira, reported on the recent drop in service level. New staff have been hired to help with the workload. - The Board discussed the outcome of the Charging Scheme survey and dedicated Open House and asked the RIPE NCC to propose Charging Scheme models at the next meeting. - Hans Petter Holen presented the draft RIPE NCC Strategy 2022-2026. The Board provided feedback and approved for publication a revised version of the strategy on the second day of the meeting. - RIPE NCC staff presented on the Activity Plan and Budget 2022. One notable change from 2021 is that RIPE Atlas and RIPEstat are moving from Research and Development to Information Technology, and IT Security will move to Organisational Sustainability. Budget-wise, the 2022 income will be 4M lower with an estimated 22,500 active LIR accounts. - The Board approved the RIPE NCC’s updated Cloud Strategy Framework for publication. - The RIPE Chair, Mirjam Kühne, gave an update on RIPE 83, the new Code of Conduct, the RIPE Database Requirements Task Force and current efforts on visibility and engagement. ---------------------------- Resolutions Adopted ---------------------------- - The minutes of the 145th, 146th and 147th Board meetings were approved. - The Board reviewed and approved the RIPE NCC Treasury Statute, according to the agreed yearly review cycle. - The Board approved the publication of the Draft RIPE NCC Activity Plan and Budget 2022. - The Board approved the publication of the draft agenda for the RIPE NCC General Meeting in November 2021. - The Board reviewed and approved the draft RIPE NCC Strategy 2022-2026 and asked the RIPE NCC to publish the document. [news] Using Third Parties to Automate Our Due Diligence

Dear colleagues, We will soon begin working with third parties to fulfil our mandatory due diligence requirements in two key areas: sanctions screening and the validation of identification documents. To keep you informed, we have published an article on RIPE Labs that explains the relevant processes in more detail: https://labs.ripe.net/author/felipe_victolla_silveira/using-third-parties-t… You can find a summary of the key points below. -- Sanctions screening We need to perform sanctions checks whenever we receive a request to transfer, allocate or assign resources, or to open a new membership/LIR (this also includes End User requests). We need to check the company making the request, its director, the people on its board, and also any other companies or individuals with a share in that company. This adds up to a lot of checks requiring specialised skills and data, further complicated by the administrative and legal differences across our service region. Working with Altares Dun and Bradstreet and also Dow Jones, we will soon start to run automated checks against their databases to verify company information and to check if individuals, companies or any of their signatories are subject to sanctions. We will use the database run by Altares Dun and Bradstreet to quickly verify information about companies and individuals. Dow Jones maintains a list of all sanctioned entities around the world and we plan to run automated checks against this list. This collaboration will allow us to carry out our mandatory due diligence checks in a structured, complete and efficient way. For the vast majority of members, we expect that these checks will basically run in the background and not have any visible impact. We will only need to contact you if there is missing information in Altares Dun and Bradstreet’s database. In this case, we would let you know that they would like to contact you. This is voluntary, and there is no requirement to accept their call. -- Validation of identification documents Validating identification documents is a manual process that we want to automate. Until now, we have worked with fraud specialists to manually authenticate IDs that appear suspicious. We want to apply a uniform approach that verifies all ID information across the board. We will be working with iDenfy, a specialised provider in automated ID validation and remote identification services, to ensure a high standard of diligence and security across all ID documents that we process. Once this is ready, members will upload personal identification documents directly to the iDenfy system using a secure link that we send. In addition to maintaining a high level of security, iDenfy will ensure that this data is deleted within 14 days of being submitted. In line with GDPR, we remain the ‘data controller’. Work is currently underway to integrate our external request processes with iDenfy’s systems and we plan for this to go live on 23 September. Dear RIPE NCC members, The RIPE NCC Executive Board held its 147th Meeting on 10 and 19 August. The following is a summary of the main items from the meeting. Further details are available in the minutes. The entire meeting was concerned with developments in the AFRINIC region. Dear colleagues, Earlier today, a software change caused us to unintentionally send an automated email to 98 members which informed them that we had terminated their Standard Service Agreement (SSA), and blocked their access to the LIR Portal for a short period of time. We are contacting these members to apologise and inform them that this was an error on our part and reassure them that their SSAs remain valid. Dear colleagues, The RIPE NCC together with the SEE Programme Committee have decided that the SEE 9 Meeting will take place as a virtual meeting with a reduced programme on 28 September 2021. While we were looking forward to seeing you all in Ljubljana, we feel this is necessary to protect the health of all attendees and RIPE NCC staff. The situation around COVID-19 is still too uncertain and the risks appear too great to justify a physical meeting. We hope things will get better soon and that we will be able to meet in person for a physical SEE 10 Meeting in 2022. [Service] RIPE NCC Services Outage

Dear RIPE NCC members, At 11:30 (UTC+2) this morning, there were various RIPE NCC service outages. Some public facing services were affected. This included the rsync RPKI Repository and RIPE Database, our website www.ripe.net and other RIPE NCC websites such as the RIPE Meeting site, RIPE Labs and RIPEstat. There were also intermittent failures sending notification emails for Whois updates. Services were restored by 12:00 (UTC+2). Based on the information gathered so far, the outages were caused by a recent upgrade to our configuration management system, which in turn caused a race condition that affected the configuration of a number of servers. Dear RIPE NCC members, The RIPE NCC Executive Board held its 145th Meeting on 21-22 June. The following is a summary of the main items from the meeting. Further details are available in the minutes. ----------------------- Resolutions Adopted ----------------------- - The minutes of the 142nd, 143rd and 144th Board meetings were approved. - The Board approved the proposed amendments to the “RIPE NCC Certification Terms and Conditions”. - Falk von Bornstaedt was appointed to the Board of the Rob Blokzijl Foundation, provided that the Rob Blokzijl Foundation amends the Articles of Association so that the board member appointed by the RIPE NCC Executive Board does not have to be a member of the RIPE NCC Executive Board. ----------------------- Key Discussions ----------------------- - RIPE NCC staff carried out an analysis and reported on factors likely to impact the RIPE NCC in the coming years. - A potential way forward for engaging with members on the development of the RIPE NCC Charging Scheme was presented. - The structure of the RIPE NCC was discussed, with a focus on a workforce that reflects the diversity of the members. - The RIPE NCC management reported on various internal projects and updates including the cloud strategy, TF-CSIRT, and learning and development. - The draft Registry Strategy for 2022 was presented and the Board gave its input. - The RIPE Chair spoke about developments in RIPE, chiefly an update on the Code of Conduct, the scope and future of regional meetings, and the RIPE NCC’s cloud strategy. Hello, For the fifth year in a row, the RIPE NCC is committing to support activities and projects for 'the good of the Internet'. We are pleased to invite applications for funding from the RIPE NCC Community Projects Fund. Through the Community Projects Fund, the RIPE NCC will provide up to EUR 250,000 per year to support projects of value to the operation, resilience and sustainability of the Internet, with a focus on tools and services benefitting the technical community in the Europe, the Middle East and Central Asia. The Internet today owes its success to a lot of non-commercial, community-driven work, and this continues to ensure the Internet remains resilient, secure and accessible. If you or your organisation are working on a new or existing project that fits the criteria below and need some financial support to get it off the ground or keep it going, we want to hear from you! Is your project of benefit to the Internet, particularly the RIPE community? Is your project non-commercial in nature? Do you have a clear project plan and timeline? Some things to keep in mind: - Funding may be used to purchase equipment, but this cannot be the sole expenditure - Funding cannot be used for humanitarian aid, donations, or to encourage political reform - Funding cannot be used to provide scholarships or cover tuition fees - Funding cannot be used to support any form of commercial activity The call for applicants will remain open until 23:59 (UTC), Saturday, 31 July 2021. [news] Closure of Members With Unpaid Invoices

Dear RIPE NCC members, On 18 May 2021, we started calling the 878 RIPE NCC members with outstanding invoices for their 2021 annual contribution. There are currently 144 members that have still not paid, which is down from 231 last year. Starting today, the Standard Service Agreement (SSA) of all members with an outstanding invoice issued in February 2021 will be automatically terminated and we will begin the process to de-register their Internet number resources. This comes 90 days after the due date of the invoice / 120 days after it was first issued. De-registering resources is a critical event for members. For this reason, we spend a lot of time and effort each year attempting to contact those who will be affected. We have already sent four email reminders to these members in March, April (twice) and May. We have also attempted to contact them via their registered email and phone contacts in the LIR Portal [1]. It would help us greatly if you could make sure to pay your invoice by the due date, which is 30 days from being issued. If you would like to check the payment status of your LIR accounts, you can do so in the LIR Portal or by using the payment link on your invoice. ----------------------------------- For Members in Syria and Iran ----------------------------------- We have still not issued the 2021 invoices for our members in Iran and Syria. This means they are *not* included in the above figures and their status as RIPE NCC members will not be affected.
