[news] Ending Support for the RIPE NCC RPKI Validator

Dear colleagues, On Thursday, 1 July 2021, we will stop supporting the RIPE NCC RPKI Validator. This will have no impact on any of our core activities around the Resource Public Key Infrastructure (RPKI). We are still committed to strengthening the RPKI infrastructure and our main priority is to maintain a secure, stable and resilient RPKI Certificate Authority. Our RPKI Validator is one of several Relying Party software [1] that network operators can use to download and validate the global RPKI data set. This data is used to support their BGP decision making process. We created the RIPE NCC RPKI Validator over a decade ago, when RPKI had only just been implemented and there were not many options available. While there were other validators, ours came with an intuitive web-interface, which allowed operators to see in a UI how BGP announcements would be impacted by Route Origin Validation. Since then, RPKI has been widely adopted in the industry and other software developers have spent significant resources on testing and introducing new Relying Party software. After discussions we had with our members and the wider community at the Routing Working Group mailing list and my presentation at the RIPE NCC Services Working Group at RIPE 81, we agreed that this approach will allow us to focus on the core of RPKI. We strongly recommend that any network operators still running our RPKI Validator switch to an alternative software before 1 July. Some alternatives include: - Routinator - Fort - RPKI-client - OctoRPKI - Prover It is important to note that continuing to use the RIPE NCC RPKI Validator after 1 July 2021 may lead to security incidents, as we will no longer be making updates to the software. [news] Recent Situation With FSB and RIPE NCC Colleague

Dear colleagues, I want to update you on a situation that has developed with our colleague Alexander Semenyaka. As reported in Russian media, on 26 May, Alexander was detained by the FSB and ordered to leave the country. He is now in Ukraine with his family and we are in regular contact with him. Alexander has been temporarily suspended from his duties while we seek clarity on this issue. Our engagement efforts seek to bridge the knowledge gap between the technical community and government, regulators, and law enforcement. As a neutral organisation, we are committed to working with all stakeholders in our region to support Internet stability, including those in Russia and Ukraine. Dear RIPE NCC members, The RIPE NCC Executive Board held its 143rd Meeting on 14 May 2021 and its 144th Meeting on 21 May 2021. The minutes of the meetings are now available. The following is a summary of the main items from the meeting. Further details are available in the minutes. ----------------------- Main Items ----------------------- After the election of Job Snijders and the re-election of Piotr Strzyżewski, the RIPE NCC Executive Board members agreed to assign the functions as required by the RIPE NCC Articles of Association. Christian Kaufmann will continue as the Chairman, Ondřej Filip as the Treasurer and Piotr Strzyżewski as the Secretary. The Board also thanked Falk von Bornstaedt for his excellent contributions and dedicated work during his term as RIPE NCC Executive Board Member from 2018 until 2021. In particular, Falk was involved in the Rob Blokzijl Foundation and he was engaged in the transition to a new Managing Director as a member of the hiring committee. ----------------------- Resolutions Adopted ----------------------- The following resolution was adopted: - The RIPE NCC Executive Board appoints Samaneh Tajalizadehkhoob and Flavio Luciani to the available seats on the Community Projects Fund Selection Committee. Not all members cast votes in all ballots. The following resolutions were approved by the General Meeting: Resolution 1: “The General Meeting adopts the RIPE NCC Financial Report 2020.” Resolution 2: "The General Meeting discharges the Executive Board with regard to its actions as they appear from the Annual Report 2020 and Financial Report 2020." Resolution 3: "The General Meeting approves the adoption of the RIPE NCC Charging Scheme 2022." We feel this has been missed by members in recent years and by adding it we hope to accommodate any topics you wish to bring up. You can also send questions for the GM in advance to <agm(a)ripe.net> and we'll make sure to address them at the meeting. *Charging Scheme Discussion* We have also allotted time to discuss the RIPE NCC Charging Scheme model under Agenda point 7. With this discussion, we are again starting a conversation on the future of our charging model that we hope to continue after the GM and up to the next GM in November. Among the questions to consider ahead of this discussion: - What are the problems you see with the One LIR-One Fee model? - Should charging be based on resource-intensive requests? - Should there be an administration fee for transfers? - Should the sign-up fee be lower to allow easier entry to the market as independent network operators? - Should there be charging related to ASNs or IPv6? [service] RPKI Route Origin Validation on RIPE NCC Network

Dear colleagues, On Monday, 19 April 2021 we will enable Resource Public Key Infrastructure (RPKI) Route Origin Validation (ROV) on our own network, AS3333, and reject RPKI invalid Border Gateway Protocol (BGP) announcements. This follows discussions with the Routing Working Group (WG), which has agreed we should move forward with this. We have already contacted everyone who might be affected to explain the steps they need to follow. RPKI ROV is a security mechanism that authenticates route advertisements as originating from an expected Autonomous System (AS), with the goal to drop BGP announcements that do not match the routing intentions of the IP address holder as stated in a ROA (Route Origin Authorisation). This also means that operators who made a typo in their ROA might not be able to reach ripe.net anymore. We have reached out to all 215 organisations in the RIPE region that currently have a ROA that does not match with what we see in BGP. Improving Mitigation of Web-based Threats

Dear colleagues, In order to help mitigate Distributed Denial of Service (DDoS) attacks against our web infrastructure, we have started testing Cloudflare’s DDoS protection services in parts of our production environment as of today. We have seen an increase in the amount and severity of attacks in recent weeks, and this measure will give us added protection. Cloudflare will be used on an experimental basis, with our 24x7 engineers on standby to monitor the situation closely. If we encounter any issues in configuring it, we have the capability to roll the entire infrastructure back to its original state within 60 seconds. We are also investigating other options for longer-term improvements to the resilience of our web infrastructure during DDoS attacks in the coming months. A lower sign-up fee of €1,000 has been proposed. - The RIPE NCC management reported on various internal projects including staff and HR reports; the quarterly risk management report; the RIPE NCC’s financial status; the areas of concern regarding sanctions and recent regulatory developments in the RIPE NCC service region. - The purchase of fifth generation RIPE Atlas hardware probes was discussed. - The RPKI Resilience report was presented, including the completed audit on RFC compliance and security. - The RIPE Chair team spoke about developments in RIPE, chiefly the new draft Code of Conduct (CoC), the Policy Development Process (PDP) and Appeals Process, efforts to strengthen the visibility of the RIPE community and initiatives to address the well-being of the RIPE community. Dear colleagues, ENOG 18 will take place as a virtual meeting from 7-8 June 2021. In an effort to ensure that the ENOG community can benefit from the local network, even if the meeting is virtual, the RIPE NCC is keen to partner with local organisations across the region to host Remote Broadcast Hubs in the ENOG region. A Remote Broadcast Hub is a local meeting that takes place in parallel with the main virtual event where attendees can gather together and participate to the sessions online and network in person. ------------------------------------------------------------ Benefits of hosting a Remote Broadcast Hub ------------------------------------------------------------ Take the lead in bringing the local networking community together by hosting a Remote Broadcast Hub. [news] RIPE NCC Sanctions Update

Dear members, I want to update you on the latest developments regarding sanctions, after my earlier messages from April[1] and June[2] last year. Overall, this is positive news - though it is not what we hoped for and it means there is still work to be done. EXEMPTION REQUEST AND STATUS OF SANCTIONED RIPE NCC MEMBERS In late December 2020, the Dutch Ministry of Foreign Affairs (MFA) responded to the RIPE NCC's request for an exemption from EU sanctions regulations. In its response, the MFA confirmed its understanding that IP resources are considered economic resources, as defined in the EU sanctions regulation, and must be frozen for sanctioned entities. The MFA further stated that according to the EU sanctions regulation, there was no legal basis to exempt IP resources from sanctions. However, the MFA also said it believed the RIPE NCC had taken adequate steps to ensure compliance with sanctions. It said there was no need to deregister the IP resources being used by the three affected members, which it understood are being used by their customers. The MFA's primary concern is in terms of preventing the IP resources of sanctioned entities from being transferred, as well as preventing the allocation of additional resources. A restriction on transfer and resource requests must therefore remain in place. 2021 INVOICES FOR IRANIAN AND SYRIAN MEMBERS In my earlier mails, I noted that the RIPE NCC's bank had temporarily revoked its ability to receive direct bank transfers from members in Iran and Syria. This restriction has remained in place since then, and is relevant now that the 2021 billing cycle has started. Discussions on this issue between the RIPE NCC and its bank, which had been on hold pending a response from the MFA, have started again. The timing is not ideal here, as Q1 is when the RIPE NCC issues its 2021 invoices. To avoid further complicating these discussions, the RIPE NCC has postponed invoicing its members in Syria and Iran until it can reach an agreement with its bank. The RIPE NCC has emailed members in these countries to explain the delay with their invoices and confirm that this will not affect their ability to access its services as usual. THE BOARD'S POSITION While this clarification from the MFA addresses risks in terms of the RIPE NCC's sanctions compliance and should help to resolve the banking issue - it also leaves the affected RIPE NCC members in a stable but disadvantaged state. As we have stated previously, the position of the RIPE NCC Executive Board is that Internet number resources should not be affected by political disputes[3]. The COVID-19 pandemic has shown the critical role the Internet can play in our societies - in many cases it has provided the foundation that supports coordination efforts, keeps our economies operating, and helps us to maintain social contact with others. The board has therefore instructed the RIPE NCC to continue its work to find some form of lasting and comprehensive exemption from sanctions. We believe it is crucial that all RIPE NCC members can be sure that their ability to access Internet number resources will not be interrupted.
