Dear RIPE NCC members, There is one week left to register for the RIPE NCC General Meeting (GM), which takes place from Wednesday, 28 October at 18:00 UTC+1. *Registration for the GM closes at 16:00 UTC+1 on Wednesday, 28 October 2020.* You can register now at: https://www.ripe.net/s/gm-registration-oct-2020 Over 1,200 members have registered to vote, and we hope to see this number increase before the GM opens. Members who register for the GM will receive links to participate and vote remotely on 28 October. Please note that if there are questions you would like the Executive Board to answer at the General Meeting, you can email them to agm(a)ripe.net by 12:00 UTC+1 on 26 October 2020. We will collate them and present them at the General Meeting in addition to the questions asked during the GM. If you create ticket requests involving documents they will be received, but they could take longer to be processed. We are continuing to work on the issue and might need to put LIR Portal back into maintenance mode again to fully resolve the issue. We will inform you if this is the case. This is related to the outage with our ticketing system yesterday, which was caused by a configuration error involving the integration of our document management system with the LIR Portal. The maintenance we are now performing aims to resolve this issue. Some requests could take longer to be processed until the issue is fully resolved. Community-driven, non-commercial work has been fundamental to the success of the Internet from its earliest days, and continues to play an important role in making the Internet resilient, secure and accessible for everyone. Under the RIPE NCC Community Projects Fund, the RIPE NCC will provide up to EUR 250,000 per year to support projects of value to the operation, sustainability and resilience of the Internet, with a focus on tools and services benefitting the technical community in the Europe, the Middle East and Central Asia. Dear colleagues, I would like to congratulate Mirjam Kühne and Niall O’Reilly on their selection as the new RIPE Chair and Vice Chair. Both Mirjam and Niall have a long history within RIPE; they are experienced chairs, they understand consensus, and they share the community's expectations in terms of transparency and openness. I am sure they will continue to serve the community well in their new roles. I am happy that I no longer have to occupy both the RIPE Chair and RIPE NCC Managing Director roles. I intend to pass the torch to Mirjam and Niall as soon as they are ready to assume their new RIPE responsibilities. I do not expect this will take very long. As Managing Director, I am fully committed to giving the new leadership and the RIPE community the support it needs, just as my predecessors supported myself and Rob Blokzijl before me. Further details are available in the minutes. - The Board reviewed the first fully remote RIPE NCC General Meeting, and in particular the RIPE NCC Executive Board Election. The Board agreed that calling for a Task Force would be appropriate in order to involve the membership and gain valuable feedback for discussion at the next RIPE NCC General Meeting in October 2020. - The Board resolved that the RIPE NCC will provide funds for the physical participation of Working Group Chairs at RIPE Meetings in accordance with the relevant published procedure until the end of 2023. The RIPE NCC Executive Board will re-evaluate this resolution for the RIPE Meetings after 2023. - The Board discussed each board member’s functions and additional tasks. [news] Sanctions and the RIPE NCC: Status Update

Dear members, I want to briefly update you on the current situation involving sanctions, following my last email back in April[1]. In short, there have been no major developments and the situation is largely unchanged. However, to keep you informed, allow me to briefly run through this again. STATUS OF EXEMPTION REQUEST AND FROZEN MEMBERSHIPS In April, we mentioned that the RIPE NCC was seeking an exemption from EU sanctions regulation from the Dutch authorities. The authorities have indicated that their response will take longer than usual, possibly due to the COVID-19 situation. We will inform you when we receive a decision on our request. For the three members believed to be on the sanctions list, this means that their LIR accounts remain frozen and they remain unable to access RIPE NCC services. While this is not ideal, it does mean that their resources have not been deregistered. BANK TRANSFERS FROM IRANIAN AND SYRIAN MEMBERS My earlier email also mentioned that the RIPE NCC's bank had temporarily revoked its ability to receive bank transfers from members in Iran and Syria. Unfortunately, this restriction remains in place and will likely remain so until the RIPE NCC receives a response to its exemption request. As this will probably take longer than the 1 July payment deadline, the RIPE NCC is looking at ways to address this and will follow up with affected members directly. RIPE NCC EXECUTIVE BOARD POSITION This is also unchanged, but I think you'll agree that this is a good thing: "The Executive Board of the RIPE NCC believes that the means of communication should not be affected by political discussions or disputes. This includes the provision of correctly registered Internet numbering resources."[2] At our board meeting last week, we reaffirmed that the RIPE NCC is committed to pursuing all legal means to continue providing services to all of its members. As we have already stated, we believe the Internet is a critical tool for humanity and should not be affected by political discussions. I regret that we are not yet able to give a more positive update, we are doing all we can to resolve this issue. Dear members, Thank you for providing feedback on the IPv4 Transfer Listing Service. The comments were constructive and it was very helpful to find that there is support for the service. What we heard was that while the listing service might not be used that much, it's worth preserving an option for members who don't want to go through a broker. That being the case, and as there is no urgent need to retire the service, we will keep it as-is for now. We are just about to start our planning for next year. Given that transfers will probably be with us for longer than we want to continue supporting the current implementation, we will also see if we can find a more permanent solution.
