[GM] Draft Minutes of the RIPE NCC General Meeting October 2019

Dear colleagues, We have now published the draft minutes from the October 2019 General Meeting (GM). The minutes contain links to the presentations given at the GM as well as the results of the voting on resolutions. Included at the top of the minutes is a link to a new "GM Objections System". We would like to briefly explain what this is for. At the May 2019 GM, the RIPE NCC Articles of Association (AoA) were updated to include some procedural details about how GMs should be run. Article 19.4 explains that the draft minutes should be published within two working days of the GM (today), and also explains that members have a period of three weeks in which they can object to the draft minutes. For an objection to be considered by the Executive Board, it must be signed by at least 100 members. The new tool is designed to make this process simpler for members who wish to make an objection. Members can easily view and support other members' objections or submit their own. A RIPE NCC Access account that is associated with an existing membership is required to use the tool. [GM] RIPE NCC General Meeting October 2019

Dear colleagues, The RIPE NCC General Meeting October 2019 took place over 16-18 October at the Postillion Convention Centre WTC Rotterdam. A total of 1,749 members cast their votes on 2 resolutions. The following resolutions were passed by the General Meeting: “The General Meeting approves that 50% of the RIPE NCC 2019 financial surplus will be added to the Clearing House reserve and 50% of the RIPE NCC 2019 surplus will be redistributed to the membership in 2020.” “The General Meeting adopts the amendments to the RIPE NCC Articles of Association.” A full voting report is available at: https://www.ripe.net/participate/meetings/gm/meetings/october-2019/voting-r… I thank everyone who contributed to this important discussion, whether in person or remotely. [news] Axel Pawlik Stepping Down as RIPE NCC Managing Director

Dear colleagues, Today, at the RIPE 79 Meeting in Rotterdam, Axel Pawlik announced that he would step down as Managing Director of the RIPE NCC. Axel's announcement comes 20 years to the day since he joined the organisation. The Executive Board would like to extend its sincere gratitude to Axel for his outstanding service to the RIPE NCC membership and the RIPE community over the past two decades. The RIPE NCC had 1,600 members in 1999 when Axel joined, and during his tenure the organisation has grown to well over 20,000 members. This massive increase corresponds with the growth of the Internet into a tool that is essential to billions of people around the world. Axel's assured leadership meant that the RIPE NCC was more than able to meet the challenges involved in that growth. As the Internet grew, new actors became involved in the Internet ecosystem, and Axel embraced the role of representing the technical community to governments and intergovernmental organisations, making the voice of our community heard at the highest levels. He worked closely with RIPE Chairs Rob Blokzijl and Hans Petter Holen to develop the RIPE community as it not only grew but also incorporated new participants, developed new topics for discussion, and dealt with no small amount of contentious issues that needed to be addressed professionally and effectively. Axel was also integral to efforts to grow technical communities throughout our service region, and he was instrumental in the establishment of the ENOG, MENOG and SEE communities. He is personally proud of the RIPE NCC's efforts to accommodate the voices of everyone who is interested in the development of the Internet. Axel's very first Managing Director's Report in 2000 concluded with "... we look forward to continue working on the solid foundation of the RIPE NCC principles of neutrality, impartiality and openness to serve the Internet community and especially the RIPE NCC membership." Axel continued to make this the core sentiment of the RIPE NCC for 20 years. For this, and for so much more, we thank Axel and we look forward to his continued involvement in our community. The Executive Board will quickly start the process of recruiting a new Managing Director. In the meantime, the Board has appointed a new Management Team of Gwen van Berne (CFO), Kaveh Ranjbar (CIO) and Felipe Victolla Silveira (COO), who will lead the RIPE NCC and ensure there is continuity of service and operations during the interim period. The LIR Portal and other services within the LIR Portal will be unavailable during this period. This will include LIR account updates, new LIR applications, processing of payments, and ROA creation. We chose this window to minimise disruption between the RIPE Meeting and the expected IPv4 run-out in November. [GM] Voting on the RIPE NCC 2019 Financial Surplus

Dear members, For the upcoming RIPE NCC General Meeting (GM), the Executive Board is proposing three options for the RIPE NCC 2019 financial surplus. The Board feels strongly that this is an appropriate moment to strengthen the RIPE NCC's capital position to make sure that it can continue its work with a solid financial basis in the coming years. Therefore, the Board suggests that the membership vote for the option to add 50% of the financial surplus to the RIPE NCC Clearing House reserves and redistribute 50% to the membership in 2020. This option is a good compromise between adding more capital for improved stability and a predictable redistribution process where we return the financial surplus to our members. Although there are three possible outcomes (the two usual choices and the 50% choice), there are two voting options. This avoids the possibility of all options being rejected and no decision being made on the surplus. Option A (to add 100% to the reserves) is approved if it receives over 50% of Yes votes. Votes for Option B (to add 50% to the reserves) are only considered if Option A does not pass. If both options receive less than 50% of Yes votes, then the entire surplus will be redistributed to the membership in 2020. [news] Results of the RIPE NCC Survey 2019 Now Available

Dear colleagues, The Survey Matters report on the results of the RIPE NCC Survey 2019 is now published. The full report is available at: https://www.ripe.net/survey2019 The results of the survey give us an excellent overview of what our community thinks about important issues, and they will help us to improve our services and shape our strategy for the years ahead. This survey was launched at the RIPE 78 Meeting and conducted by Survey Matters to ensure independent analysis and anonymity for respondents. 4,161 people from 91 countries completed the survey, the most we've ever received for any of our large-scale surveys. The survey was open to RIPE NCC members as well as other interested parties from our service region and beyond. I would like to thank all who participated for their feedback in what is a very important project for the RIPE NCC. Survey Matters will present on the results at the upcoming RIPE 79 Meeting in Rotterdam, and we will publish a list of key findings that we will work on to address the issues that were raised in the survey. [news] Update: Approaching IPv4 Run-out

Dear colleagues, We would like to give you an update on IPv4 run-out. Today we allocated the last of our contiguous /22 IPv4 address blocks. We still have approximately one million addresses available, in the form of /23s and /24s, and we will continue making /22-equivalent allocations made up of these smaller blocks. Once we can no longer allocate the equivalent of a /22, we will announce that we have reached run-out. We expect this to occur in November 2019. Following our last update in August, we received a very high number of new LIR applications. We have now reached a point where the number of LIRs waiting to be activated is larger than the number of /22-equivalents remaining. This means that some of these LIRs will only be eligible to request a /24 via the waiting list by the time they are activated. We alerted these applicants to this possibility during the application process. Due to the number of new LIR applications still to be processed, we estimate that it could be around eight weeks before we get to an application that is submitted today. To ensure fairness, we are processing all LIR applications (and IPv4 requests) in the order they were received. It is important to note that the delay is only with LIR applications - not IPv4 requests. Existing members can still request their final /22 allocations, provided we still have addresses available. [news] Getting Ready for IPv4 Run-out

Dear colleagues, We currently have around 1.91 million IPv4 addresses remaining in our available pool. We expect to reach the end of this pool in the next few months, before the end of 2019. Of course, the exact date is not possible to predict as this depends on the rate at which new members/additional LIR accounts are opened. We have been preparing for this situation for a long time and all the necessary steps are being taken to ensure a smooth run-out. The community discussed the situation well in advance and reached consensus on a policy change that deals with how the RIPE NCC should make IPv4 allocations to members after run-out. This all means that we will soon reach a point where members will activate their LIR accounts but find that they are not able to receive one of the /22 IPv4 allocations that we have provided since 2012. It is important to be clear that these members will have the same payment obligations as any other member and will not be eligible for a refund of their membership or sign-up fees in the event that they are not able to receive a /22 allocation. However, they will be eligible to receive a smaller /24 allocation from address space that we recover in the future. These allocations will be made via a new waiting list that will become active after run-out. The time a member spends on the waiting list will depend on their place in the queue and the rate at which addresses come back to us. Dear colleagues, This is a call for nominations from the RIPE NCC service region to fill one vacant seat on the Number Resource Organization (NRO) Number Council (NC). The three-year term of Filiz Yilmaz ends on 31 December 2019. The election to the NRO NC seat will take place during the RIPE 79 Meeting to be held in Rotterdam from 14-18 October 2019. All members of the Internet community who are present at the RIPE Meeting may vote in the election. The deadline for nominations is 20 September 2019. Any individual residing within the RIPE NCC service region is eligible for nomination, except Regional Internet Registry (RIR) staff members. Self-nominations are permitted. When a user sent an email attachment to us, we stored it in the Zendesk environment, causing a potential privacy issue. We addressed this concern at RIPE 78, advising the community that we would store attachments on our internal documents system (Alfresco). Attachments are now removed from Zendesk as soon as a ticket is updated. -- RIPE Database Release We have made some improvements to the Whois RDAP service. The service now conforms to the RDAP standards and behaves more consistently, including address formatting and RIPE-specific attributes. Dear RIPE NCC members, The RIPE NCC Executive Board held its 123rd Meeting on 21 June 2019. The draft minutes of this meeting are now available: https://www.ripe.net/about-us/executive-board/minutes/2019/minutes-123rd-ex… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes. - The RIPE NCC Executive Board agreed on the functions of board members as required by the RIPE NCC Articles of Association (AoA), as follows: Chairman: Christian Kaufmann Treasurer: Remco van Mook Secretary: Piotr Strzyżewski - On receiving a report on the current status of the draft RIPE Chair selection procedure, the RIPE NCC Executive Board noted its willingness to take on the role of appointing the Nomination Committee (NomCom) chair and confirming the selections made by the NomCom. Should the RIPE Chair selection procedure be adopted by the community, the RIPE NCC Executive Board will pass a formal resolution to accept their role in the process. - The Executive Board received a report from the Managing Director of the RIPE NCC, Axel Pawlik, including an update on the outcomes from the recent meeting with European Commission (EC) and Europol representatives in Brussels in response to concerns about inclusivity of the RIPE Policy Development Process (PDP). - The RIPE NCC Executive Board agreed to re-evaluate the option of offering paper ballots at RIPE NCC General Meetings.
