[news] Draft Activity Plan and Budget 2026 Published

Dear members, The Draft RIPE NCC Activity Plan and Budget 2026 is now available for your review at: https://www.ripe.net/membership/gm/meetings/october-2025/supporting-documen… This document concludes our 2022-2026 strategic cycle and lays the groundwork for the 2027-2031 strategy. Our goal is to present a break-even budget, while incorporating adjustments for inflation and allowing for staff performance increases. Key points in this year's Activity Plan and Budget: - EUR 41.1M income/expense budget for 2026 - We expect to start 2026 with 20,000 LIR accounts (same as 2025) - As per the Charging Scheme approved at the May 2025 GM, the membership fee will remain at EUR 1,800 - RIPE NCC expense per LIR is expected to be EUR 2,056 (3% increase compared to 2025 Budget) Here is an overview of the main changes by division: - Registry: 1% increase, we will use more efficient processes and increased automation to handle the heavy workload without greater expenditure - Information Services: 6% increase, this includes added staff (+0.7 FTE), LIR Portal modernisation, implementation of security measures and work on IT infrastructure to mitigate threats - External Engagement and Community: budget-neutral, decrease of operational budget allowing for more FTEs without extra costs - Organisational Sustainability: 5% increase, this includes office-related costs, work to make RIPE NCC Middle East FZ-LLC operational and staff costs related to a new Project Management Office Please read the document and share any feedback on members-discuss(a)ripe.net. We also provide a system that allows members to propose agenda topics and associated resolutions for the upcoming GM, in accordance with the Articles of Association. [News] Upcoming RIPE NCC Governance Matters Requiring Your Attention

Dear RIPE NCC members, The coming months will see several important governance items impacting the RIPE NCC, its membership and the wider community. We want our members and community to not just be aware of them but to also actively contribute to discussion around them to ensure we arrive at the best outcomes. With that in mind, below we provide a list of the various governance matters that are important for the future of our organisation and the wider ecosystem. There will be active consultations for all of these items, and we hope you will contribute your thoughts and expertise where you feel it is appropriate. All these items will be announced here and posted on our website so you can keep track of active consultations: https://www.ripe.net/membership/mail/member-and-community-consultations/ Members who want to join discussions on our governance should subscribe to the members-discuss mailing list, where our Board and management follow discussions closely and use input received there to guide our planning: https://www.ripe.net/s/members-discuss-subscription-options A schedule with relevant links is also provided below this mail, together with other consultations and governance matters taking place in the RIPE community. Draft RIPE NCC Strategy 2027-2031 We are preparing our next strategic cycle, which will run from 2027 to 2031. This will set the direction that we’ll follow in the coming years, so getting input on it from our members at this stage is vitally important. We will share the document with members and the community next week, together with a survey for members that will allow you to let us know what you want to see us focus on over the course of the strategy period. We plan to finish work on the strategy by May 2026 so we can start preparing an Activity Plan for 2027 that aligns with our strategy. We will have an online Open House in October where members can provide input directly, and there will be further opportunities at the RIPE 91 Meeting to contribute to this consultation. Draft RIPE NCC Activity Plan and Budget 2026 Our Activity Plan and Budget outlines our plans for next year and provides details on how much those plans will cost per activity. The document includes key takeaways and defined commitments to ensure members can clearly understand the goals of our activities for the coming year. This will be the last Activity Plan within the current five-year strategic cycle. We will hold an online Open House for members in October to discuss our plans and budget, and there will be presentations at the upcoming General Meeting and RIPE 91 Meeting. RIPE NCC Charging Scheme In August this year, the RIPE NCC Charging Scheme Task Force submitted a report to our Executive Board with high-level principles that should guide the creation of a new charging scheme model. We are currently developing potential models that align with those principles, and we will share our thinking on the best way forward at the upcoming General Meeting on 22 October 2025. After we present here and receive guidance from members, we will prepare detailed options for members to review and provide input on. Our goal is to put forward models for voting in May 2026 that will be based on the work of the task force, input from our members and that will give us the right funding model for the period of our next five-year strategy. Summary These three documents are highly connected governance tools that ensure we are accountable and member-driven. The Strategy is our long-term compass, the Activity Plan and Budget is our annual roadmap, and the Charging Scheme provides financial sustainability that funds our strategy and annual plans. We need input from our membership on all three to ensure the organisation is working as well as it can for all members. RIPE NCC General Meeting (GM) The General Meeting is our highest decision-making forum, where members exercise their rights as stakeholders in the association. Participation is important because it gives members a direct voice in shaping how the RIPE NCC allocates resources, sets priorities and governs itself. By engaging in the GM, members help ensure that the organisation remains transparent, accountable and aligned with the diverse needs of members across the RIPE NCC service region. The following is a summary of the main item from the meeting. Dear RIPE NCC members, The RIPE NCC Charging Scheme Task Force has published its final report, outlining the principles to guide the development of a charging scheme model for the RIPE NCC. You can read the report at: https://www.ripe.net/s/charging-scheme-task-force-2024/final-report/ Established by the Executive Board in August 2024, the task force was formed to define the principles and improve the annual discussion and adoption process. Following RIPE 782 guidelines, the group included RIPE NCC members, board members and RIPE NCC staff. A draft report was shared in April 2025 to gather member feedback and was presented at the RIPE NCC General Meeting in May. Following member input, the task force has now revised the report and submitted a final version to the Executive Board. The Executive Board will review the report’s recommendations. The RIPE NCC will draft a new Charging Scheme based on its principles, and though the task force’s work is now complete, its members will reconvene after the summer to review the draft charging scheme and check that it adheres to the principles set out in its report. Dear RIPE NCC members, The RIPE NCC Executive Board held its 184th and 185th meetings in May and June 2025. The following is a summary of the main items from the meetings. Dear RIPE NCC members, The RIPE NCC General Meeting May 2025 took place from 14 - 16 May 2025. A total of 1,039 votes were cast. The results from the General Meeting are: Resolution 1: "The General Meeting adopts the RIPE NCC Financial Report 2024." The resolution was approved Resolution 2: "The General Meeting discharges the Executive Board with regard to its actions as they appear from the Annual Report 2024 and Financial Report 2024." The resolution was approved Resolution 3: “The General Meeting adopts the amendments to Section B.1. of the RIPE NCC Conflict Arbitration Procedure. It further resolves that these amendments do not apply to the current terms of the current arbiters. Instead, the terms of the current arbiters will expire in the order of their original appointment, beginning in 2026. Specifically, the term of arbiters appointed in 2001 will expire in 2026, the term of those appointed in 2010 will expire in 2027, the term of those appointed in 2011 will expire in 2028, and the term of those appointed in 2018 will expire in 2029. The relevant arbiters shall be eligible for immediate re-appointment accordingly.” The resolution was approved Resolution 4: “The General Meeting adopts the amendments to sections B.2.1. and B.2.2. of the RIPE NCC Conflict Arbitration Procedure.” The resolution was approved Resolution 5: "The General Meeting adopts the amendments to sections B.2.3. of the RIPE NCC Conflict Arbitration Procedure." Dear RIPE NCC members, This is a reminder that the General Meeting takes place tomorrow, Wednesday, 14 May 2025 at 16:00 (UTC+1). REGISTER There’s still time to register to attend and vote at the General Meeting. You have until 14:00 (UTC+1) on 14 May 2025. It takes a couple of minutes to register in the LIR Portal: https://my.ripe.net/#/meetings/active Everyone who registers will receive a link to the Meetecho platform to join the meeting remotely and a link to the livestream. Onsite attendees can attend the meeting in the Main Room from 16:00 local time (UTC+1) on Wednesday. ONSITE ATTENDEES - COLLECT YOUR STICKER If you are onsite at RIPE 90, you will need to collect your General Meeting sticker from the GM Help Desk which is next to the Registration Desk. Without a sticker you will not be able to enter the Main Room for the General Meeting. The GM Help Desk is open from 09:00 - 17:00 today and tomorrow from 09:00-16:00 local time. VOTING All voting is done electronically through the voting platform Assembly Voting. All registered and eligible voters will receive two emails from Assembly Voting at approximately 15:30 (UTC+1) on Wednesday 14 May. Dear RIPE NCC members, The RIPE NCC will hold an online session for members to meet the RIPE NCC Executive Board election candidates on Wednesday, 7 May 2025. The session is taking place online from 15:00 - 16:30 UTC+2. *Meet the Executive Board Candidates* This is an opportunity for Board candidates in the upcoming election to introduce themselves to the membership and explain why they are standing for election. It is also an opportunity for members to ask the candidates questions. The RIPE NCC Charging Scheme Task Force has published its draft report containing the principles that it proposes should guide a new charging scheme model for the RIPE NCC. The task force will consider all input and then work to produce a final report and set of principles after the General Meeting. The task force has met regularly since August 2024 to discuss a wide range of issues relating to how the RIPE NCC charges its members. Dear RIPE NCC members, This is a reminder that there is a call for nominations to the RIPE NCC Executive Board. Nominations will be accepted until Wednesday, 23 April 2025 at 23:59 (UTC). The election will fill the seats currently held by Ondřej Filip and Remco van Mook, whose terms expire in May 2025. [news] Online Partial Payment Option Introduced for RIPE NCC Members

** *Dear members,* * We are happy to let you know that we have been able to implement partial payments for all members via our online payment system. We researched and implemented this option after Ukrainian members informed us of difficulties making payments in larger euro amounts - we hope this helps to address these issues. As there is administrative and cost overhead in handling more payments, we ask that members who have the ability to pay their invoices at once please do so. However, those who need this payment option are more than welcome to use it in coming years. Please note that if you do choose to make a partial payment, the minimum amount is EUR 400. At the moment the outstanding amount is lower than EUR 400, you will only be able to pay the full outstanding amount. The introduction of this option does not affect our current billing schedule and closing procedure. The closing policy will begin to apply to all invoices that are not fully paid within 30 days of the invoice date. Reminders to pay will be sent for all invoices that are not fully paid, even if partial payments have been made. As over 98% of all 2025 invoices have already been paid, we realise this option comes too late to be applicable for most of you this year. However, those yet to pay, especially those who have difficulties in making payments or who have been granted a payment extension due to being in an area in distress, should feel free to use the partial payments option. Until this time, members can propose resolutions, which will need the support of 395 members if they are to be added to the agenda.
