PROPOSAL: 2014-05, "Policy for Inter-RIR Transfers of Internet Resources" OVERVIEW: This proposal aims to allow the global transfer of Internet resources. For transfers to the RIPE NCC service region from RIRs that require needs-based policies, recipients must provide the RIPE NCC with a plan for the use of at least 50% of the transferred resources within five years. STATUS: Last Call WHERE TO COMMENT: The Address Policy Working Group – address-policy-wg(a)ripe.net DEADLINE: 3 April FULL PROPOSAL: http://www.ripe.net/ripe/policies/proposals/2014-05 ===== The following proposal is awaiting decision from proposer on how to proceed. PROPOSAL: 2015-01, "Alignment of Transfer Requirements for IPv4 Allocations" OVERVIEW: Currently IPv4 allocations received from another LIR only can be re-allocated after 24 months, while IPv4 allocations made by the RIPE NCC can be transferred immediately. This proposal aims to align the transfer requirements with a 24 month holding period for all IPv4 allocations. STATUS: Discussion Phase - Awaiting Decision from Proposer FULL PROPOSAL: http://www.ripe.net/ripe/policies/proposals/2015-01 ===== The following proposals have been accepted since the last RIPE Policy Proposal Update. The RIPE NCC has started the implementation of these policy changes. The RIPE NCC will follow the policy change once the implementation is complete and the new procedures are in place. PROPOSAL: 2014-04, "Removing IPv6 Requirement for Receiving Space from the Final /8" OVERVIEW: Previously, in order to receive a final /22 IPv4 allocation from the RIPE NCC, Local Internet Registries (LIRs) must have an IPv6 allocation in the RIPE NCC service region. This proposal removed this requirement. STATUS: Accepted EXPECTED IMPLEMENTATION: Implemented on 18 March 2015 FULL PROPOSAL: http://www.ripe.net/ripe/policies/proposals/2014-04 PROPOSAL: 2014-06, "Publication of Sponsoring LIR for Legacy Internet Resource Holders" OVERVIEW: This proposal requested the RIPE NCC to publish the link between legacy holders and their sponsoring Local Internet Registry (LIR). [GM] Draft RIPE NCC Charging Scheme 2016

Dear Colleagues, At its meeting on the 19th of March 2015, the RIPE NCC Executive Board decided to propose a continuation of the current charging scheme model for 2016 but with a reduced annual fee of EUR 1,400. We are publishing the draft charging scheme to allow the membership to discuss the proposal. The board will meet on the 1st of April 2015 to review the discussions and will then propose a final charging scheme for the membership to vote on at the forthcoming General Meeting. The draft charging scheme is available at: https://www.ripe.net/gm/DraftChargingScheme2016 The main points of the draft charging scheme are as follows: - The "one LIR-one fee" model continues - The annual fee is reduced by 13% to EUR 1,400 - The sign-up fee remains at EUR 2,000 - The charge of EUR 50 per Provider Independent (PI) assignment remains - AS Numbers continue to be excluded from the separate PI charge - Legacy Internet resource holders who join the RIPE NCC will pay the annual fee of EUR 1,400 and the sign-up fee is waived - An annual EUR 50 fee per legacy Internet resource assignment will apply to legacy resources that are registered via a sponsoring LIR - Legacy Internet resource holders wishing to sign a direct contract with the RIPE NCC will pay the sign-up fee of EUR 2,000 and the annual fee of EUR 1,400 Board Reasoning -------------- The board believes that retaining the current "one LIR-one fee" model allows continuity and predictability for members. The RIPE NCC sees continued growth in the membership, and this allows the annual fee to be reduced by 13% from EUR 1,600 to EUR 1,400. The substantial reduction in the annual fee will be of benefit to all those who sign a contractual agreement with the RIPE NCC. The EUR 50 charge for PI assignments remains. This keeps the charging scheme in line with RIPE Policy. The RIPE NCC also continues to see significant work with PI assignments and the board believes that the EUR 50 fee is justified in covering the work the RIPE NCC carries out regarding PI space. There has been discussion on charging for AS Numbers. The board believes that this discussion was not conclusive and there was not sufficient consensus to change the model that was approved by the membership in 2012. The board also believes that it should not influence addressing policy through the charging scheme, although the model can be adjusted in the future to take into account policies that have been agreed by the RIPE community. The current model allows legacy Internet resources holders to join the RIPE NCC and add their legacy resources to their LIR account. This is beneficial for the RIPE Registry and for the membership as a whole. The board wishes to continue to allow legacy Internet resource holders to join the RIPE NCC for the same annual fee while having the sign-up fee waived. For those wishing to sign a direct contract with the RIPE NCC, the same annual fee and sign-up applies as for those wishing to become RIPE NCC members. This reflects the work that the RIPE NCC needs to carry out in such cases while the reduced annual fee makes signing such a contract more affordable for the legacy resource holder. Next Steps --------- The board will closely follow any discussions on the draft charging scheme up to the 1st of April 2015. At this point, the board will convene and review the discussions. Following this board meeting, a final RIPE NCC Charging Scheme will be published that the members will vote on at the General Meeting on the 13th of May 2015. [news] Meeting with Law Enforcement Agencies (LEAs)

Dear colleagues, We recently held our seventh meeting for Law Enforcement Agencies (LEAs), in cooperation with the British National Crime Agency (NCA) and the other RIRs. Held on 12 March 2015, the purpose of this meeting was to discuss trends and developments that might impact the operations of LEAs and to gather the global law enforcement community’s perspective. A number of key points arose throughout the day: - The RIPE NCC highlighted that much of the information that LEAs required was publicly available and did not require a Dutch court order - Attendees agreed that the current multi-stakeholder model of Internet governance was preferable, but felt that LEAs and governments needed to engage more effectively within the existing structures - The relatively slow adoption of IPv6 and the spread of IP address sharing technologies such as Carrier Grade NAT will increasingly create issues around identifying specific end users - LEAs felt that cooperation with the private sector is extremely important and could improve greatly, but it was also understood that this came with additional costs In response to feedback from the RIPE community, a more detailed report of this meeting has been prepared and is available here: https://www.ripe.net/ripe/meetings/lea-meetings/ripe-ncc-law-enforcement-me… We would like to thank the NCA for its help in putting together this day and are looking forward to continue our engagement with the global law enforcement community. Executive Board Response to Consultations Report 2015

This report was the outcome of consultations carried out by independent analysts with RIPE NCC members and other interested parties in the RIPE community. In this report the consultants identified eight key areas that participants felt should be addressed by the RIPE NCC. [news] RIPE NCC Receives a /13 from IANA's Recovered IPv4 Pool

Dear colleagues, Yesterday, on 2 March 2015, the RIPE NCC and other Regional Internet Registries (RIRs) were each allocated a /13 of IPv4 address space from the Internet Assigned Numbers Authority (IANA). The RIPE NCC received the IPv4 address range 45.8.0.0/13 and we are currently adding this to our available pool. Following the exhaustion of IANA's free pool of IPv4 addresses in 2011, when the RIRs received their final /8s, a global policy caused IANA to create a recovered pool of leftover and returned IPv4 address blocks. This policy was ratified by all five RIR communities in 2012 and stated that IANA would begin making equal, periodic allocations from the recovered pool when the first RIR reached a /9 of remaining addresses. This point was reached by LACNIC, the RIR for Latin America and the Caribbean on 20 May 2014, triggering the global policy and the first post-exhaustion allocation from IANA. You can read the global policy here: http://www.icann.org/en/resources/policy/global-addressing/allocation-ipv4-… With the current policy in place, the RIPE NCC will receive one-fifth of any recovered addresses in the pool every six months (every March and September). The RIPE NCC will continue to distribute these according to the current last /8 policy, under which Local Internet Registries (LIRs) may receive a one-time /22 allocation (1,024 addresses). It is important that network operators continue to deploy IPv6 on their networks to ensure the future growth of the Internet. Dear colleagues, On 7 October 2014, we announced our timeline for phasing out the text-based email request forms on our website: https://www.ripe.net/ripe/mail/archives/ncc-services-wg/2014-October/002890… As part of this, we have now archived all of the email request forms and supporting notes, except for ENUM requests. To request IPv4, IPv6 or ASNs from the RIPE NCC, members should now use either the request forms available through the LIR Portal, or the Resource Request API which has been developed for members with workflows preventing them from using the LIR Portal forms. You can find the API and supporting documentation here: https://www.ripe.net/data-tools/developer-documentation/resource-request-api In the interests of transparency, we have also published the information that LIRs need to provide in order to complete a request form. Dear RIPE NCC member, In compliance with the RIPE NCC Articles of Association (AoA), the RIPE NCC is calling for nominations to the RIPE NCC Executive Board. There will be an election for two vacant seats at the RIPE NCC General Meeting (GM) on 13-15 May 2015, which are for three-year terms. One seat is to fill the place currently held by Dmitry Burkov, whose term expires in May 2015. A second seat is available following the membership's approval of a resolution to expand the Executive Board in October 2013. Nominations ----------- A nomination for the appointment of a member of the Executive Board requires the support of at least five members. You must be a RIPE NCC member and a registered LIR contact to nominate a candidate or support a nomination. Nominations and support submissions should include the following information: - Your full name - Your organisation - Your LIR RegID - Name of the candidate you wish to nominate/support Nominations and support submissions must be submitted by email to agm-nominations(a)ripe.net by Wednesday, 22 April 2015 following the guidelines outlined in article 9 of the RIPE NCC Articles of Association. Voting -------- Voting for the appointment of the RIPE NCC Executive Board members will take place at the upcoming GM. The GM will be held on Wednesday, 13 May from 16:00-20:00 (UTC +2) at the Okura Hotel in Amsterdam, adjacent to the RIPE 70 Meeting, which runs from 11-15 May. The GM begins with presentation of the reports from the RIPE NCC in the RIPE NCC Services Working Group at 16:00. [news] IANA Stewardship and ICANN Accountability Dominate ICANN 52 Discussions

Dear colleagues, The 52nd ICANN meeting was held in Singapore from 8-12 February, attracting around 1800 participants on-site, as well as numerous remote participants. The issues surrounding the transition of IANA stewardship and ICANN accountability were again at the top of the agenda, and RIPE community members and RIPE NCC staff contributed to these discussions. Discussion of the CRISP Team Proposal As discussed in the RIPE Cooperation Working Group and elsewhere, the Internet numbers community submitted its proposal for future stewardship of the number-related IANA functions to the IANA Stewardship Transition Coordination Group. This proposal, and the counterpart proposal regarding the IANA protocol parameter registries developed within the Internet Engineering Task Force (IETF), were discussed in various ICANN 52 sessions, with representatives of the CRISP team, including Izumi Okutani (CRISP team Chair), Alan Barrett (CRISP team Vice-chair) and Nurani Nimpuno (RIPE CRISP team representative) contributing to discussions and ensuring all aspects of the numbers community IANA stewardship proposal were correctly understood. The meeting provided opportunities for the RIR senior staff, CRISP team members, members of the ICG, ICANN staff, NTIA staff and representatives of the other IANA affected communities to discuss implementation and operational questions arising from the community proposals already delivered. It also provided an opportunity for initial discussions between legal personnel from the RIRs and ICANN regarding development of the Service Level Agreement covering operation of the IANA Numbering Services (as defined in the numbers community IANA proposal). Links to all of the sessions dealing with IANA stewardship transition are available at: https://ripe.net/iana-discussions ICANN Accountability The Cross Community Working Group on Enhancing ICANN Accountability (CCWG-Accountability) met numerous times during the week to continue its work identifying and developing solutions to accountability concerns, with a particular focus on those issues which the group identifies as critical ahead of the IANA stewardship transition. The link between these accountability solutions and a successful transition of the IANA stewardship was again emphasised by participants including Lawrence Strickling, the Assistant Secretary for Communications and Information and Administrator with the National Telecommunications and Information Administration (NTIA). RIPE NCC’s Athina Fragkouli is participating in the CCWG-Accountability as an ASO representative (alongside Izumi Okutani, Fiona Asonga and Jorge Villa), and will seek feedback from the RIPE community and provide updates as the group’s work progresses. Progress on the Naming Community Proposal Discussions during the week also focused heavily on the proposal currently under development by the Cross-Community Working Group to Develop an IANA Stewardship Transition Proposal on Naming Related Functions (commonly referred to as the CWG-Stewardship). The CWG-Stewardship’s recent announcement regarding a revised timeline that would see its proposal delivered to the ICG in June 2015 was of particular interest. There were also discussions on the substantive concerns about whether ICANN itself or a new, external contracting company would hold the stewardship of the names-related IANA functions. Dear colleagues, >From November 2014 to January 2015, the RIPE NCC enlisted independent consultants to carry out interviews with RIPE NCC members and other interested parties in the RIPE community. The aim of these consultations was to check on our progress since the RIPE NCC Survey 2013 and to identify issues that our community would like us to address. The RIPE NCC Consultations Report 2015, which was prepared by the independent consultants, is available at: https://www.ripe.net/consultations-report-2015 34 people from 12 countries took part in the consultations, and we thank them for their participation. Interviews took place at the RIPE 69 Meeting in London, several interviews took place via web conference, and there were three physical meetings at locations in Europe. We thank the organisations that provided us with facilities for the physical meetings at no cost. We recognise the importance of having independent consultants carry out this work to ensure anonymity for participants' and to ensure that feedback is reported objectively. The consultations reinforce our commitment to constantly monitor the status and needs of our service region. We believe the input we receive is essential to improving our services for members and for the wider community. Any HTTP request will be automatically redirected, and all links will keep working as normal. We believe this change will provide a more secure, efficient website for our users and allow us to integrate more services such as RIPE NCC Access, our single sign-on system. Regular visitors to the website will not notice any change (other than "https://" in the website’s URL), but if you have any scripts relying on HTTP access, please update them to work over HTTPS. [Service] Resolved Security Issue in LIR Portal

Dear colleagues, A security issue in the RIPE NCC LIR Portal was reported to us on Monday, 19 January 2015. This issue allowed authenticated LIR Portal users to potentially access the invoices of other RIPE NCC members. Our investigation has shown that the issue was introduced on Monday morning, the same day it was discovered. A fix for this issue was deployed on Wednesday, 21 January 2015. We found no evidence that the issue was abused. No action is required from LIR Portal users. Measures have been taken to improve our internal software development processes with regard to security. Dear colleagues, We plan to make the www.ripe.net website available over HTTPS only as of 5 February 2015. We believe this change will provide a more secure, efficient website for our users. Regular visitors to the website will not notice any change (other than "https://" in the website’s URL). A small number of users running scripts against the website could potentially be affected, and may need to update their scripts to run over HTTPS instead of HTTP. Those using very old and unsupported browser versions (such as Internet Explorer 6 running on Windows XP) may no longer be able to access the website. The www.ripe.net website has been available over HTTPS for some time already, and we are now making it HTTPS-only for two reasons: to improve the website’s security, and because we plan to integrate RIPE NCC Access (our single sign-on system) with www.ripe.net as part of our larger website redesign project, which requires us to use HTTPS throughout the site. RIPE NCC IMPACT ANALYSIS: Includes point that the RIRs ARIN (North America) and APNIC (Asia-Pacific) confirmed that the proposed text is compatible with their transfer policies. Currently, the proposed inter-RIR transfer policy would apply to IPv4 PA allocations, IPv4 PI assignments and legacy resources.
