This new course will focus on how to obtain, transfer, manage and protect your IP address space. The course is free of charge and is open to anyone interested. The course will cover the most frequently asked questions the RIPE NCC receives about IP address space. Course title: RIPE NCC Presents: IP Address Space Basics How to obtain, transfer, manage and protect your IP addresses Goals: By the end of this course, you will be able to: - Manage your IPv4 and IPv6 addresses according to current RIPE Policies - Understand how to obtain IPv4 addresses through transfers - Protect your address space from hijacking Target audience: Anyone interested in the policies and procedures around address space in the RIPE NCC service region, and companies looking at address space transfers, mergers and acquisitions. This text should not be regarded as final - it is intended to act as a basis for discussions over the coming weeks. This proposal should meet the requirements of the Request For Proposals (RFP) produced by the IANA Stewardship Transistion Coordination Group (ICG). The proposal should bring the provisions of the agreement related to the services and service levels up-to-date with current requirements where necessary. This work should be coordinated with the other users of the IANA function as much as practical, with the aim of producing a proposed arrangement that is compatible with the proposed arrangements of the other IANA users. The RIPE community asks the RIPE NCC and the other RIRs keep it informed about progress and content of the proposal. The RIPE community asks the RIPE NCC to complete the proposal and to submit it to the ICG before 15 January 2015.

[news] 95th RIPE NCC Executive Board Meeting Summary Notes and Minutes

Dear colleagues, The RIPE NCC Executive Board held its 95th meeting on 12 September 2014. The draft minutes of this meeting are now available: https://www.ripe.net/lir-services/ncc/executive-board/minutes/2014/minutes-… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent for the membership that it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes: - The Board discussed the new draft tax ruling with the Dutch authorities. In 2014, the RIPE NCC can reserve its surplus tax-free in the Clearing House. From 2015 onwards, the General Meeting (GM) can decide either to put the surplus (deficit) into the Clearing House after paying corporate income tax or to redistribute the surplus (deficit) to the members. The Board agreed that from 2015 onwards they would ask the RIPE NCC members whether they want to pay tax or redistribute the suplus/deficit. This would take place at each autumn GM. - The Board approved the new RIPE NCC Standard Service Agreement (SSA) that includes an update to Article 7, the RIPE NCC Clearing House, because of the new tax ruling. This will be put forward to be voted on by the membership at the RIPE NCC General Meeting on 5 November 2014. - The Board asked the RIPE NCC to prepare a resolution to outline actions in the event of sanctions being imposed on a country within the RIPE NCC service region. - The Board discussed proposed areas for potential expenditure of RIPE NCC resources for the good of the Internet. The Board would like the membership and community to discuss any proposed activities. - The Board approved the Draft RIPE NCC Activity Plan and Budget 2015, which is published for membership discussion at: https://www.ripe.net/lir-services/ncc/gm/november-2014/draft-ripe-ncc-activ… - The Executive Board decided to set the electronic voting period for the upcoming GM to close at 09:00 UTC on Friday, 7 November 2014. [news] RIPE NCC and CENTR Hold Joint Meeting With Governments

Dear colleagues, The RIPE NCC and CENTR, the European country code top-level domain (TLD) organisation, held a meeting on Wednesday, 1 October 2014, in Brussels, Belgium, for governments and regulators to discuss issues of relevance to both the RIPE and CENTR communities. The meeting was part of the CENTR General Assembly and was held adjacent to a meeting of the European Commission High Level Group on Internet Governance, attracting approximately 100 representatives from governments, industry and the Internet technical community. Dominating the agenda was a discussion of the Internet Assigned Numbers Authority (IANA) oversight transition process that is currently ongoing. Paul Rendek, RIPE NCC Director of External Relations, participated in a panel with Nominet’s Martin Boyle and Afnic’s Mathieu Weill, chaired by Peter Vergote, Chairman of the CENTR Board of Directors. This panel addressed the discussion process currently underway in the RIPE and TLD communities regarding both the IANA stewardship and ICANN accountability. The RIPE NCC presentation described the relationship between the Regional Internet Registries (RIRs) and IANA, the model of regional Internet number policy development, efforts to document the RIRs’ accountability to their stakeholders, the discussion of IANA stewardship in the RIPE community, and some of the key principles that have emerged from that discussion. These principles include a preference for minimal operational change and to build on existing structures and processes to formalise the RIR communities’ role as stewards of global Internet number registration. The panel was followed by vibrant discussion, with many governments and other attendees contributing. Many expressed concern about the timeline leading up to the expiration of the current contract in September 2015, and the challenge of reaching an agreement on a proposal for future IANA oversight upon which all affected communities can agree. RIPE NCC Chief Scientist Daniel Karrenberg was among those who stressed the importance of early and effective communication between all parties to assure the best chance of a widely accepted outcome to the process. Several governments also suggested the possibility of a neutral third-party assuming the oversight role currently held by the National Telecommunications and Information Administration (NTIA). Others noted that such an arrangement would be contrary to preferences already expressed in the RIR and Internet Engineering Task Force (IETF) communities. The meeting also included discussion of upcoming Internet governance events, particularly the International Telecommunications Union (ITU) Plenipotentiary 2014 (PP14). Chris Buckridge presented on the RIPE NCC's priorities going into this event, and the focus on providing expert technical advice to ITU Member States, particularly when discussions touch on issues such as IP address registration, allocation and policy-making. [news] RIPE NCC Survey 2013 - Key Findings and Results

Dear colleagues, The RIPE NCC Survey 2013 collected feedback from more than 3,600 of our members and stakeholders across 75 of the 76 countries in our service region. The Oxford Internet Institute (OII) analysed the survey data and produced a list of 48 key findings, which we published in November 2013. The RIPE NCC examined these findings, took action on them where appropriate and produced a report on these actions. The RIPE NCC Survey 2013 Key Findings and Results document is now available: https://www.ripe.net/lir-services/member-support/info/surveys/ripe-ncc-surv… By publishing this document, we aim to increase transparency around the actions taken by the RIPE NCC as a result of the survey. While all of the key findings were addressed and much progress has been made, there are still areas that can be further improved. The RIPE NCC will continue to explore ways of improving the services we provide to our membership and to the RIPE community. If you would like to comment on the findings and actions, or on the document itself, please let us know at <feedback(a)ripe.net>. In November 2014, the RIPE NCC will carry out a number of lightweight focus groups around our service region to look at the RIPE NCC's progress and identify areas for further action. A report will be produced following these focus group sessions and will be shared with the membership. The RIPE NCC aims to survey its members and stakeholders every three years. Where major security issues are discovered and resolved, we will publish a report on ripe.net explaining the vulnerability discovered and the measure(s) taken to fix it. [news] RIPE NCC Receives Allocation from IANA's Recovered IPv4 Pool

Dear colleagues, Yesterday, on 2 September 2014, the RIPE NCC and other Regional Internet Registries (RIRs) were each allocated a /12 of IPv4 address space from the Internet Assigned Numbers Authority (IANA). The RIPE NCC was allocated the IPv4 address range 45.80.0.0/12 and we are currently adding this to our available pool. Following the exhaustion of IANA's free pool of IPv4 addresses in 2011, when the RIRs received their final /8s, a global policy caused IANA to create a recovered pool of leftover and returned IPv4 address blocks. This policy was ratified by all five RIR communities in 2012 and stated that IANA would begin making equal, periodic allocations from the recovered pool when the first RIR reached a /9 of remaining addresses. This point was reached by LACNIC, the RIR for Latin America and the Caribbean on 20 May 2014, triggering the global policy and the first post-exhaustion allocation from IANA. You can read the global policy here: http://www.icann.org/en/resources/policy/global-addressing/allocation-ipv4-… With the current policy in place, the RIPE NCC will receive one-fifth of any recovered addresses in the pool every six months (every March and September). The RIPE NCC will continue to distribute these according to the current last /8 policy, under which Local Internet Registries may receive a one-time /22 allocation (1,024 addresses). It is important that network operators continue to deploy IPv6 on their networks to ensure the future growth of the Internet. Dear colleagues, The ninth annual Internet Governance Forum (IGF) is currently taking place in Istanbul and will run from 2 - 5 September 2014. At this meeting, thousands of participants from governments, the private sector, the technical community, civil society and international organisations from around the world have gathered to discuss a range of issues relating to the Internet. As part of this, we would like to highlight that on 5 September, from 9:30 - 11:00 (UTC+3), there will be a session entitled: “IANA Functions: NTIA’s Stewardship Transition and ICANN’s Accountability Process.” This session is a part of the ongoing process to develop a plan for transitioning the NTIA’s oversight function to the global Internet community. As key stakeholders, it is important that the RIPE community is informed of these discussions and has its voice heard. Dear colleagues, We are happy to announce a new RIPE NCC training course that will take place on the Sunday before the RIPE 69 Meeting in London this November. This new course will focus on how to obtain, transfer, manage and protect your IP address space. The course is free of charge and is open to anyone interested. The course will cover the most frequently asked questions the RIPE NCC receives about IP address space. Course title: RIPE NCC Presents: IP Address Space Basics How to obtain, transfer, manage and protect your IP addresses Goals: By the end of this course, you will be able to: - Manage your IPv4 and IPv6 addresses according to current RIPE Policies - Understand how to obtain IPv4 addresses through transfers - Protect your address space from hijacking Target audience: Anyone interested in the policies and procedures around address space in the RIPE NCC service region, and companies looking at address space transfers, mergers and acquisitions. No prior knowledge of the topic is necessary.
