Dear RIPE NCC members, The RIPE NCC Executive Board held its 183rd meeting in March 2025. The minutes from these meetings are now available at: https://www.ripe.net/about-us/executive-board/minutes/2025/183rd-executive-… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent to the membership it represents. The following is a summary of the main items from the meetings. Further details are available in the minutes. ------------------------------- Main Items ------------------------------- - I presented my latest update to the Board which included activities in Q1 2025 and an update on the RIPE NCC legal entity in Dubai. - Fergal Cunningham, Head of Membership Engagement, gave a brief overview of the plans for the RIPE NCC Strategy 2027-2031. - Athina Fragkouli, Chief Legal Officer, and Eleonora Petridou, Chief Information Security Officer, facilitated a discussion on strategic risks identified by Board member Remco van Mook relating to the structure and funding of the RIPE NCC. - There was discussion of the recommendations from board governance training. - There was a discussion of the selection of the Executive Board Election Code of Conduct Team for the May GM. - The RIPE NCC’s Chief Financial Officer, Simon-Jan Haytink, gave the financial update from February 2025. Simon-Jan also noted that the auditors had approved the RIPE NCC Financial Report 2024. - Ondřej Filip gave an overview of how work is progressing with the RIPE NCC Charging Scheme Task Force. - Simon-Jan shared a proposal to retain the current charging scheme. - The Annual Report 2024 was approved for publication by the Board. - Athina put forward amendments to the Arbitration Procedure as suggested by the arbitration panel. - The RIPE NCC’s Chief Community Officer, Hisham Ibrahim, gave a presentation on the RIPE NCC Community Projects Fund (CPF) and gave an update on work to review the initiative. - Athina gave a presentation on progress with updates to the ICP-2 document, “Criteria for Establishment of New Regional Internet Registries ------------------------------- Resolutions Adopted ------------------------------- Resolution EB#183-R-01 The RIPE NCC Executive Board approves the minutes of EB#179, EB#180, EB#181 and EB#182. Resolution EB#183-R-02: The RIPE NCC Executive Board approves the submission of the audited RIPE NCC Financial Report 2024 to the upcoming RIPE NCC General Meeting for its adoption. Resolution EB#183-R-03 The RIPE NCC Executive Board approves the submission of the Draft RIPE NCC Charging Scheme 2026 to the upcoming RIPE NCC General Meeting for members to vote on. Resolution EB#183-R-04: The RIPE NCC Executive Board approves the RIPE NCC Annual Report 2024 and the publication of the document. Resolution EB#183-R-05 The RIPE NCC Executive Board adopts the proposed amendments to the document “RIPE Database Acceptable Use Policy” as amended. Resolution EB#183-R-06 The RIPE NCC Executive Board adopts the proposed amendments to the documents “RIPE Fellowship Terms and Conditions” and “RIPE Academic Cooperation Initiative Terms and Conditions” as amended. Resolution EB#183-R-07 The RIPE NCC Executive Board approves the proposed amendments to the document “RIPE NCC Conflict Arbitration Procedure” and instructs the Managing Director to prepare the relevant resolution(s) for the adoption of the proposed amendments by the next General Meeting. Resolution EB#183-R-08 The RIPE NCC Executive Board approves the publication of the draft agenda for the RIPE NCC General Meeting in May 2025 as amended. Resolution EB#183-R-09 The RIPE NCC Executive Board, taking into account Resolution EB#176-R-04 to suspend the activity “RIPE NCC Community Project Fund” for 2025, resolves to cease the activity “RIPE NCC Community Projects Fund” permanently. [GM] Draft RIPE NCC Charging Scheme 2026

Dear RIPE NCC members, For 2026, we are submitting a draft charging scheme with no changes compared to 2025. The draft document is available at: https://www.ripe.net/membership/gm/meetings/may-2025/documentation-and-arch… Last year, we submitted a 2025 charging scheme with a significant increase to the membership fee and to PI charges, and new charges were introduced for ASNs. We indicated that the charging scheme would be sufficient for 2025 and for 2026, so we do not need to increase fees for 2026. This creates short-term stability, which in turn gives time for the Executive Board-initiated member-driven Charging Scheme Task Force to execute their work on recommending principles for a new charging scheme model. The intended result is to build a new charging model based on consensus and with input from the membership that will come into effect in 2027. We also believe that if we propose changes for the 2026 charging scheme, this could negatively impact the work the task force is carrying out. The task force is working to address issues with the current model, so having debate around proposed changes for 2026 rather than on the draft report submitted by the task force could be counterproductive. All work from the task force, including the minutes of each meeting, is available at: https://www.ripe.net/membership/mail/member-and-community-consultations/cha… Finally, following the increases to fees for PI and the newly-introduced fees for ASNs this year, we have heard feedback from many holders of these resources that this required extra administration on their part. Making unnecessary changes in these areas could cause a burden for the part of our membership holding PI and ASN resources. The Charging Scheme 2026 will arrive at the exact same amount of income of EUR 41.1M for the RIPE NCC in 2026. This is sufficient to cover all current services and activities, a 4% staff costs increase and a 1.5% inflation increase on all non-staff costs. This is under the assumption that the cost budget will remain unchanged from 2025 to 2026, meaning that this high-level calculation does not incorporate any efficiency or cost-saving efforts. The result would be a cost budget equal to the 2026 income budget of EUR 41.1 M. In the 2025 income budget, we used 20,000 LIR accounts (equal to the number of members) to calculate total LIR fee income, and we will do the same for 2026. This is expected to provide some space as at the time of writing we have 21,029 active LIR accounts. We are working under the assumption that we will not have a solution for our members in (as defined by our banks) Ultra High Risk Countries. If we would be in a position to collect these funds, this would mean a considerable extra inflow of membership funds. If the result of that would be an operational surplus over 2026, this surplus as every year would be part of the redistribution vote. The proposed amendments inform data subjects about the processing of their personal data for the purposes of the legitimate interests pursued by the RIPE NCC or a third party, according to GDPR. - Chief Financial Officer, Simon-Jan Haytink, proposed the provision of a loan from the RIPE NCC to the RIPE NCC Middle East FZ-LLC. The RIPE NCC Middle East FZ-LLC needs a working capital to become operational and the bank has a requirement regarding a minimum balance when an account is opened. - Following a call for volunteers for the Executive Board Election Code of Conduct Team for May 2025, five volunteers were selected to serve on the Code of Conduct Team. ------------------------------- Resolutions Adopted ------------------------------- Resolution EB#180-R-01 The RIPE NCC Executive Board approves the amendments to the document “RIPE NCC Privacy Statement”. Dear RIPE NCC members, Nominations are now open for candidates to stand in the upcoming RIPE NCC Executive Board election. There will be an election for two seats at the RIPE NCC General Meeting (GM) on 14 May 2025. Each seat is for a three-year term. The election will fill the seats currently held by Ondřej Filip and Remco van Mook, whose terms expire in May 2025. -------------------------------------------------------------------------------- How to nominate a candidate -------------------------------------------------------------------------------- To nominate a person, you must be a RIPE NCC member and a registered LIR contact. Nominate a candidate by filling out the nomination form at: https://www.ripe.net/s/gm/may-2025/nominate-a-candidate/ A person requires nominations from at least five RIPE NCC members, among other legal criteria, to become a candidate. The deadline to submit a nomination is Wednesday, 23 April at 23:59 (UTC). This follows the requirements outlined in article 9.1 of the RIPE NCC Articles of Association. Further, no later than two weeks before the General Meeting, the nominee shall need to submit: (a) a certified copy of their official identification document, (b) a signed statement in which they declare that they shall adhere to the Code of Conduct for candidates for the Executive Board as adopted by the Executive Board and published on the Association's website, and that they have never committed any fraud or other financial misconduct in any jurisdiction, (c) a signed statement in which they declare that they are not: an employee of (i) a legal entity employing a member of the Executive Board or (ii) an Affiliate of a legal entity employing a member of the Executive Board; a significant shareholder of (i) a company in whose capital a member of the Executive Board participates as a significant shareholder or (ii) an Affiliate of a company in whose capital a member of the Executive Board participates as a significant shareholder, it being understood that both the nominee and the member of the Executive Board are regarded to be a significant shareholder if they jointly have a controlling interest in the company or an Affiliate of the company or if one of them has such a controlling interest; a significant shareholder with controlling interest of (i) a legal entity employing a member of the Executive Board or (ii) an Affiliate of a legal entity employing a member of the Executive Board; an employee of (i) a legal entity of which a member of the Executive Board is a significant shareholder with controlling interest or (ii) an Affiliate of a legal entity of which a member of the Executive Board is a significant shareholder with controlling interest; a partner or an employee of a partnership in which a member of the Executive Board participates as a partner or works as an employee; a board member of another RIR, ICANN or ISOC; and a member of the ASO AC. This document has been approved by the RIPE NCC Executive Board on 11 December 2025, with input from our membership. It outlines the work we will undertake in the coming year and the associated costs for each activity. Dear RIPE NCC members, The RIPE NCC Executive Board held its 179th meeting from 11 - 12 December 2024. The minutes are now available at: https://www.ripe.net/about-us/executive-board/minutes/2024/179th-executive-… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent to the membership it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes. --------------- Main items --------------- - Members of the RIPE NCC Executive Team gave end-of-year reports on objectives and key results for their respective areas of responsibility. - The Board gave input on a document being developed that defines the purpose of the Clearing House Reserve. - The Activity Plan and Budget 2025 was approved. - RIPE Chair Mirjam Kühne gave an update on developments within the RIPE community. - The Board was updated on the RIPE NCC Community Projects fund which has been paused for 2025 and will be evaluated. - There was a discussion of Board member Remco van Mook’s efforts to define the RIPE compact with the RIPE NCC and to determine if the RIPE NCC is set up adequately to face challenges in the years ahead. It was decided to categorise the relevant issues in the March 2025 Board meeting so they can be shared with the community before RIPE 90. - The Board discussed the remuneration of the RIPE Chair and Vice Chair positions and agreed that this should be matched to the RIPE NCC’s existing salary bands, which are indexed to the country of residence. - The Board was updated on the set-up of the Dubai legal entity (“RIPE NCC Middle East FZ-LLC”) and the steps that still need to be taken to complete the project. Some of the other topics discussed included: - The results of an internal staff survey and efforts to get staff to return to the office for a minimum number of days per week. - An update on plans for the ICP-2 project in 2025 (which defines the criteria for becoming an RIR). - The RIPE NCC’s plans as chair of the NRO EC and NRO coordination groups in 2025. - Amendments to the Privacy Statement, “Management Regulations of the RIPE NCC”, “Handling Requests for Information, Orders and Investigations from Law Enforcement Agencies”, and updates to the Board Travel Policy. --------------------------- Resolutions adopted --------------------------- - The RIPE NCC Executive Board approves the minutes of EB#177 and EB#178. - The RIPE NCC Executive Board approves the RIPE NCC Activity Plan and Budget 2025 and the publication of the document. - The RIPE NCC Executive Board adopts the proposed amendments to the document “Management Regulations of the RIPE NCC”. - The RIPE NCC Executive Board approves the amendments to the document “RIPE NCC Privacy Statement”. - The RIPE NCC Executive Board approves the amendments to the document “Handling Requests for Information, Orders and Investigations from Law Enforcement Agencies”. - The RIPE NCC Executive Board adopts the proposed amendments to the document “Board Travel Policy”. - The RIPE NCC Executive Board resolves to authorise the Managing Director Hans Petter Holen to sign on behalf of the RIPE NCC the Intercompany Agreement between the RIPE NCC and the RIPE NCC Middle East FZ-LLC. - The RIPE NCC Executive Board resolves to make funds available for the period of 2026 to 2031 for the RIPE Chair for a full-time salary within the IXb band and a 20% salary within the VII band for the Vice Chair. Dear RIPE NCC members, For the final Member Update of 2024, we’re getting into the giving spirit. All members can claim their free RIPE NCC Certified Professionals vouchers for exams on IPv6, BGP and Routing Security, and the RIPE Database. But hurry! You need to claim your vouchers and schedule an exam by 31 December and then take the exam before the end of March 2025. Details on how to claim your vouchers are included below. And we're also asking members to do a final check on their accounts before the end of the year. Make sure your billing contact details are correct, and be sure to let us know if you want to close an LIR account or would like to change the status of chargeable resources before they are included in your fees for next year. Review Independent Resources and ASNs in Your LIR Account The RIPE NCC Charging Scheme 2025 introduces changes to fees for independent resources held or sponsored by members. In addition to the service fee covering all IPv4 and IPv6 allocations, there will be a EUR 25 increase to EUR 75 for Internet number resource assignments, such as IPv4 and IPv6 Provider Independent (PI) assignments, and a new annual fee of EUR 50 for each Autonomous System (AS) number. To ensure you will not be charged for resources that you or your end users no longer need, or for resources where the contractual relationship with your customers has changed or ceased, we invite you to review all independent resources currently registered to or sponsored through your LIR account. If you identify any resources that need updating, please submit an update request through the LIR Portal as soon as possible. Members’ independent resources and ASNs will be determined based on data gathered on 31 December 2024. 3. Closure If you are planning to close any LIR accounts, you can avoid getting an invoice for 2025 by submitting a valid request to close your LIR account before the end of the year (no later than 31 December 2024). The request for closure of an LIR account due to making a policy transfer or change in business structure must be made with all the necessary information and documentation, and you must confirm your intent to close the account in the request. Note: - Resources should be transferable at the time of the request. - For transfer requests involving IPv6 allocations, please expect additional evaluation time, as the receiving party may need to justify the need for the allocation. If there is no real need, you might consider excluding the IPv6 resource from the transfer and returning it to the free pool. Dear all, The RIPE NCC General Meeting took place from 30 October - 1 November 2024. A total of 1,226 votes were cast. The resolution result is as follows: Resolution 1 “The General Meeting approves the redistribution of the excess contribution/deficit paid in the financial year 2024 in the following way: - In case there is an excess contribution, this will be redistributed to the membership in 2025 according to the RIPE NCC Clearing House procedure. - In case of a deficit, this will be covered by the RIPE NCC reserves.” The resolution was approved. You can still register to attend and vote at the General Meeting until 14:00 (UTC+1) on 30 October. Dear RIPE NCC members, The RIPE NCC Executive Board held its 177th meeting from 18 - 20 September 2024. The following is a summary of the main items from the meeting. Further details are available in the minutes. ------------------------------- Main Items ------------------------------- - I presented the Draft Activity Plan and Budget for 2025, outlining costs, key strategic areas and a request for additional budget in Information Security and Technology as an investment in the organisation's future stability. - Each main section of the Draft Activity Plan and Budget (Registry, Information Services, Community and Engagement, and Organisational Sustainability) was presented by the relevant owner who shared the current status, risks and plans for 2025. Chief Information Security Officer Eleonora Petridou also presented the Information Security, Risk & Compliance section. - Chief Community Officer, Hisham Ibrahim, provided a Q3 2024 update on Community and Engagement, including a successful summer school campaign, community engagement efforts, translated YouTube training materials, along with a joint RIPE-RIPE NCC presentation to encourage participation. - Chief Technology Officer, Felipe Victolla Silveira, provided a status update where he covered the modernisation of RIPE Atlas infrastructure and the reduction of data centre costs and issues that have been experienced related to that. - Chief Financial Officer, Simon-Jan Haytink, provided a financial status update and presented budget proposals for 2025. - Chief Legal Officer, Athina Fragkouli, gave a presentation on the work to update “Criteria for Establishment of New Regional Internet Registries” (ICP-2). She outlined the plan and said that the ASO AC (NRO NC) is carrying out work to review the ICP-2 document. - Athina also presented the amendments made to the closure procedure and the legacy services legal framework, as well as amendments to the transfer procedure and revised transfer requirements for Ukraine. - RIPE Chair Mirjam Kühne provided an update on RIPE community developments, including planning for RIPE 89. She gave an update on RIPE Working Groups, strengthening relationships with LEAs and Europol, and RIPE outreach activities. - Jan Žorž was appointed by the Executive Board Chair to lead the RIPE Nominations Committee as it worked to appoint the next RIPE Chair. The Board fully supported this appointment and expressed its good wishes to Jan. Resolution EB#177-R-05 The RIPE NCC Executive Board approves the amendments to the RIPE NCC procedural document “Transfer of Internet Number Resources and Change of a Member’s Official Legal Name”. Resolution EB#177-R-06 The RIPE NCC Executive Board resolves to lift the restriction imposed by the resolution EB#163-R-02, according to which all transfer requests from Ukraine would be only permitted if accompanied by notarised supporting documents. As a result, notarisation of documents will only be required in accordance with the RIPE NCC procedural document “Due Diligence for the Quality of the RIPE NCC Registration Data”. Dear colleagues, We have received multiple reports of a phishing email targeting RIPE NCC members and impersonating the RIPE NCC compliance team. The email has the following subject: “RIPE NCC Audit - Resource Discrepancies Detected”. The email contains a false message stating that the LIR account has been “selected for an audit” and urges the recipient to download a file in order to review their resources within 48 hours. This email does not originate from the RIPE NCC and contains a malicious attachment. Please do not click on or download the attachment and further please do not reply to or engage with the sender in any way. How to identify official communications from the RIPE NCC: - Emails from the RIPE NCC are sent from the official domain (@ripe.net). - Important member communications are shared on the RIPE NCC Announce and/or Members-Discuss mailing lists. - Important communications are shared as news items on the website (www.ripe.net) You can review your resources directly in the LIR Portal using your RIPE NCC Access account.
