Dear colleagues, The RIPE NCC Executive Board held its 91st meeting on 12 December 2013. The Executive Board publishes the minutes of its meetings so that the RIPE NCC membership and the RIPE community will be up-to-date with the Board's thinking and ideas on all RIPE NCC-related matters. The draft minutes are available at: https://www.ripe.net/lir-services/ncc/executive-board/minutes/2013/minutes-… The following is a summary of the main items from the 91st Executive Board meeting: - The Executive Board approved the final version of the RIPE NCC Activity Plan and Budget 2014, which details the RIPE NCC's planned activities and associated costs for the upcoming year. The Executive Board encourages all members to read this document. - The Executive Board discussed the RIPE NCC reserve levels and decided to lower the fees over time and reduce the surplus - The Executive Board reviewed a RIPE NCC workflow document that outlines the approval of RIPE NCC procedures. The board approved the document and asked the RIPE NCC to publish it for the RIPE NCC membership and RIPE community. - The RIPE NCC reported that it was seeking a more suitable office location. The board supports this initiative and asked the RIPE NCC to report back when a property was identified for the board to review. - The Executive Board gave feedback on a draft job description for RIPE NCC Executive Board members. The board will work with the RIPE NCC on further defining the roles of Executive Board members. - The Executive Board approved a one-time contribution of USD 50K to ensure the continued survival of the Internet Protocol Journal. - The Executive Board approved that the RIPE NCC should execute the registry function for LISP. - The Executive Board commended the RIPE NCC for publishing the action plan resulting from the RIPE NCC Survey 2013 and asked the RIPE NCC to provide updates on progress made with the actions. Dear colleagues, Firstly, I would like to thank all who provided feedback on our authentication proposal for RIPE NCC Access. Many responded to the request for feedback, both publicly and privately, which is very encouraging to see. Based on your input, and the fact that this functionality is very rarely used, we would like to propose the following: 1. Discontinue X.509 identity certificate login from 1 February 2014 - All users who currently have a certificate will be contacted individually - Users will only use their RIPE NCC Access username and password to log in from 1 February 2014 - Note: a lost password can be recovered at https://access.ripe.net/forgot-password 2. Build an implementation for two-factor authentication for RIPE NCC Access, supporting at least: - HMAC-Based One-Time Password (HOTP) - Time-Based One-Time Password (TOTP) We would like to plan the development effort and scheduling before the end of the year and inform you about our roadmap once the project plan is in place. [news] Authentication Proposal for RIPE NCC Access

Dear colleagues, In our RIPE NCC Access authentication system, we offer the ability to log in using an X.509 identity certificate instead of a username and password. This functionality was transferred from the legacy authentication system we used to have, without evaluating the value of this feature at the time. Since then, we have encountered several implementation, user interface and support issues surrounding this feature, while it is used by less than 0.7% of the users with a RIPE NCC Access account. Most importantly, the functionality does not actually offer any additional security. This is something that is provided by true two-factor authentication. We would like to propose to put this functionality in maintenance mode, meaning that it would be provided as it is without a service guarantee. Alternatively, it could be removed altogether. This would free us of a maintenance and support burden, meaning that we can spend these resources on other valuable services. If the membership approves, the RIPE NCC could investigate ways to implement true two-factor authentication for RIPE NCC Access. We look forward to hearing your feedback. Anchors are both enhanced RIPE Atlas probes with more measurement capacity, as well as regional measurement targets within the greater RIPE Atlas network. The RIPE Atlas anchors pilot ran for a year, and there are currently 15 anchors deployed. We are now actively seeking applications from those interested in and capable of hosting a RIPE Atlas anchor in their own networks. [news] RIPE NCC Survey 2013 - Key Findings and Proposed Actions

Dear colleagues, In May and June 2013, the Oxford Internet Institute (OII) carried out the RIPE NCC Survey 2013 on our behalf. Over 3,600 people participated, including from 75 of the 76 countries in our service region. We are extremely grateful to all those who took the time to give their input. The OII analysed the survey data and produced a number of key findings. We examined these findings and we now propose a number of action areas to address the issues brought up in the survey. The document detailing all 48 key findings and the actions proposed by the RIPE NCC is now available at: https://www.ripe.net/survey2013/key-findings-proposed-actions The document outlines actions we propose to take, but it should be noted that work continues in all areas. We will also periodically review the list and make adjustments if necessary. In 2014, we will update the document with the outcomes of the actions taken by the RIPE NCC in each area. RIPE NCC General Meeting October 2013

Dear members, The RIPE NCC General Meeting (GM) was held 16-17 October 2013 adjacent to the RIPE 67 Meeting in Athens. There were 97 attendees, excluding RIPE NCC staff and observers from the other Regional Internet Registries (RIRs). There were four resolutions to be voted on at the GM. The results of voting on the resolutions were as follows: Resolution 1 - The General Meeting approves the new RIPE NCC Conflict Arbitration Procedure Yes - 291 No - 9 Abstain - 47 The resolution passed. Resolution 2: The General Meeting approves the changes to Article 8 of the Articles of Association (increase maximum number of Board members to seven) Yes - 267 No - 47 Abstain - 29 The resolution passed. [news] Expansion of eligible address space for Resource Certification (RPKI)

Dear colleagues, When the Resource Certification (RPKI) service was launched in 2011, only address space allocated to the RIPE NCC directly by IANA was eligible for certification. Today, we are happy to announce that all address space that was historically transferred to the RIPE NCC from other Regional Internet Registries (RIRs) is also eligible. These ranges are so called "minority" address space, meaning that the full /8 block is managed by one of the four other RIRs, but a subset is managed by the RIPE NCC. LIRs who hold address space in these minority ranges will automatically have those resources added to their certificate, if they already have one. Starting today, they can create Route Origin Authorisations (ROAs) for the BGP announcements that they make with these prefixes. Resource Certification (RPKI) is a free service offered by all RIRs to offer BGP Origin Validation. It allows operators to request a digital certificate containing their Internet number resources and make cryptographically verifiable statements about their intended BGP announcements. These ROAs allow other network operators to make reliable routing decisions. In the RIPE NCC service region, more than 1,600 LIRs have requested a resource certificate and created ROAs for over six /8s worth of address space. [news] Updated RIPE NCC Procedural Documents

Dear colleagues, A review of two RIPE NCC procedural documents has resulted in slight corrections being made, which are now published on our website. 1) An update to "Closure of Member and Deregistration of Internet Number Resources" changes section B 2.1, where there was inaccurate RIPE Database terminology used in the description of the procedure. The updated document can be found here: http://www.ripe.net/ripe/docs/ripe-594 2) An update to "Transfer of Internet Number Resources and Change of Members' Official Legal Name" changes section 3.2 - removing the option for non-members to assume the membership of another LIR (when taking possession of its entire network). According to Dutch law, memberships cannot be transferred. Non-members must sign a Standard Service Agreement (SSA) and become members of the RIPE NCC in order to receive transfers of Internet number resources. No memberships have been transferred in this way, the RIPE NCC has always required an SSA to first be in place. Dear colleagues, The leaders of organizations responsible for coordination of the Internet technical infrastructure globally have met in Montevideo, Uruguay, to consider current issues affecting the future of the Internet. The Internet and World Wide Web have brought major benefits in social and economic development worldwide. Both have been built and governed in the public interest through unique mechanisms for global multi-stakeholder Internet cooperation, which have been intrinsic to their success. The leaders discussed the clear need to continually strengthen and evolve these mechanisms, in truly substantial ways, to be able to address emerging issues faced by stakeholders in the Internet. In this sense: - They reinforced the importance of globally coherent Internet operations, and warned against Internet fragmentation at a national level. They expressed strong concern over the undermining of the trust and confidence of Internet users globally due to recent revelations of pervasive monitoring and surveillance. - They identified the need for ongoing effort to address Internet Governance challenges, and agreed to catalyze community-wide efforts towards the evolution of global multi-stakeholder Internet cooperation. - They called for accelerating the globalization of ICANN and IANA functions, towards an environment in which all stakeholders, including all governments, participate on an equal footing. - They also called for the transition to IPv6 to remain a top priority globally. Dear members, The RIPE NCC General Meeting (GM) takes place in just under three weeks, and we have a RIPE Labs article that summarises what you need to know about the issues that will be discussed there and the decisions that the membership will be asked to make. https://labs.ripe.net/Members/fergalc/ripe-ncc-general-meeting-october-2013 Many of you will be familiar with the GM processes and what happens at the meeting. However, the results of the recent RIPE NCC Survey 2013 and feedback received elsewhere show that we have many new members, and some long-serving members, who are unsure about the General Meeting procedures and related issues. Many are reluctant to become involved because they feel they don't understand the issues being discussed or how to participate. This RIPE Labs article hopes to go some way towards addressing that. The areas it covers are: - An explanation of the Draft RIPE NCC Activity Plan and Budget 2014 - A review of the four resolutions that members will be asked to vote on at the GM - How to give feedback to the Executive Board and participate in the GM The RIPE NCC and its Executive Board would like as many members as possible to be involved in the GM. [news] Introducing the Assisted Registry Check

Dear colleagues, After a successful pilot, the RIPE NCC is pleased to announce the launch of the Assisted Registry Check (ARC) - an improvement to our existing audit activities based on feedback from members and the RIPE community. As mandated by the RIPE community, the RIPE NCC has always conducted regular audits of LIRs to ensure the quality and currency of their registry data. Until now, these audits have largely been conducted whenever an LIR requested an additional IPv4 allocation. However, now that we've reached the final /8 and LIRs can only receive one final /22 IPv4 allocation, there will be a significant drop in the number of these "additional allocation audits" carried out by the RIPE NCC. The ARC review is a way for the RIPE NCC to maintain this periodic contact with LIRs and to ensure that the accuracy of data in the RIPE Registry is maintained, without placing any additional burden on the participating LIR's operations. It was clear from previous feedback that the RIPE NCC's audit activities needed to be more efficient and less time consuming for LIRs. With this in mind, the RIPE NCC will initially conduct ARC reviews for a period of three months, during which time we will closely monitor the time and effort required by LIRs. At the end of this period, we will complete an in-depth review and incorporate any feedback as appropriate. Continual development is a vital component of the ARC review and will ensure that the activity remains relevant, useful and helpful to LIRs. During the ARC review, the RIPE NCC will perform a variety of consistency checks to assess the quality of LIRs' registry data. We will then provide personalised support to help correct any issues that are found. This helps to raise awareness of routing and reverse DNS inconsistencies as well as helping LIRs to strengthen the quality of their registry data. Dear colleagues, The nomination period for candidates for the Number Resource Organisation Number Council (NRO NC) has now ended. There are three confirmed candidates for the NRO NC election: - Alain Bidron - Sander Steffann - Filiz Yilmaz Biographical information on all three candidates is available at: https://www.ripe.net/internet-coordination/internet-governance/internet-tec… The election will take place at the RIPE 67 Meeting in Athens from 14-18 October 2013. All members of the RIPE community who are present at the RIPE 67 Meeting may vote in the election. The elected candidate will begin a three-year term on the NRO NC beginning 1 January 2014.
