[Apologies for duplicates] Dear colleagues, The International Telecommunication Union (ITU) will hold the Fifth World Telecommunication/ICT Policy Forum (WTPF) in Geneva this May. This event is being convened specifically to look at Internet-related public policy matters. The primary input document to this meeting is a report by the ITU Secretary General, including six Opinions agreed to by an Informal Experts Group (IEG) that met three times over the past year. These Opinions touch on issues including management of Internet number resources, encouraging IPv6 adoption, support for Internet Exchange Points (IXPs), multi-stakeholder governance and Enhanced Cooperation. The five Regional Internet Registries (RIRs) have drafted responses to the five Opinions that relate directly to the RIRs' areas of expertise and coordination. [GM] Important: Charging Scheme 2014 to be Voted On at Upcoming GM

Dear members, The RIPE NCC Charging Scheme 2014 is now available online: https://www.ripe.net/lir-services/ncc/gm/may-2013/supporting-documents The RIPE NCC Executive Board is proposing this Charging Scheme for the membership to vote on at the RIPE NCC General Meeting (GM) on 15 May 2013. The Charging Scheme continues the "one LIR, one fee" model that was introduced for 2013. The Executive Board proposes that the fee for 2014 be EUR 1,750, plus EUR 50 for every PI assignment. In previous years, the RIPE NCC Charging Scheme was voted on at the Autumn General Meeting. The Executive Board is putting the Charging Scheme to the membership to vote on at the May General Meeting to: - Help members with their budgeting for the following year - Implement the recommendation of the RIPE NCC Charging Scheme Task Force Voting on the Charging Scheme 2014 will take place at the GM on 15 May. We urge all RIPE NCC members to vote on the Charging Scheme resolution, either in person at the GM or via electronic voting. The closing date for nominations to the RIPE NCC Executive Board is 24 April at 23:59 (UTC). Nominees need five nominations/support mails in order to be confirmed candidates. If there are fewer than three candidates for the election by 24 April, the RIPE NCC Executive Board will nominate a third candidate to ensure that more candidates than open seats are available to choose from, as proscribed by the Articles of Association. The method of choosing a candidate is at the Board's discretion. [news] Plan to discontinue email signing from certain addresses

Dear colleagues, One of the goals of the RIPE NCC is to simplify and streamline our infrastructure and internal processes. Over the years, we have taken great strides in making our infrastructure easier to maintain and more cost effective. However, there are a couple of legacy scripts and tools that are entangled deeply in our workflows and are very hard to phase out on the short term. One of these legacy tools is our ticketing system. The infrastructure we need and the resources it costs is disproportionate to the amount of value that it offers. Migrating away from it in one go is proving to be very complicated. This is why we have decided on a phased approach. One element of the ticketing system that will be affected in the first phase is PGP Authentication: https://www.ripe.net/lir-services/resource-management/contact/pgp-authentic… Signing emails from hostmaster(a)ripe.net, lir-help(a)ripe.net, new-lir(a)ripe.net and enum(a)ripe.net is one of the first pieces that we need to remove in order to phase out all the legacy software. While we realise that it is a best practice to sign such emails and are aware of the value it offers, we are planning to discontinue email signing from just these addresses starting 1 January 2014. It will allow us to phase out a part of our infrastructure that makes future migration a lot easier, while saving cost in the mean time. Please note that this change will not affect email interaction with the RIPE Database. As soon as we have replaced our current ticketing system, we will re-evaluate email signing. As we may have overlooked some potential issues that certain members of our Community might have if we discontinue this functionality, naturally we are open to your feedback. [news] Phase 1 Update: Abuse Contact Management in the RIPE Database

[Apologies for duplicate emails] Dear colleagues, Phase 1 of ripe-563 "Abuse Contact Management in the RIPE Database" is now being implemented, as announced on 19 March 2013. According to ripe-563, all resources allocated or assigned by the RIPE NCC will need to have an abuse contact email address included in their RIPE Database registration. During the first six months of implementation (phase 1), all Local Internet Registries (LIRs) must add an abuse contact attribute ("abuse-c:") to their LIR's ORGANISATION object to provide abuse contact information for all of the allocated address space under their LIR. Since the initial announcement two weeks ago, we are pleased to report that 24.8% of the RIPE NCC's allocated IPv4 address space is already covered with an abuse contact. More statistics will be sent to the RIPE Anti-Abuse Working Group mailing list. In phase 1, we will send notifications to LIRs that haven't added abuse contact information to their LIR's ORGANISATION object. If this information is not added by the LIR by the end of phase 1, we will automatically add the LIR's contact email address (which is already publicly listed at: <https://www.ripe.net/membership/indices/>) as their abuse contact. LIRs can always change this information as needed. Dear colleagues, We are pleased to announce the launch of the fourth course in our training portfolio, the RIPE Database Training Course. Feedback from our surveys have shown the RIPE Database to be one of the most popular topics covered by our training, and this is demonstrated by the rapid filling up of RIPE Database Webinars once they are announced. By offering this new course, the RIPE Database element in our other three courses can be reduced, leaving more time for requested hands-on exercises in those courses. In the RIPE Database Training Course, experts from the RIPE NCC will deliver practical, hands-on training to RIPE NCC members in all aspects of RIPE Database use. Dear colleagues, When it comes to transfers of IPv4 address space, the RIPE NCC's primary concern is with ensuring that any transfers follow RIPE Policies and are accurately reflected in the registry. We recognise that RIPE NCC members who are engaged in making or receiving transfers may decide to use a broker to facilitate the process. While the RIPE NCC will never endorse any specific brokers, we believe that there is a role we can play in encouraging good practice and policy compliance, which may result in a better outcome for the Internet community. We also find it sensible to maintain contact with brokers who are offering their services to our membership to ensure they understand the relevant processes and policies. It is for this reason that the RIPE NCC plans to publish a list of "recognised brokers" on our website here: http://www.ripe.net/lir-services/resource-management/ipv4-transfers/brokers The brokers listed will have signed an agreement with the RIPE NCC stating that they will adhere to RIPE Policies, provide the RIPE NCC with accurate and up-to-date information, and ensure the parties involved in any transfers that they facilitate are adequately informed. It is important to note that brokers who decline to be listed will still be able to facilitate transfers. [Apologies for duplicate emails] Dear colleagues, This morning, the RIPE NCC briefly experienced a problem on the ripe.net DNS servers. Operation of K-root and other public DNS services was not impacted at any time during this outage. At 11:45 UTC this morning, an error in the deployment script used to update the ripe.net zone caused a partial zone file to be activated. This caused the ripe.net DNS servers to return NX-domain responses for some valid hosts and/or subdomains in the ripe.net zone, which effectively rendered some of the RIPE NCC services unavailable during this period. DNS resolution for ripe.net was fully restored at 12:15 UTC. Caching of the erroneous responses may have caused reachability problems until 13:15 UTC. The error in the script has been identified and is only triggered in a specific corner case. This error will be corrected today. We apologise for any inconvenience caused. [news] The Future of the RIPE Database Proxy Service

Dear colleagues, Following the discussion about the RIPE Database Proxy Service, we have investigated several options for the future of the service. I'd like to first give you an overview of the issue at hand. A detailed analysis is provided below that for those of you who would like to see the finer details. We are now asking for feedback on this issue from the membership. No actions will be taken regarding the service until an appropriate way forward has been indicated by the membership. The aim of the RIPE NCC is to keep the registry open and accessible to everyone at all times, just as it always has been. The options are intended to deal with the potential for republishing and possible abuse arising out of that republishing, which the RIPE NCC believes is the core issue at hand. None of the options we investigated would result in any reduced access to RIPE Database data. Although they can be carried out in a number of ways, there are three basic options as we see it: - Make it a members-only service - A contractual service (free or paid) - Discontinue the service Over the next six-week period, ending 15 April 2013, we would like to invite the membership to discuss and provide input on their preferred way forward. The RIPE NCC Executive Board will summarise the discussion and propose a way forward at the RIPE NCC Services Working Group. If a resolution from members is required, it will take place at the General Meeting. In the meantime, the RIPE NCC will continue to offer the RIPE Database Proxy Service free of charge. However, no new contracts for this service will be issued until its status has been resolved. We therefore urge you to put forward your opinions and preference on how we can best move forward with the RIPE Database Proxy Service by emailing <members-discuss(a)ripe.net>. Best regards, Axel Pawlik Managing Director RIPE NCC ============================ DETAILED ANALYSIS ============================ The Options ----------- Option 1 - The RIPE Database Proxy Service becomes a member-only service Option 2a - The RIPE Database Proxy Service remains a free contractual service (this is the current situation) Option 2b - The RIPE Database Proxy Service becomes a paid contractual service Option 3a - Discontinue the RIPE Database Proxy Service (the RIPE NCC is the sole official provider of the RIPE Database web-interface) and retain the query limits Option 3b - Discontinue the RIPE Database Proxy Service and remove the query limits Option 3c - Discontinue the RIPE Database Proxy Service and change the default RIPE Database query not to show any personal data, and allow personal data to be returned only when a special query flag with limits is used. The RIPE NCC is able to facilitate any of the options presented here. However, the RIPE NCC Executive Board believes that transitioning the RIPE Database Proxy Service to a member service is most closely in line with the way other contractual services have been handled. In addition, incorporating the service into the membership would minimise costs while continuing the service. General Legal Analysis ---------------------- As noted in the RIPE NCC Data Protection Report, the provision of unlimited access to the RIPE Database could lead to abuse of the personal data in the RIPE Database. In the Acceptable Use Policy, the RIPE NCC clearly defines access limits to the personal data in the RIPE Database. Users exceeding these limits have their access to further personal data blocked for a period of time. The AUP also takes into account queries made to the RIPE Database through web interfaces hosted by third parties (proxies). The RIPE NCC, through the proxy service, gives the authority to third parties to provide access to the RIPE Database through a web interface they operate. Currently, queries through the proxy service are subject to higher query limits because such interfaces are intended to be used by more than one user. Queries from a proxy will be seen as queries from individual IP addresses and individual query limits for personal data apply. The RIPE Data Protection Report: http://www.ripe.net/lir-services/ncc/legal/ripe-ncc-data-protection-report Acceptable Use Policy: http://www.ripe.net/data-tools/support/documentation/aup Options 1 and 2 - Legal Analysis -------------------------------- There is little difference from a legal point of view whether the proxy service is made available only to members or is a contractual service available to anyone. A membership agreement has different rights and obligations and strengthens the legal relationship between the RIPE NCC and the other party. The RIPE Database Terms and Conditions would also need to be updated to include obligations for RIPE Database Proxy service contract holders. Option 3 - Legal Analysis ------------------------- There are no legal implications for option 3a. For option 3b, the query limits were put in place to prevent/impede the harvesting and abuse of personal information in the RIPE Database. The Data Protection Task Force (DPTF) considered this an effective and appropriate part of the RIPE NCC's due diligence. Almost five years after the implementation of this measure, the RIPE community could reassess the effectiveness and proportionality of having query limits. If the measure is deemed to be ineffective and disproportionate, the RIPE NCC could remove query limits. Option 3c offers the best data protection from a legal perspective. This option would limit direct personal data exposure while retaining the query limit. However, from a functionality perspective, this might not be wanted. Option 1 - Administrative and Technical Analysis ------------------------------------------------ This option would have little administrative impact. Administrative processes are already in place, including a proxy agreement for members. Signing up for the service could in the future be integrated in the LIR Portal, removing any need for manual processing of requests. The RIPE NCC website and publications would need to be updated. All customers would need to be informed. Option 2 - Administrative and Technical Analysis ------------------------------------------------ This option would involve more administrative overhead for the RIPE NCC. The proxy service contract holder list would need to be managed manually, or software would need to be developed for this purpose. All contract holders would need to be informed and new agreements would need to be drawn up and sent to the users. The RIPE NCC website and publications would need to be updated. If the service remains free, no further administrative work would be needed. Option 3 - Administrative and Technical Analysis ------------------------------------------------ This option would involve the least amount of work for the RIPE NCC. There would be a small amount of temporary administrative work, including contacting customers to inform them of the action and removing references to the service from the website and publications. General Financial Analysis -------------------------- Generally speaking, the financial impact is minimal. The total costs and the additional revenue is low in all scenarios. The cost to maintain the service from a technical perspective are low, although it adds complexity to the overall RIPE Database software and requires some level of additional maintenance. It is difficult to quantify this indirect cost, but it is contrary to RIPE NCC efforts to clean up legacy software and complexity. The additional revenue resulting from option 1 would, given the current number of active users of the service, be in the range of 5-10 kEUR per annum (there are currently four users). For option 2b, if the fee was to cover the costs of the service including administration and other related overheads, with there being so few users the fee would probably be higher than the current membership fee. Out of a total of 34,000 resources, we have resolved over 21,000 so far. In Phase 3, the RIPE NCC is directly contacting End Users that have not yet signed or provided an agreement with a Sponsoring LIR or the RIPE NCC. We have also improved our internal procedures to resolve resources more efficiently. [news] The RIPE NCC's Case Against the State of the Netherlands Dismissed

Dear colleagues, On 29 November 2012, the RIPE NCC appeared in court after it filed a summons against the state of the Netherlands, following a police order on 8 November 2011 to temporarily "lock" a set of specific registrations in the RIPE Database. The RIPE NCC filed this summons because it wanted the Dutch court to clarify what the RIPE NCC's obligations are for such orders in future. On 13 February 2013, the RIPE NCC received the verdict that the Dutch court had deemed the RIPE NCC's case "inadmissible" and that it had been dismissed. The RIPE NCC is now considering its options and conducting an analysis of the verdict. The RIPE NCC will communicate its findings to the membership and the RIPE community.
