Electronic Voting for the RIPE NCC General Meeting September 2012

Dear colleagues, At the upcoming RIPE NCC General Meeting (GM) in Amsterdam on 26 September 2012, electronic voting for the GM will be facilitated. Those attending the GM on site can vote either electronically or by using the traditional paper ballot method. A summary of what you need to do to register for electronic voting is provided at the end of this email. The voting period will begin after the resolutions are presented to the membership on 26 September and will remain open until 27 September at 14:00 (UTC +2). The voting period will give members in all time zones in the RIPE NCC service region adequate time to cast their votes. The RIPE NCC uses BigPulse, a third party that specialises in web-based voting solutions, to conduct the poll. Today, 22 August 2012, you will receive an email from the RIPE NCC inviting you to register for electronic voting with the BigPulse system. You should follow the instructions in the invitation email if you wish to register for electronic voting. The deadline to register for electronic voting is 25 September 2012. Those attending the GM in person who wish to vote electronically must also register by 25 September. NOTE: It will not be possible to register to vote electronically on the day of the GM. If you think you are entitled to vote but do not receive the invitation to register by 18:00 (UTC) on 23 September, please contact <agm(a)ripe.net> to let us know. The term of Dave Wilson, who was elected to the NRO NC in January 2009, ends on 31 December 2012. The election to the NRO NC seat will take place during the Plenary at the RIPE 65 Meeting to be held in Amsterdam from 24-28 September 2012. All members of the Internet community who are present at that Plenary may vote in the election. The deadline for nominations is 28 August 2012. Dear RIPE NCC member, The RIPE NCC Executive Board is pleased to invite you to the RIPE NCC General Meeting (GM) September 2012. The GM will begin on Wednesday, 26 September. It will be held adjacent to the RIPE 65 Meeting, which takes place from 24-28 September. You can register to attend the GM online at: http://www.ripe.net/gm-sept2012/registration Please complete the online registration as soon as possible. The GM will consist of two parts: - The RIPE NCC Services Working Group will begin at 16:00 (UTC +2) and will include the presentation of the Report from the RIPE NCC. This part of the GM is open to everyone. - The second part of the GM follows immediately after and is open only to RIPE NCC members who have registered for the GM. This part of the meeting is the forum where RIPE NCC members can discuss the operations and activities of the RIPE NCC and exercise their voting rights. At this GM, members will vote on the proposed Charging Scheme 2013 and will discuss the draft RIPE NCC Activity Plan and Budget 2013, which will be published in due course. For the GM, there will be electronic voting for the resolutions. The voting period will begin on Wednesday, 26 September according to the GM agenda and will remain open until 14:00 (UTC +2) on Thursday, 27 September. The Chairman of the Executive Board will then announce the results of the votes on the GM resolutions. This document replaces RIPE Document ripe-516. The procedural document describes the modifications that could be made to a contractual relationship between a sponsoring Local Internet Registry (LIR) and an End User of independent Internet number resources, and the possible consequences of such changes or of failure to communicate these changes to the RIPE NCC. Indemnification of the RIPE NCC by its Members

Dear colleagues, At the General Meeting on 2 November 2011, a member expressed concerns regarding the former Article 7.6/current Article 8.6 of the Standard Service Agreement, which states: "The Member shall indemnify the RIPE NCC against any and all third party claims filed against the RIPE NCC in relation to the Member's use of the RIPE NCC services." It was suggested that this provision gives unlimited liability by the membership to the RIPE NCC and, consequently, unlimited financial backing of the RIPE NCC by the members. It was said that the RIPE NCC should not ask all members to guarantee its liability in an unlimited way and it was suggested that the provision be amended as soon as possible. The RIPE NCC reviewed the provision and came to the following conclusion: This provision requests that the member must indemnify the RIPE NCC if: - A third party files claims against the RIPE NCC; and - These claims refer to this member's use of the RIPE NCC's services If the claim refers to a particular member's use of the RIPE NCC's services, then no other member has an obligation to indemnify the RIPE NCC. The aim of the provision is that an individual member should indemnify the RIPE NCC against a third party claim against that individual member. The indemnification does not carry beyond these parties (the RIPE NCC and the specified member). If a member infringes a third party's rights through the use of the RIPE NCC's services, then this member is liable for their own actions. If the RIPE NCC could not require such indemnification, then the RIPE NCC itself (i.e., the whole membership) could be obliged to compensate any third party for illegal activities of a certain member. Under legal advice, the RIPE NCC has decided to retain the clause in its current form. If a claim is filed against the RIPE NCC, the penalty or compensation can be passed on to the member specified in the claim, leaving other members unaffected. Dear colleagues, The RIPE NCC has created a draft procedural document, “Transfer of Internet Number Resource Records and Change of a Member’s Official Legal Name”. The text of this document is intended to replace relevant sections of ripe-515, “Mergers, Acquisitions, Takeovers and Closures of Organisations Operating an LIR”. Proposal for New RIPE NCC Charging Scheme Model

Dear Colleagues, In recent years, there has been much discussion about the RIPE NCC Charging Scheme. The RIPE NCC Executive Board welcomes this feedback and has followed the discussion on the members-discuss mailing list and at RIPE NCC General Meetings. A Charging Scheme Task Force was established with representatives from different membership categories, as well as members of the RIPE NCC Executive Board and RIPE NCC staff, in order to provide recommendations for updating the Charging Scheme model. In response to the feedback from members and the Charging Scheme Task Force, the RIPE NCC Executive Board has developed a proposal for a new Charging Scheme model. In very broad terms, this model creates a simplified fee structure where the majority of members pay the same fee. The income derived from these membership fees covers the majority of the RIPE NCC’s operational costs. The proposal is available at: www.ripe.net/lir-services/ncc/gm/september-2012/ We have produced this proposal in answer to members’ discussion of the current Charging Scheme model and by following, as closely as possible, the recommendations of the Charging Scheme Task Force. The purpose of publishing this proposal now is to encourage RIPE NCC members to look at the proposed new model and to give their feedback. The Executive Board will be meeting again in early August 2012 to finalise the proposal that will be presented for a formal vote at the RIPE NCC General Meeting 2012. Database Updates service disruptions

Dear Colleagues, RIPE Database sync updates, web-updates and API updates are not responding at the moment. We are dealing with hardware problems on the machines used for the database update cluster. The service was affected from from 07:58 CET (05:58 UTC) and we are working to recover it as soon as possible. Queries will keep working and updates via emails are queued and will be processed as soon as the service is up. Resource Certification (RPKI) reaches 1000 LIR landmark

Dear colleagues, Today, 18 months after launching the RIPE NCC Resource Certification (RPKI) service, the 1,000th LIR has requested a digital certificate for their Internet number resources. The service has come a long way, from a prototype developed in 2006 to a full production service in collaboration with the other Regional Internet Registries, aimed at making the RIR Registries more robust and BGP routing more secure. Resource Certification offers LIRs validatable proof of holdership. In addition, it allows LIRs to make cryptographically verifiable statements about which Autonomous Systems are authorised to originate the IP prefixes they hold. The toolset developed by the RIPE NCC to validate and use this data has been downloaded hundreds of times in the last months and is actively used by many organisations to make better BGP routing decisions. Royal Honour Bestowed on Kees Neggers, Former RIPE NCC Executive Board Chairman

[Apologies for duplicate emails] Dear colleagues, On 20 June 2012, Kees Neggers, who served on the RIPE NCC Executive Board from 1999 to 2008, was made an Officer in the Order of Orange Nassau (Orde van Oranje Nassau). The royal honour was bestowed by the Mayor of Heumen at a symposium for Kees's outstanding contribution to Dutch society. During his tenure as Chairman of the RIPE NCC Executive Board, Kees ensured the strong involvement of Europe in the administration of the Internet worldwide and the Netherlands’s continued position as a centre of excellence for the Internet industry. He oversaw the administration of the Internet in over 100 countries in Europe, Africa, the Middle East and parts of Central Asia. It was during his tenure on the RIPE NCC Board that Africa was able to establish its own RIR to be become one of the five organisations managing Internet number resources in the world today. Kees has always ensured that the Netherlands was involved in the task forces that drove the development of the Internet globally. He led the involvement of SURFnet and other Dutch technology companies in sharing best practices and experiences with similar organisations around the world. He has always been a strong advocate for the principles of open, inclusive and bottom-up industry self-regulation. It is these very principles that still guide RIPE, the RIPE NCC, TERENA and others that contribute to the successful management of the Internet globally. Kees Neggers is one of the most influential figures in the Internet community. He was instrumental in shaping the model that is currently used to manage the global IP address system. So all zones we maintain are now available and zones in the list are no longer special. There may be a very few ERX zones maintained by other RIRs that are still not fully restored. Dear colleagues, We'd like to update you on the reverse DNS service outage situation. As of 10:45 UTC on Thursday, 14 June 2012, all reverse DNS zones we publish and that are not on the list below are correct and reflect the state of 13:30 UTC yesterday, 13 June. If you continue to see problems after this time, please contactdns-help(a)ripe.net with details of what responses you are getting. Please consider (negative) caching TTLs and restart your caching servers if possible. We've posted this update online at: https://www.ripe.net/internet-coordination/news/announcements/update-14-jun… =============== Outage Details =============== We know that some zones not mentioned in the list of the previous update (20:45 UTC, 13 June) were not correctly propagated to some authoritative servers after the roll-back last night. We do not know the extent of this at the present time. However we are sure that as of 10:45 UTC today all authoritative servers answer correctly with the state of 13:30 UTC 13 June for all zones but the few on the list in the previous update. We are working hard to restore the zones listed. We are busy adding all the updates since 13:30 UTC 13 June to all zones. We will report on how this work is progressing. World IPv6 Launch: RIPE NCC Activities

[Apologies for duplicate emails] Dear Colleagues, World IPv6 Launch takes place today, 6 June 2012, marking a key milestone in the development of the Internet. Major Internet service providers (ISPs), manufacturers and content providers around the world are coming together to permanently enable IPv6 for their products and services. RIPE NCC is heavily involved in both the local and global events surrounding the Launch. Measurements ------------- We will monitor and analyse many of the participating websites from a number of vantage points before, during and after the Launch: http://v6launch.ripe.net/cgi-bin/index.cgi Local Event ----------- We've joined forces with several Dutch organisations to organise the World IPv6 Launch NL event at Science Park Amsterdam. The local technical community and future Internet leaders are attending the RIPE NCC's IPv6 tutorial, various IPv6-related presentations, hands-on workshops and plenary sessions. 2012 Global IPv6 Deployment Monitoring Survey - Open Now Until 30 June

[Apologies for duplicate emails] Dear colleagues, The Number Resource Organization (NRO), on behalf of all the Regional Internet Registries, invites you to participate in the 3rd consecutive Global IPv6 Deployment Monitoring Survey on the current and future use of IPv6. The purpose of the survey is to better understand where the community is moving, and what can be done to ensure that the Internet community is ready and moving toward widespread adoption of IPv6. As it is mostly the same as the survey carried out globally in 2010 and 2011, comparison of progress will be possible. The IPv6 Deployment Monitoring Survey is now online, and we encourage all members of our community to participate: https://www.surveymonkey.com/s/GlobalIPv6survey2012 The survey will be open for a month and will close on 30 June 2012. We anticipate a good response rate as 94% of last year's over 1600 respondents from around the globe indicated that they were interested in participating again. We encourage all organisations to participate in order for the results to establish a comprehensive view of present IPv6 penetration and future plans for IPv6 deployment. The survey is composed of 23 questions and can be completed in about 15 minutes. For those without IPv6 allocations or assignments, or who have not yet deployed IPv6, the questions will be fewer in number. Results of this year's survey will be presented and discussed widely.
