Return of Legacy Space

Dear colleagues, In preparation for the ratification of "Global Policy for Post Exhaustion IPv4 Allocation Mechanisms by the IANA" (GPP-IPv4-2011) by the ICANN Board of Directors, we will remove from the available pool of IPv4 address space the IPv4 legacy space that has been returned to the RIPE NCC by various members. 1,368,576 IPv4 addresses were removed from the available pool of IPv4 address space on 14 March, 2012. It is intended that any IPv4 legacy space returned to the RIPE NCC will be placed in IANA's Recovered IPv4 Pool. Until now, legacy space returned to the RIPE NCC has been returned to the RIPE NCC's IPv4 available pool but is not re-distributed. By removing the legacy space from the RIPE NCC's IPv4 available pool, a more accurate overview of the actual space that can be distributed can be seen. As legacy space was distributed before the RIR system was introduced, the RIPE NCC does not have any policy governing the re-distribution of returned legacy space. We believe that placing this legacy space in the IANA's Recovered IPv4 Pool for redistribution to the RIRs will contribute to the future well-being of the Internet. Registration for Electronic Voting at the RIPE NCC General Meeting April 2012

Dear colleagues, At the upcoming RIPE NCC General Meeting (GM) in Ljubljana on 18 April 2012, electronic voting for the RIPE NCC Executive Board election and on the GM resolutions will be facilitated. Those attending the GM on site can vote either electronically or by using the traditional paper ballot method. A summary of what you need to do to register for electronic voting is provided at the end of this email. The voting period will begin after the resolutions are presented to the membership on 18 April and will remain open until 19 April at 14:00 (UTC +2). The voting period will give members in all time zones in the RIPE NCC service region adequate time to cast their votes. The RIPE NCC uses BigPulse, a third party that specialises in web-based voting solutions, to conduct the poll. Tomorrow, 14 March 2012, you will receive an email from the RIPE NCC inviting you to register for electronic voting with the BigPulse system. You should follow the instructions in the invitation email if you wish to register for electronic voting. The deadline to register for electronic voting is 17 April 2012. Those attending the GM in person who wish to vote electronically must also register by 17 April. NOTE: It will not be possible to register to vote electronically on the day of the GM. It has been available as a preview in the LIR Portal for several weeks, but now it's time to properly introduce this brand new service that gives our members an insight into their IPv4 and IPv6 allocations and assignments. The ultimate goal is to offer a complete overview of all the IP resources you hold and inform you about everything related to them. The first release of the IP Analyser offers a basic feature set. We will then add new features incrementally going forward. Dear members, We would like to remind you that if you wish to receive the RIPE NCC Annual Report 2011 by post, you must opt in to do so by 18:00 (UTC) on 29 February 2012. You can do this by using the Communication Preferences option in your LIR Portal account. The Annual Report 2011 will be published online on 21 March 2012. In previous years, all RIPE NCC members were sent a copy of the Annual Report by post. This year, members need to "opt in" if they wish to receive a copy of the Annual Report by post. Members who do not choose to opt in will not receive the Annual Report by post. It will, as always, be available for all members to read online. The RIPE NCC is implementing this opt-in system in response to feedback received from members in the RIPE NCC Membership and Stakeholder Survey 2011, the RIPE NCC General Meetings and various other feedback mechanisms. RIPE NCC Activity Plan and Budget 2012 Published

Dear members, The RIPE NCC General Meeting (GM) November 2011 saw valuable discussion regarding the RIPE NCC Budget 2012 and the RIPE NCC Activity Plan 2012. The minutes of that GM are now posted at: http://www.ripe.net/lir-services/ncc/gm/november-2011/minutes The Budget and Activity Plan are also published as RIPE Documents: https://www.ripe.net/ripe/docs/ripe-544/at_download/pdf https://www.ripe.net/ripe/docs/ripe-543/at_download/pdf At the GM, the membership raised concerns regarding the Budget 2012 and rejected the proposed RIPE NCC Charging Scheme 2012. In light of this, the Executive Board has reduced by 2% the Budget 2012 that was presented to members at the GM. Please note that this will not result in the reduction of any core services to members. Discussion of the Activity Plan at the GM centred on the lack of costs for services contained in that document. The revised Activity Plan 2012 now contains the costs for key services provided by the RIPE NCC. The Executive Board will work with the RIPE NCC's Senior Management to further develop the RIPE NCC Budget and Activity Plan, and to more closely align the two documents. We on the Executive Board, as always, welcome the feedback we receive from members on these issues. RIPE NCC RPKI Validator 2.0 released

This is a comprehensive open-source toolset for Resource Certification (RPKI) validation, enabling network operators to make better routing decisions based on RPKI data. LIR Portal Security Advisory

Dear colleagues, There is currently a security issue with the RIPE NCC Access sign-on system when used in combination with the LIR Portal. The issue relates to previous login credentials being applied to current users. There is therefore a small chance that a user will arrive at a previous user's login session. The issue only occurs when the same machine and the same browser session is used to log in to the LIR Portal. In the meantime, to ensure this issue does not occur, please quit your browser after logging out of the LIR Portal. We will notify you as soon as the issue is resolved. 128.0.0.0/16 configured as martians in some routers

Dear Colleagues, The RIPE NCC is aware that 128.0.0.0/16 is configured as a martian by default in (some) Juniper OS, even though RFC 5735 and RFC3330 outline that this /16 should no longer be reserved as specialised address space. All allocations that were already issued have been exchanged and for now we will hold this space in quarantine. We urge everyone to change the default behaviour of their Juniper routers: set routing-options martians 128.0.0.0/16 orlonger allow set routing-options martians 191.255.0.0/16 orlonger allow set routing-options martians 223.255.255.0/24 exact allow 128.0.0.0/16 has been added to the RIPE NCC's Debogonising Project: http://www.ris.ripe.net/debogon/ To facilitate testing, the following prefixes are being announced: prefix pinagble address 128.0.0.0/16 128.0.0.1 128.0.8.0/21 128.0.8.1 128.0.24.0/24 128.0.24.1 Best regards, Alex Le Heux Policy Implementation Co-ordinator RIPE NCC
