LIR Portal service outage (resolved)

Dear Colleagues, Today LIR Portal has been temporarily unavailable until 21:30 UTC. The outage took place during the programmed maintenance window, but also extended 1h30m past the limit. We performed software and configuration upgrades but we had an operational issue with one of our servers. After the upgrades, the server did not complete correctly booting the software services needed. We have fixed the problem, and LIR Portal is available again. Apologies for any problem caused. RIPE NCC Resource Certification System: Initial Deployment 1 January 2011

Dear colleagues, With just seven IPv4 address blocks available in the IANA pool, we are hurtling towards the end of an era. With this prospect, the registry function of the five Regional Internet Registries (RIRs) is going to be crucial to the Internet community. More than ever, it is important to know who is the legitimate holder of a block of IP addresses. With this as a primary driver, the RIPE NCC (in coordination with the other four RIRs) is planning to deploy a system that attaches digital certificates to Internet number resources (IP address blocks and Autonomous System (AS) Numbers). A more complete description of the benefits of resource certification can be found at: http://www.ripe.net/certification/ The RIPE NCC has had a beta platform for certification up and running for several months now. More than 100 RIPE NCC members have enabled certification under this pilot program, providing the RIPE NCC with valuable feedback. On 1 January 2011, the RIPE NCC will launch a hosted production system, which will allow all LIRs to generate a certificate of holdership, which will be held in a repository maintained by the RIPE NCC. Network operators will also be able to start making routing decisions based on the system as of this date. Further iterations of this system will be deployed over the coming 12 months, including the option for LIRs to host their own Certificate Authority and generate certificates for their own customers. Digital certificates have helped make business on the Internet more secure. Now we are using resource certificates to make the Internet itself more secure. Four /8s Allocated to RIRs; 2.73% Remains

Dear colleagues, Today, 30 November 2010, the Internet Assigned Numbers Authority (IANA) distributed four of the remaining eleven /8s to the Regional Internet Registries (RIRs): 5/8 and 37/8 to the RIPE NCC and 23/8 and 100/8 to ARIN. The IANA free pool of IPv4 addresses now stands at seven /8s, or 2.73% of the total IPv4 address pool. When only five /8s remain, the IANA will simultaneously distribute these equally among five RIRs, in accordance with global policy: http://www.icann.org/en/general/allocation-remaining-ipv4-space.htm There are now only two IPv4 blocks available under the normal distribution method. Dear Colleagues, The RIPE NCC General Meeting (GM) November 2010 was held Wednesday, 17 November, adjacent to the RIPE 61 Meeting, at the Westin Excelsior Hotel in Rome. There were 89 attendees, excluding RIPE NCC staff and observers from the other Regional Internet Registries. The RIPE NCC members approved the following formal resolutions at the GM: - "The General Meeting adopts the RIPE NCC Charging Scheme 2011" - "The General Meeting in accordance with Article 21 of the Articles of Association adopts the amendments to the Articles of Association as proposed and announced by the Executive Board on 20 October 2010." PGP Key-Signing Party at RIPE 61

[Apologies for duplicates] Dear colleagues, During RIPE 61, A PGP Key-Signing Party will be held on Tuesday 16 November, at 18:00. We encourage you to come along if you're interested in building your web of trust. The signing process will happen as follows: 1. Before the party, you'll need to add your PGP public key to this keyring: http://biglumber.com/x/web?keyring=9837 The deadline for adding an entry to the keyring is Tuesday 16 November at 12:00. 2. At the party, you'll be provided with a printed copy of the keyring. You'll need to verify that your public key is listed correctly on it. 3. Each person present will read out the fingerprint of their own public key for everyone else to verify. Please bring an independent copy of your key fingerprint (eg. your business card) to read from. As each fingerprint is read out, you can mark your copy with a check mark. 4. Next, each person will confirm their identity by showing a legal document (such as a passport or a driver's licence) to the other participants. After you're satisfied with the identity of a participant, you can mark your copy with a second check mark. 5. At the end of the party, each participant will have a printed sheet on which they will have placed check marks to confirm public key fingerprints and identities. When you get home, you can download the keyring and sign each key that you have checked. After that you should send each signed key to the owner of the key, and perhaps upload it to a keyserver. These sections are entitled "Closing an LIR" and "When an LIR is Closed by the RIPE NCC", respectively. GM attendees who have not registered for the RIPE Meeting are welcome to participate in this working group session. This takes place on Wednesday, 17 November 2010 from 16:00-17:30, immediately before the members-only section of the GM. The Report from the RIPE NCC presentation will not be repeated in the members-only section of the GM. Voting and Resolutions ----------------------- Candidate members are welcome to attend the GM but are not permitted to vote according to article 16.7 of the RIPE NCC Articles of Association. Full members who are not able to attend the GM but still want to vote can do so by means of proxy voting as per article 16. It will be held adjacent to the RIPE 61 Meeting, which takes place from 15-19 November 2010 at the Westin Excelsior Hotel in Rome, Italy. The GM will consist of two parts: - The RIPE NCC Services Working Group will begin at 16:00 and will include the presentation of the Report from the RIPE NCC. Dear Colleagues, RIPE 61 will take place from 15-19 November 2010 at the Westin Excelsior Hotel in Rome, Italy. Agenda ------- The updated meeting agenda has been posted at: http://www.ripe.net/ripe/meetings/ripe-61/meeting-plan.html Registration ------------- To register for RIPE 61, complete the online form at: http://www.ripe.net/ripe/meetings/ripe-61/registration You can register for the full week for EUR 350, or you can choose a day ticket for a particular day. Day tickets cost EUR 125 per day. Students can attend the full week for EUR 175. If you are a new LIR, you may be entitled to a free ticket for the full meeting. Reminder: NRO NC Call for Nominations

Dear Colleagues, There is a call for nominations from the RIPE NCC service region to fill one vacant seat for a three-year term on the Number Resource Organization (NRO) Number Council (NC). The term of Hans Petter Holen, who was elected to the NRO NC in January 2008, ends on 31 December 2010. The election to the NRO NC seat will take place during a Plenary session at the RIPE 61 Meeting to be held in Rome, Italy from 15-19 November 2010. All members of the Internet community who are present at the Plenary session may vote in the election. The deadline for nominations is 15 October 2010. Any individual residing within the RIPE NCC service region is eligible for nomination, except Regional Internet Registry (RIR) staff members. Self-nominations are permitted and there is no limit on the number of terms that can be served on the NRO NC. All nominees may submit a written statement in support of their nomination for publication on the RIPE NCC website. Other individuals may express support for nominated individuals that will be published on the RIPE NCC website.
