RIPE NCC Confirms Commitment to DNSSEC Deployment in the Root Zone

Dear Colleagues, On 1 December 2009, ICANN and VeriSign began to deploy DNSSEC across the root server system when they signed the root zone using DNSSEC. They noted that the signing would become public from January 2010, when the process of signing each of the 13 root servers in turn would begin. This process will continue until July 2010, when ICANN publishes the root zone trust anchor and root operators begin to serve the signed root zone with actual keys. On 15 December 2009, the root zone DNSSEC deployment team launched a website that provides information about DNSSEC for the root zone: http://www.root-dnssec.org/ The website is a repository for the documentation relating to the deployment of DNSSEC in the root zone, and it includes information such as technical status updates and the full timetable for the deployment of DNSSEC. The RIPE NCC, operator of K-root, confirms its commitment to support the ICANN/VeriSign initiative and coordinate with the other root zone server operators in the deployment of DNSSEC in the root zone. The RIPE NCC also provides data collection and measurements that allows monitoring of the effects the transition has on the overall performance of the root server system. ASO AC Call for Nominations for Seat 10 on ICANN Board

[Apologies for duplicate emails] Dear Colleagues, In line with the ASO Memorandum of Understanding and ICANN Bylaws, the Address Supporting Organization Address Council (ASO AC) calls for nominations for Seat Number 10 on the ICANN Board. The nomination period will close at 23:59 UTC on 10 January 2010. All candidates must sign a Letter of Certification detailing previous conduct and character. We will send this letter to each applicant along with instructions on what to do next. We are unable to consider candidates who fail to follow these instructions. If the ASO AC decides to conduct face-to-face interviews, candidates may need to travel (once) during March 2010. We expect all candidates to complete one or more questionnaires. Failure to do this by the advised deadlines may rule them out of the selection process. Dear Colleagues, The RIPE NCC General Meeting (GM) October 2009 was held Wednesday, 7 October 2009, adjacent to the RIPE 59 Meeting, at the Corinthia Hotel in Lisbon. There were 82 attendees excluding RIPE NCC staff and observers from the other Regional Internet Registries. The RIPE NCC members approved the following two formal resolutions at the GM: - "The General Meeting adopts the RIPE NCC Charging Scheme 2010 Version A" - "The General Meeting in accordance with Article 21 of the Articles of Association adopts the amendments to the Articles of Association as proposed and announced by the Executive Board on 9 September 2009." "Furthermore, the General Meeting instructs and authorises the Executive Board to perform or to have performed all that is required to have the amendments executed before a Dutch civil law notary, including but not limited to the translation into Dutch by certified translator and final amendment at the request of the notary or RIPE NCC's lawyer of the exact wording of the amendments in Dutch, and the amendment of any cross-references to the Articles of Association in other documents to bring these in conformity with the Articles of Association as adopted in this General Meeting." Executive Board Decisions for RIPE NCC General Meeting October 2009

Dear Colleagues, Following discussions at the May 2009 General Meeting and on various mailing lists, I would like to inform you of the decisions the Executive Board has made and the proposed resolutions for the October General Meeting regarding: - The Proposed Charging Scheme 2010 - Voting for elections of Executive Board members The proposed Charging Scheme 2010 ------------------------------------------------ The Executive Board proposes to follow the principle of RIPE policy 2007-01, "Direct Internet Resource Assignments to End Users from the RIPE NCC". The proposed Charging Scheme (Version A) includes a fixed fee per independent Internet number resource assignment. However, the RIPE NCC Executive Board notes that there are different opinions on the implications of charging for independent Internet number resources. Therefore, in the event that the proposed Charging Scheme (Version A) is not adopted, the RIPE NCC Executive Board provides for an alternative Charging Scheme (Version B) based on the current Charging Scheme 2009. Version B increases the service fees such that the total revenue generated would equate to the total revenue generated by Version A. The Executive Board would like to stress the importance it attaches to the RIPE NCC continuing to adhere to RIPE policies developed and agreed by the RIPE community. We feel that the alternatives outlined above meet this requirement. Voting for elections of Executive Board members -------------------------------------------------------------- The Executive Board acknowledges the strong interest from RIPE NCC members in being able to vote via electronic means. The Executive Board proposes allowing for electronic voting but initially only for the elections of Executive Board members. The electronic voting will take place at the same time as the on-site voting during the alloted time in the General Meeting, which will in future be webcast. This will allow all members to try out the new procedure and system, and it will provide all of us with information on whether this increases the participation of members. In the future, if a successful system is established, we will extend electronic voting to other resolutions. This year, in accordance with the Number Resource Organization's Memorandum of Understanding (NRO MoU), the RIPE community will elect one individual to fill the seat that is being vacated by Dave Wilson, who was elected to a three-year term on the NRO NC that began on 1 January 2007. LIR Portal Downtime: Incident Report

Dear Colleagues, LIR Portal service has now been restored. The LIR Portal, along with several other RIPE NCC online services, was unavailable from 06:30 - 08:30 (UTC), 9 September 2009. The outage was caused by a faulty switch. We have performed emergency patching to fix the problem for now. A replacement switch will be installed this afternoon between 15:00 - 16:00 (UTC). A five-minute interruption to service is expected when we make this change. We apologise for the inconvience this may have caused for you. We are currently working on a project to migrate the LIR Portal to a new architecture, with improved redundancy, which, when implemented, will reduce the likelihood of such events. Dear Colleagues, This is a follow-up to the earlier message regarding the LIR Portal service outage that occurred earlier today. Further investigation into the loss of service has revealed that the downtime actually started at 21:15 (UTC), Monday, 7 September. The outage was caused by a configuration error of the Apache web server. The RIPE NCC has strict upgrade procedures that our staff follow to prevent this, but they do leave some room for human error, and this outage was the result of such an error. To minimise the chance of this happening again, we plan to include automated monitoring of our Apache configuration syntax to our monitoring system. A separate issue was responsible for the longer than usual time it took to recognise and fix the problem. Our monitoring system is set up to send text messages to a 24/7 engineer in case of outages such as this. From our logs, we can see that the system did indeed try to send an SMS about the outage yesterday at 21:15 (UTC), but was unable to connect to our mobile service provider. To minimise the chance of this happening again, we will reconfigure our monitoring system to fall back to another provider in case a message can not be sent out. Unplanned LIR Portal Downtime

Dear Colleagues, The LIR Portal suffered an unplanned outage on Tuesday, 8 September from 02:40 - 08:15 (UTC).
