RIPE NCC and ICANN Commit to Ongoing DNS Root Name Service Coordination

[Apologies for duplicates] Dear Colleagues, Dr. Paul Twomey, CEO of ICANN, has posted an open letter to Axel Pawlik, Managing Director of the RIPE NCC, noting ICANN's appreciation of the role RIPE NCC plays as operator of k.root-servers.net, or simply K-root, one of the 13 Internet root name servers. The letter was sent in response to letters sent by the RIPE NCC, Autonomica, operator of I-root, and WIDE Project, operator of M-root, to ICANN in May 2009. The letter notes that both ICANN and the RIPE NCC acknowledge "that a single, unique DNS root is paramount to the stable operations of the Internet and to ensure global interoperability", and that "close ICANN coordination with the root-server operators provides a foundation for a secure, stable and resilient DNS." ICANN and the RIPE NCC have jointly committed to "coordinating their respective activities regarding the DNS root name service with each other and third parties". This includes "exchanging and maintaining the necessary operational and administrative contact information, notifying each other without undue delay of any (pending) operational changes or any (pending) changes in their respective activities". With regards to the billing of resources, Up to September, LIRs can indicate which resources should stay with their LIR and which not. If in the interface provided through the LIR Portal you select 'Not My End User', you will not be billed for the specific resource in 2010. IPv6 Deployment Monitoring Survey Now Underway!

[Apologies for duplicates] Dear Colleagues, As announced at RIPE 58, TNO and GNKS Consult are working with the RIPE NCC to conduct a survey, sponsored by the European Commission, on the current and future use of IPv6 throughout the RIPE NCC service region. The IPv6 Deployment Monitoring Survey is now online, and we encourage all members of the RIPE community to participate: http://is-nri.com/take/?i=150597&h=1GwWe3dXXMcPrRrOw5s2yg The purpose of the survey is to better understand where the community is moving, and what can be done to ensure the Internet community is ready for the widespread adoption of IPv6. The survey was developed in consultation with members of the RIPE community, and is inspired by the 2008 survey conducted by ARIN and CAIDA in North America. It is sponsored by the European Commission, which has actively supported the adoption of IPv6, in the interests of innovation and the continuing competitiveness of European industry. We encourage all organisations in the RIPE NCC service region to participate in this survey, which we hope will establish a comprehensive view of present IPv6 penetration and future plans for IPv6 deployment. By making the survey design similar to the ARIN/CAIDA survey, we hope that the results will contribute to a better global picture of current and future IPv6 deployment. The survey is composed of 16 questions and can be completed in 10-15 minutes. For those without IPv6 allocations or assignments, or who have not yet deployed IPv6, the questions will be fewer in number. The survey will close on 3 July 2009. Proposed Draft Charging Scheme 2010

[Apologies for duplicate emails] Dear Colleagues, The RIPE NCC is currently formulating the Draft Charging Scheme 2010. The Draft Charging Scheme 2010 will take into account the requirements of policy proposal 2007-01, "Direct Internet Resource Assignments to End Users from the RIPE NCC", and the discussions that took place at the RIPE NCC General Meeting in May 2009 regarding the 2010 Charging Scheme. The main features of the Draft Charging Scheme 2010 will be: - As in previous years, there will be five membership categories - Extra Small, Small, Medium, Large and Extra Large - The 2010 fee for each membership category will be the same as for 2009 - An algorithm will determine a score that decides what category a member belongs to - The score will be based on Provider Aggregatable (PA) IPv4 and PA IPv6 allocated over time - Direct assignments will have a recurring charge per assignment and the fee will be EUR 50 per direct assignment The RIPE NCC will publish the Draft Charging Scheme 2010 at the beginning of July 2009. The RIPE NCC Executive Board will then monitor discussion and input from the RIPE NCC membership before publishing a final version of the Draft Charging Scheme 2010 by 9 September 2009. The RIPE NCC membership will vote on this version at the RIPE NCC General Meeting on 7 October 2009. The RIPE NCC notes that this proposal for the Draft Charging Scheme 2010 is subject to change based on advice from the RIPE NCC's lawyers on tax and legal issues. 2007-01 Phase 2 Implementation: Direct Internet Resource Assignments to End Users from the RIPE NCC

[Apologies for duplicates] Dear colleagues, We are pleased to announce that the RIPE NCC has implemented the second phase of "Direct Internet Resource Assignments to End Users from the RIPE NCC". In this phase the RIPE NCC will contact all LIRs to request information regarding existing direct resources requested through that LIR. This will be done via the LIR Portal. All LIR Portal users will receive a notification email on 28 May 2009 detailing the process. Details of the implementation are available at: http://www.ripe.net/rs/pi-existing-assignments.html Timelines: Before September 2009: LIRs need to indicate which resources should stay with that LIR. This will affect the charging scheme for 2010. Before 31 December 2009: LIRs must upload contracts and registration papers for all resources still associated with that LIR. NRO and ICANN Reaffirm Commitment to Relationship

Dear Colleagues, The Number Resource Organization (NRO) and the Internet Corporation for Assigned Names and Numbers (ICANN) have reaffirmed their commitment to each other in an exchange of letters. The NRO stated that it continued to view its relationship with ICANN as essential to the stability and interoperability of the Internet and its addressing system. ICANN stated that it sought to further enhance the relationship for the mutual benefit of both organisations and their respective communities. RIPE NCC Executive Board Election Results

Dear Colleagues, The RIPE NCC General Meeting was held Wednesday, 6 May 2009, adjacent to the RIPE 58 Meeting at the Krasnapolsky Hotel in Amsterdam, the Netherlands. The meeting agenda included an election to fill one RIPE NCC Executive Board seat for a three-year term. Dmitry Burkov was elected by the membership to retain his seat on the Executive Board. There were 82 attendees, excluding RIPE NCC staff and observers from the other Regional Internet Registries. In addition to the Executive Board election, the RIPE NCC members approved two resolutions. The RIPE NCC 2008 Audited Financial Report was approved. And the RIPE NCC Executive Board was discharged with regard to its actions as set out in the 2008 Annual Report. The RIPE NCC would like to thank its membership for the input and support given at the General Meeting and congratulates our newly elected Executive Board member. The GM will be held on Wednesday, 6 May 2009 from 16:00-19:00. It will be held adjacent to the RIPE 58 Meeting, which takes place from 4-8 May 2009 at the Krasnapolsky Hotel in Amsterdam, the Netherlands. The GM consists of two parts: * The RIPE NCC Services Working Group session begins at 16:00 and includes the presentation of the Report from the RIPE NCC. This part of the GM is open to everyone. * The second part of the GM follows immediately after the RIPE NCC Services WG session and is only open to RIPE NCC members who have registered for the GM. This part of the meeting is the forum where RIPE NCC members can discuss the operations and activities of the RIPE NCC and exercise their voting rights. This takes place on Wednesday, 6 May 2009 from 16:00-17:30, immediately before the members-only section of the GM. The Report from the RIPE NCC presentation will not be repeated in the members-only section of the GM. Voting and Resolutions ------------------------------- Candidate members are welcome to attend the GM but are not permitted to vote according to article 16.7 of the RIPE NCC Articles of Association. Full members who are not able to attend the GM but still want to vote can do so by means of proxy voting as per article 16. Please also note that the GM can only pass resolutions that have been submitted and published according to article 15 of the RIPE NCC Articles of Association. Dear RIPE NCC member, Voting for the appointment of the RIPE NCC Executive Board member will take place at the upcoming RIPE NCC General Meeting (GM) to be held on Wednesday, 6 May 2009 from 16:00-19:00 at the Krasnapolsky Hotel in Amsterdam, the Netherlands. The deadline for nominations has now passed. The final shortlist of confirmed candidates is available at: http://www.ripe.net/membership/gm/gm-may2009/elections/candidates-confirmed… Support for nominations is archived at: http://www.ripe.net/maillists/ncc-archives/agm-nominations/2009/ Registration ---------------- You must register for the GM separately from the RIPE 58 Meeting. As a member, you can attend both the RIPE NCC Services Working Group session and the members-only section of the GM without being registered for RIPE 58. See below for further information on the RIPE NCC Services Working Group session.
