RIPE NCC to Assign 32-bit ASNs by Default as of 1 January, 2009

[Apologies for duplicate emails] Dear Colleagues, As of 1 January 2009, the RIPE NCC will begin assigning 32-bit (or four-byte) Autonomous System Numbers (ASNs) as default. This is in accordance with a common policy agreed on in all Regional Internet Registry (RIR) communities and described in the RIPE Document ripe-389: "Autonomous System (AS) Number Assignment Policies and Procedures". This document can be found online at: http://www.ripe.net/ripe/docs/ripe-389.html#19 16-bit ASNs and 32-bit ASNs are interoperable. Those who have previously received a 16-bit ASN will not need to renumber. It is possible, however, that some devices, either in your network or the network of your upstream provider, will not be compatible with 32-bit ASNs. It is therefore vital that network operators be aware of the new assignment policy and of their own network's status in terms of 32-bit ASN compatibility. RIPE NCC service outage update, 17 December 2008

Dear Colleagues, Due to a loop problem in out layer 2 infrastructure starting from 11:20 UTC we experienced a high volume of traffic flooding the RIPE NCC network. That caused intermittent high packet loss and affected all our online services. The issue was resolved at 15:00 UTC. All services are back to normal. We apologise for the inconvenience. Clarification on RIPE NCC End User Assignments Identity Verification

[Apologies for duplicate emails] Dear Colleagues, We wish to clarify the RIPE NCC Registration Services Department procedures with regards to direct End User assignments and the requirement for company registration documents. The RIPE NCC requires some form of registration documents to be submitted with all direct End User assignments, such as ASN, PI, Anycast and IXP assignments. The rationale behind this is to ensure that the End User's proper name is registered in the RIPE Database and in our internal records. Due to the wide variety of entities requiring resources in the RIPE NCC service region, we accept a variety of documents, as long as those documents correctly verify the name of the End User. In a situation where a direct assignment is requested for an organisation that is also an LIR, we waive this requirement because a signed contract and registration documents are already on file. Occasionally, an IPRA may still ask for registration documents during the evaluation of such requests because it may not be immediately obvious from the request form that the assignment is intended for the LIR itself. RIPE NCC statement on changes in the RIPE NCC Charging Scheme 2009

[Apologies for duplicates] Dear Colleagues, Recent conversations on the RIPE mailing lists and at the recent RIPE NCC General Meeting have highlighted a number of concerns from members concerning the RIPE NCC Charging Scheme 2009. These concerns refer particularly to the changes laid out in RIPE Policy Proposal 2007-01, relating to charges for Direct End User (PI and ASN) assignments. More information on this proposal can be found at: http://www.ripe.net/ripe/policies/proposals/2007-01.html There are three areas in which we believe clarification of the RIPE NCC position would be useful. Area 1: Service Fees -------------------- In drafting the RIPE NCC Charging Scheme 2009, the RIPE NCC Board has made it a priority that the necessary changes have minimal impact on the fees paid by RIPE NCC members. The changes will affect a relatively small number of LIRs who have requested many Direct End User assignments. The Direct End User assignments will now be included in the LIR's total score for the sole purpose of calculating the LIR's billing category, and in a few cases this will mean that the LIR moves up a category (for instance, from Medium to Large). Approximately 80% of RIPE NCC members have Direct End User assigments that are taken into account for their billing score. The likelihood that an LIR will move to a higher billing category is offset, however, by the fact that the new Charging Scheme increases the upper limits of each billing category. This means that the addition of Direct End User assignments to an LIR's total score in most cases does not result in an increase in the LIR's billing category. Area 2: Processes and procedures -------------------------------- In the coming months, the RIPE NCC will develop processes and procedures to facilitate the implementation of these policy changes. This will enable us to support members to contact and update the registration of these resources. The changes will be implemented in two phases: - Phase one will involve the implementation of the new policy in relation to all new requests for PI assignments. This will happen in the first quarter of 2009. - Phase two will be to apply the new policy to existing PI assignments, or those made before the adoption of Policy Proposal 2007-01. A plan for implementation of this phase will be presented at the next RIPE NCC Services Working Group, will be held at the RIPE 58 Meeting in Amsterdam, May 2009. Area 3: Changes to future Charging Scheme ----------------------------------------- The RIPE NCC Charging Scheme is agreed on each year by the membership of the RIPE NCC. All LIRs are encouraged to participate in discussion of the Charging Scheme, and to raise any issues that they feel are important to them or the membership as a whole. Dear Colleagues, The RIPE NCC General Meeting (GM) October 2008 was held Tuesday, 28 October 2008, adjacent to the RIPE 57 Meeting, at the JW Marriott Hotel in Dubai. There were 52 attendees excluding RIPE NCC staff and observers from the other Regional Internet Registries. It will be held adjacent to the RIPE 57 Meeting, which takes place from 26-30 October 2008 at the JW Marriott Hotel in Dubai, United Arab Emirates. REGISTRATION ------------------------ The closing date for online registration is *tomorrow, Tuesday, 14 October 2008*. You must register for the GM separately from the RIPE 57 Meeting. As a member, you can attend the RIPE NCC Services Working Group session and the members-only section of the GM without being registered for RIPE 57. See below for further information on the RIPE NCC Services Working Group session. GM attendees who have not registered for the RIPE Meeting are welcome to participate in this working group session. This takes place on Tuesday, 28 October 2008 from 16:00-17:30, immediately before the members-only section of the GM. The Report from the RIPE NCC presentation will not be repeated in the members-only section of the GM. VOTING AND RESOLUTIONS -------------------------------------------- Candidate members are welcome to attend the GM but are not permitted to vote according to article 16.7 of the RIPE NCC Articles of Association. Full members who are not able to attend the GM but still want to vote can do so by means of proxy voting as per article 16. Please also note that the GM can only pass resolutions that have been submitted and published according to article 15 of the RIPE NCC Articles of Association.
