Dear RIPE NCC members, The report on the RIPE NCC Survey 2023 is now available: https://www.ripe.net/survey The results of the survey give us an excellent overview of what our membership thinks about important issues, and they will help us to improve our services and shape our strategy for the years ahead. The survey ran from May-June this year and was conducted by Survey Matters to ensure independent analysis and anonymity for respondents. 3,899 people from 93 countries answered 50 questions in ten languages, leaving over 12,000 detailed comments. This is a fantastic response reflecting the diversity of our community. Apart from guiding our work, the results can give members insights on their own work and the development of the Internet more generally. I would like to thank all of you who participated in the survey and shared your feedback on how we can improve. Survey Matters will present the results at the upcoming RIPE 87 Meeting in Rome. Soon after, we will publish a list of key findings that we will work on in the coming period to address the issues that were raised in the survey. [GM] Draft RIPE NCC Activity Plan and Budget 2024 - Update and Timeline

Dear members, In October, we will publish our Draft Activity Plan and Budget 2024 ahead of the Autumn General Meeting. This document will outline our proposed plans for the coming year and how we intend to pay for and resource those plans. In light of the discussion on our charging scheme back in April, this will not be a ‘business as usual’ activity plan. I therefore want to briefly update you on this work and remind members that giving input on this draft document is the most direct and impactful way you can influence the RIPE NCC’s direction as an organisation. When planning for 2024, we are taking into account the comments on the members-discuss list during the charging scheme consultation. Both here, and through the vote at the GM, members indicated that they want the RIPE NCC to continue with the same charging scheme next year rather than raise fees to offset the loss of income due to LIR consolidation and increased costs due to inflation. Members also asked us to bring our operational costs down and focus on core activities that support the mission of the RIPE NCC. We are also using feedback from the RIPE NCC Survey 2023. Nearly 4,000 members completed the survey and the results indicate that members value our services across the board, including community engagement and events, our training services, and Internet measurement tools such as RIPE Atlas and RIPEstat. Many comments also echoed what members told us during the charging scheme discussion (we will publish the full survey report in October). Based on your input, we are planning to reduce our budget to remain within our projected income for 2024, making this a year of cost savings and efficiency. However, balancing the feedback from both the charging scheme consultation and the survey is difficult, since we are working to cut costs while also being mindful that the services we provide outside of our Registry function are valued by many. In this context, we are first and foremost seeking to cut operational budgets and streamline our work without impacting the quality of our services. — How to Provide Feedback —- Recognising both the number of comments received during the charging scheme discussion as well as the frustration of some members that this is separate from our activity planning process, we think it is especially important to be transparent this year and make sure members know how to comment. Alongside the Draft Activity Plan and Budget 2024, we will publish a summary that outlines the main budget changes, which I hope members will read. We will also include information on how we see our budget developing over the next couple of years, with a view towards ensuring the sustainability of the organisation over the longer term. Once the draft document is published, we will invite members to comment on the members-discuss mailing list. We will also hold an open house for members to ask questions and discuss our plans and budget with myself and members of the Executive Board. The document will then be discussed at the General Meeting (GM) alongside RIPE 87 on 29 November 2023. The Executive Board will consider all feedback from the membership on our budget and activities before publishing the final version in December 2023. The following is a summary of the main items from the meeting. Further details are available in the minutes. ----------------------- Main Items ----------------------- - I updated the Board on the recruitment of the Chief Registry Officer and the status of key objectives and deliverables for 2023. - Simon-Jan Haytink presented the financial results up to May 2023, gave an update on the treasury project and asked the Board for direction for the 2024 budget following the adoption of the 2024 Charging Scheme at the last General Meeting. - Mirjam Kühne shared her report on developments in the RIPE community. - Fergal Cunningham reported on the May 2023 General Meeting. - Felipe Victolla Silveira proposed to remove the suspension of the waiting list. The Board accepted his recommendation. - Athina Fragkouli gave an update on the possibility for Ukrainian members to prevent their resources from being transferred and asked the Board for advice on moving forward. The Board decided to remove general moderation and only apply moderation on a case-by-case basis for members who do not comply with the RIPE Code of Conduct or for messages that are not relevant to the mailing list. ---------------------------- Resolutions Adopted ---------------------------- - The RIPE NCC Executive Board approves the minutes of EB#165 and EB#166. - The RIPE NCC Executive Board approves the updated Treasury Statute June 2023. - The RIPE NCC Executive Board approves the selection of UBS Luxembourg as a counterparty in compliance with the updated Treasury Statute June 2023. - The RIPE NCC Executive Board approves the selection of American Express Europe S.A. as a counterparty. - The RIPE NCC Executive Board resolves to remove the suspension imposed on 21 April 2023 and allow the submission of new applications for the IPv4 Waiting List, effective immediately. - The RIPE NCC Executive Board, taking into account: ● The ongoing discussions about RIPE Policy Proposal 2023-03; ● The perceived support by the community for this proposal; and ● The time to reach consensus through the Policy Development Process Resolves to extend the resolution EB#163-R-02 and continue allowing members and End Users (represented by their sponsoring LIRs) to request the prevention of their resources from being transferred until RIPE Policy Proposal 2023-03 completes the Policy Development Process. The RIPE NCC Executive Board will review this resolution in six months and anticipates the RIPE community will develop a RIPE policy for a permanent solution in the meantime. - The RIPE NCC Executive Board resolves to remove the temporary moderation of the members-discuss mailing list imposed on 7 March 2022. The RIPE NCC Executive Board further resolves to moderate emails sent from individual subscribers who, from 28 June 2023, send emails evaluated as not in accordance with the purpose of the mailing list or the principles of the RIPE Code of Conduct. This evaluation and moderation will be conducted by a designated member of the RIPE NCC Executive Board and a RIPE NCC staff member. All emails, accepted or rejected, will be archived on the RIPE NCC website. Further, the RIPE NCC Executive Board resolves that if individual subscribers are put under moderation based on this resolution, this moderation will last one year from the date the last non-complying email was sent, even if this email was sent while the individual subscriber was under moderation. Dear RIPE NCC members, I am sure you will have seen by now many invites to take part in the RIPE NCC Survey 2023. I would like to thank all 3,500 people who have taken the time to give their input so far. And if you have yet to take it, I urge you to do so before it closes this Friday, 30 June at 23:59 UTC. https://www.ripe.net/survey I’d like to explain why we would like as many of you as possible to take this survey. It has been four years since we last carried out such an extensive survey of our members and community, and this one arrives at a very important time for the RIPE NCC. In the run-up to the recent General Meeting, we consulted with the membership on the charging model that we should use in the coming years. This consultation also sparked a lot of discussion about the RIPE NCC’s activities and budget. The vote on the charging scheme for 2024 means that fees will remain the same next year and there will be an effective reduction in the income the organisation receives. So, as we move into the planning cycle for 2024, we need to be sure that we plan effectively for the coming years with your input as the main guidance in the process. We will start to analyse the results of the survey from next week, and this will form the basis for the Draft Activity Plan and Budget that we will share with members in the Autumn. The survey asks a wide range of questions, including on the importance you attach to the various services we provide, ways to improve our registry and other services, and the main challenges you face that the RIPE NCC can help with. By getting your thoughts on these kinds of questions, we will be able to focus our planning on the needs of members and produce a Draft Activity Plan and Budget that takes those needs into account. The survey is open to everyone to take, so more than one person per company can participate, and responses are anonymous so you can provide your feedback freely. It is available in ten languages so we can get input from across the service region. And there are still several prizes to be won, including a trip to Rome to attend the RIPE 87 Meeting in November. [news] Implementing EU Sanctions Exemption

Dear colleagues, My previous mail [1] explained that Internet number resources fell under an exemption within the EU sanctions regulations against Russia that exclude resources “strictly necessary for the provision of electronic communication services.” I now want to update you on how we will be implementing this. In our last sanctions transparency report (published on 11 May), we listed 12 members and End Users who were confirmed to be subject to EU sanctions against Russia (or else were non-cooperative and therefore had to be treated as though they were sanctioned) [2]. We also reported a further 602 cases requiring investigation, which meant that we also had to treat this wider group of members and End Users as though they were sanctioned until they could be investigated by our staff. On Monday, 12 June, we will begin restoring normal service levels to all members and End Users who fall within the scope of this exemption and we will start processing any requests that were put on hold due to these sanctions. Where applicable, we will remove the "Sanctioned" note that we added to their resources in the RIPE Database. We will also accept new membership applications and sponsorship agreements signed by End Users from sanctioned entities that fall within this exemption. It's important to note that while most members and End Users impacted by EU sanctions against Russia are covered by this exemption, some are not. Our staff will follow up with all affected members directly to let them know if this exemption applies to their specific case. Members and End Users who do not fall within the scope of the exemption will continue to have reduced service levels as per our regular sanctions procedure [3]. We will not invoice sanctioned members that fall under the exemption until we have clarity from our banks regarding their ability to accept payments from them. However, we need to reiterate that all members have the same payment obligations, and so we will require payment once we have resolved the banking issue. The RIPE NCC membership voted on the following six resolutions: Resolution 1: “The General Meeting adopts the RIPE NCC Financial Report 2022.” The resolution was approved. Resolution 2: "The General Meeting discharges the Executive Board with regard to its actions as they appear from the Annual Report 2022 and Financial Report 2022." The resolution was approved. Resolution 3: RIPE NCC Charging Scheme 2024: The General Meeting adopts the RIPE NCC Charging Scheme 2024 Model D. In addition to the RIPE NCC Charging Scheme adopted in Resolution 3, the General Meeting adopts an extra charge of EUR 50 per ASN as an integral part of the Charging Scheme 2024. 5. In addition to the RIPE NCC Charging Scheme adopted in Resolution 3, the General Meeting adopts an extra charge of EUR 500 per accepted transfer request as an integral part of the Charging Scheme 2024. 6. The General Meeting adopts the amendments to the RIPE NCC Standard Service Agreement. The first resolution asks members to adopt the financial reporting for 2022. The second asks members to confirm that the Executive Board has discharged its duties as described in the Annual and Financial Reports. The third resolution asks members to vote for a new Charging Scheme model. The Board believes that the category-based model (Model A) will put the RIPE NCC in the best position to manage change in the future. Resolutions 4 and 5 are separate votes on charging for ASN assignments and transfer requests. The Board’s advice to members is therefore to vote preferentially for Models A, B, C and D in that order, and to vote “yes” for additional charges for ASNs and transfers. Finally, resolution 6 asks members to adopt amendments to the RIPE NCC Standard Service Agreement. [news] RIPE NCC Certified Professionals is Back Online

Dear colleagues, I’m very pleased to report that RIPE NCC Certified Professionals is back online! We took a hiatus for a few weeks to transition to a new exam platform. I would also like to thank all the RIPE community members who helped us test this new system, for not only taking the exam but also for sharing your feedback with us. Here are some of the biggest changes that we’ve made: - You no longer need to schedule exams in advance - you can take an exam on demand. - We now use the services of Better Examinations, a Europe-based exam provider. - Exams are no longer “live proctored” but use a record and review system instead. This system uses Proctorio, and it’s important to note that the exam recordings are accessible only to select RIPE NCC staff, and for a limited duration. Test takers are also no longer obliged to scan the room before taking exams. - You are no longer obliged to use government-issued identification cards to register for the exam - any photo ID will do. We look for a match between the name and photo on the ID document with the test taker. - We can introduce more interactive questions in the exams, as the new platform offers greater flexibility. - There are no longer any geographic restrictions on accessing the exam platform. [news] Dutch Authorities Confirm Internet Number Resources Fall Within Sanctions Exemption

Dear colleagues, As announced on the RIPE NCC Services WG mailing list on Wednesday, last week, we received confirmation from the Dutch authorities on a matter regarding the EU sanctions related to freezing or not making available economic resources to listed entities in Russia. They confirmed that Internet number resources fall within an exemption that was introduced in 2022, which excludes resources that are “strictly necessary for the provision of electronic communication services”. We are currently discussing internally the operational consequences of this confirmation and we will share more information once we are clear on how we will implement this. Background: As an association under Dutch law, the RIPE NCC is in principle subject to Dutch and EU legislation, and the Dutch authorities are responsible for their enforcement. In general, EU sanctions regulations relate to: Prohibiting specific products and services from being provided in a specific country. RIPE NCC services are not included in these regulations. Financial restrictions, which consist of: Freezing of funds and economic resources belonging to designated persons and entities; and A prohibition on making funds and economic resources available to such persons and entities. While country-based sanctions are not relevant to us, the financial restrictions (2.) are. This is because the registration of Internet number resources is considered an economic resource. Accordingly, we are prohibited from making new Internet number resources available to any sanctioned persons or entities. We are also required to freeze any resources they already have. The EU exemption: As part of its sixth package of Russian sanctions, the EU regulations introduced an exemption to the above mentioned financial restrictions. The exemption reads: “[Financial restrictions] shall not apply to funds or economic resources that are strictly necessary for the provision of electronic communication services by Union telecommunication operators, for the provision of associated facilities and services necessary for the operation, maintenance and security of such electronic communication services, in Russia, in Ukraine, in the Union, between Russia and the Union, and between Ukraine and the Union, and for data center services in the Union.” Clarification by the Dutch authorities: Following the introduction of this exemption in the EU regulation about Russian sanctions, the RIPE NCC requested clarification from the Dutch authorities on whether this exemption applies to Internet number resources. Last week we received an official confirmation from the Dutch authorities that the exemption applies indeed to Internet number resources. Operational consequences: We are now reviewing the operational consequences of this exemption and the relevant amendments that will be required to our current procedure.
