[news] RIRs Submit Remarks to ITU WTPF-13

Dear colleagues, On 29 April 2013, the RIPE NCC, as a sector member of the International Telecommunication Union (ITU), formally submitted a document to the ITU Secretariat on behalf of the five Regional Internet Registries (RIRs). The document addresses a range of issues that will be discussed at the upcoming ITU World Telecommunication/ICT Policy Forum 2013 (WTPF-13): https://www.ripe.net/internet-coordination/internet-governance/multi-stakeh… In mid-April, various RIPE community members gave feedback on a draft of this document. It was updated ahead of its official submission and now includes more detailed information to address some of the opinions discussed by the Informal Expert Group (IEG) that was convened in preparation for the WTPF-13. An annex has been added outlining the efforts of the five RIRs to support the deployment of IPv6 and IPv6 capacity building. Representatives of all five RIRs will be present at WTPF-13 and, as always, are available for consultation on any of the points raised in this document, as well as any other aspects of RIR business. Executive Board Nomination for RIPE NCC Board Elections

Dear colleagues, The nomination period for candidates to the RIPE NCC Executive Board closed on the 24th April. We didn't receive a third nomination, so the Executive Board is nominating a third candidate in accordance with the RIPE NCC Articles of Association. The Board therefore nominates James Blessing to be the third candidate. James is a respected member of the RIPE community and has shown himself to be familiar and engaged with the issues affecting the RIPE NCC membership. We thank James for agreeing to stand for election. The election takes place 15-16 May at the General Meeting (GM) to be held in Dublin. We hope that members will register to attend the meeting if they are in Dublin or will participate remotely via the webcast. Members should also have received invitations to vote electronically, and we urge you to take advantage of opportunity to cast your vote in the elections and on the three resolutions to be voted on. [service] RIPE Database Proxy Service

Dear colleagues, The consultation period in which the RIPE NCC put forward three options to the membership for discussion with regards to how they would like us to proceed with the RIPE Database Proxy Service is concluded. The options were: - Make it a member-only service - Keep the service free for now but bound by a contract - Discontinue the service During this consultation period, there were expressions of support for both keeping it as a free service bound by a contract and discontinuing the service. The RIPE NCC Executive Board took the mailing list opinions into account and has decided to continue this service free of charge while requiring that there be a contract in place. The Executive Board reached this decision as there are very low costs associated with this service and they could not see any strong argument to discontinue this service to the community. They agreed that this would be reviewed again in the future, and they plan to do this for all RIPE NCC services and activities. The RIPE NCC will contact the parties currently using the service to ask them to sign a new agreement. Any new parties wanting to use the service can contact the RIPE NCC to sign the agreement. I would like to point out that this service does not affect the openness or accessibility of the RIPE Database in any way. The information is open and accessible to everyone at all times. [news] RIRs Publish Response to ITU WTPF Opinions on Internet Governance

[Apologies for duplicates] Dear colleagues, The International Telecommunication Union (ITU) will hold the Fifth World Telecommunication/ICT Policy Forum (WTPF) in Geneva this May. This event is being convened specifically to look at Internet-related public policy matters. The primary input document to this meeting is a report by the ITU Secretary General, including six Opinions agreed to by an Informal Experts Group (IEG) that met three times over the past year. These Opinions touch on issues including management of Internet number resources, encouraging IPv6 adoption, support for Internet Exchange Points (IXPs), multi-stakeholder governance and Enhanced Cooperation. The five Regional Internet Registries (RIRs) have drafted responses to the five Opinions that relate directly to the RIRs' areas of expertise and coordination. [GM] Important: Charging Scheme 2014 to be Voted On at Upcoming GM

Dear members, The RIPE NCC Charging Scheme 2014 is now available online: https://www.ripe.net/lir-services/ncc/gm/may-2013/supporting-documents The RIPE NCC Executive Board is proposing this Charging Scheme for the membership to vote on at the RIPE NCC General Meeting (GM) on 15 May 2013. The Charging Scheme continues the "one LIR, one fee" model that was introduced for 2013. The Executive Board proposes that the fee for 2014 be EUR 1,750, plus EUR 50 for every PI assignment. In previous years, the RIPE NCC Charging Scheme was voted on at the Autumn General Meeting. The Executive Board is putting the Charging Scheme to the membership to vote on at the May General Meeting to: - Help members with their budgeting for the following year - Implement the recommendation of the RIPE NCC Charging Scheme Task Force Voting on the Charging Scheme 2014 will take place at the GM on 15 May. We urge all RIPE NCC members to vote on the Charging Scheme resolution, either in person at the GM or via electronic voting. Dear members, This is a final reminder that there will be an election for two seats at the RIPE NCC General Meeting on 15 May 2013. The closing date for nominations to the RIPE NCC Executive Board is 24 April at 23:59 (UTC). Nominees need five nominations/support mails in order to be confirmed candidates. If there are fewer than three candidates for the election by 24 April, the RIPE NCC Executive Board will nominate a third candidate to ensure that more candidates than open seats are available to choose from, as proscribed by the Articles of Association. The method of choosing a candidate is at the Board's discretion. [news] Plan to discontinue email signing from certain addresses

Dear colleagues, One of the goals of the RIPE NCC is to simplify and streamline our infrastructure and internal processes. Over the years, we have taken great strides in making our infrastructure easier to maintain and more cost effective. However, there are a couple of legacy scripts and tools that are entangled deeply in our workflows and are very hard to phase out on the short term. One of these legacy tools is our ticketing system. The infrastructure we need and the resources it costs is disproportionate to the amount of value that it offers. Migrating away from it in one go is proving to be very complicated. This is why we have decided on a phased approach. One element of the ticketing system that will be affected in the first phase is PGP Authentication: https://www.ripe.net/lir-services/resource-management/contact/pgp-authentic… Signing emails from hostmaster(a)ripe.net, lir-help(a)ripe.net, new-lir(a)ripe.net and enum(a)ripe.net is one of the first pieces that we need to remove in order to phase out all the legacy software. While we realise that it is a best practice to sign such emails and are aware of the value it offers, we are planning to discontinue email signing from just these addresses starting 1 January 2014. It will allow us to phase out a part of our infrastructure that makes future migration a lot easier, while saving cost in the mean time. Please note that this change will not affect email interaction with the RIPE Database. As soon as we have replaced our current ticketing system, we will re-evaluate email signing. As we may have overlooked some potential issues that certain members of our Community might have if we discontinue this functionality, naturally we are open to your feedback.
