Dear colleagues, We're pleased to announce that the second South East Europe (SEE 2)/RIPE NCC Regional Meeting will take place at the Aleksandar Palace Hotel in Skopje, Macedonia, from 22-23 April 2013. [Apologies for duplicate emails] Dear colleagues, On Monday, 7 January 2013 we announced that we would start using our 2013 key to sign emails from our ticketing system. Due to technical problems we have to publish a new key which will be published today, Monday, 14 January 2013. Dear RIPE NCC members, At the General Meeting on 26 September 2012, the RIPE NCC membership voted to approve the RIPE NCC Charging Scheme 2013. Accordingly, Direct Assignment Users and non-RIPE NCC members that used NRTM and DNSMON services in 2012 were asked to become RIPE NCC members. The implementation of this process is now complete. All customers who did not terminate their service have either completed the process of becoming a RIPE NCC member or are in the process of doing so. Of 195 Direct Assignment Users, 166 decided to become RIPE NCC members. The other 29 decided to terminate their agreement. Of nine non-member NRTM users, one decided to become a RIPE NCC member and the rest decided to terminate the service. All seven non-member DNSMON users decided to become RIPE NCC members. The RIPE Document "Closure of Member and Deregistration of Internet Number Resources" has been updated to reflect the fact that there are no longer Direct Assignment Users. This document is available at: <https://www.ripe.net/ripe/docs/ripe-578/> --------------------------------- RIPE Database Proxy Service --------------------------------- The RIPE NCC also requested that users of the RIPE Database Proxy Service should become RIPE NCC members. Following discussion on this issue on various mailing lists, it was decided that the proxy service will retain its 2012 status as a free service available to non-RIPE NCC members until further membership and community discussions have taken place. [news] NRO Observations on WCIT-12 Process

________________________________________________________________________ NRO Observations on WCIT-12 Process ________________________________________________________________________ The Number Resource Organisation (NRO) issued a statement on the outcomes of the recent World Conference on International Telecommunications (WCIT) 12 process expressing its concern about aspects of the meetings, in particular, events from the last few days of the conference. Unfortunately, anticipated discussions were eclipsed by other debates, and did not satisfy initial expectations that: 1. WCIT would have no bearing on the internet, its governance or its content, and 2. The event would allow all voices to be heard. Importantly, the NRO also expressed concern that open multi-stakeholder conduct did not occur. The NRO strongly supports the WSIS 2005 principles on multi-stakeholder Internet governance, and will continue to participate in the ITU in expectation that the ITU's processes can evolve visibly and rapidly towards these accepted principles. RIPE NCC Activity Plan 2013

Dear colleagues, We are pleased to announce that the RIPE NCC's Activity Plan and Budget for 2013 is now available online. This definitive document has been approved by the RIPE NCC Executive Board with input from the RIPE community, and outlines the work we will undertake in the coming year. Changes have been made since the draft Activity Plan was introduced prior to the last RIPE NCC General Meeting. RIPE NCC Report on IGF 2012

Dear colleagues, The seventh Internet Governance Forum took place in Baku, Azerbaijan from 6-9 November 2012, bringing together more than 1600 people from 128 countries. The RIPE NCC participated in the event, working with fellow Regional Internet Registries (RIRs) and industry partners to develop the IGF program, organise workshops and contribute to discussions. Reports and session transcripts have now been published on the IGF website for the three workshops that the RIPE NCC was involved in organising: Workshop 99: Moving to IPv6: Challenges for Internet Governance (Organised by the Number Resource Organization (NRO)) http://wsms1.intgovforum.org/content/no99-moving-ipv6-challenges-internet-g… Workshop 100: Internet Governance and RPKI (Organised by the NRO) http://wsms1.intgovforum.org/content/no100-internet-governance-and-rpki#rep… Workshop 117: Best Common Practices for Building Internet Capacity (Organised by RIPE NCC, AFRINIC and the Arab IGF) http://wsms1.intgovforum.org/content/no117-best-common-practices-building-i… The RIPE NCC also contributed to workshops on Internet Exchange Point development (Workshop 159), Developing a National/Regional Framework of Principles for Internet Governance (Workshop 170), and two sessions discussing output from the Arab IGF. The main plenary session on Managing Critical Internet Resources (CIRs) considered issues surrounding the ICANN new gTLD program, Intergovernmentalism (focusing on the ITU, WCIT and the International Telecommunications Regulations) and IPv4 markets. Each of these discussions built on work done in earlier workshops, with APNIC Chief Scientist Geoff Huston representing the RIR community perspective on the panels. A transcript of this session is available at: http://www.intgovforum.org/cms/component/content/article/114-preparatory-pr… Looking ahead, APNIC Director General Paul Wilson spoke to the Closing Ceremony, highlighting the ongoing concerns regarding IGF funding and the importance of maintaining the IGF as part of a broader, multi-stakeholder, bottom-up system of Internet governance. There were also calls from many participants for the IGF to take a more active role in defining and facilitating "Enhanced Cooperation", a key concept in Internet governance processes since the World Summit on the Information Society (WSIS) in 2003. The next IGF will be held in late 2013 in Indonesia. Paul Rendek will continue in his role as a member of the Multi-stakeholder Advisory Group (MAG), which will develop the themes and working methods for the event. There will also be opportunities for members of the general public to contribute feedback and ideas through Open Consultations, the first of which will take place at the UNESCO Headquarters in Paris on 28 February 2013.
