The report deals mainly with the areas of User Support and Networked Information Retrieval, although reports of some of the plenary sessions are also included. ABOUT EARN __________ EARN originated as an international version of BITNET to cover Europe, the Middle East and Africa, and EARN has kept close cooperation with BITNET and CREN. At the beginning, EARN comprised about 15 West European countries and from 1990 East European countries were quickly connected. At present, the new countries emerging from the former Soviet Union are becoming members and at present EARN connects 31 countries. A common IP infrastructure (EBONE) is used today in Europe both by Internet and EARN users. As a result of this, NJE can today be assimilated with other applications based on IP lines like FTP or Telnet. EARN is, obviously, still coordinating the activities related to NJE, but is also focusing on other user services which are entirely independent of NJE. EARN is nowadays focused on maintaining the satisfactory quality of service reached during the past two years, on facilitating the mail/file exchange with other networks, and on offering more and new services on top of the network layers. A completely new service in the users support area has also been commenced in April 1993. Users, as well as system administrators throughout EARN, often come across problems in dealing with the network and have no local source of help to turn to. EARN has decided to address this problem by offering a Net-consulting Help Desk ser- vice. The service is free of charge and is limited to users in EARN countries. EARN is providing for its users up to date documentation concerning all the important services available via the network. A comprehensive set of documents concerning e-mail, file transfer and interactive mes- sages, and covering the major operating system platforms has been produced and is available on-line. A set of Pocket guides as well as Quick Reference Cards and Primers for novice users have been printed and are freely distributed to EARN members. These guides and reference cards concentrate on the most popular servers reachable through the network (e.g. LISTSERV, Trickle, BITFTP, RELAY, WWW, WHOIS, Archie, Gopher, and so on). The EARN association is partially funding the development of a DEC/VMS version of LISTSERV, to be developed by E.Thomas, and has also started a special interest group for the definition of an unsolicited file transfer protocol over TCP/IP, to be used by LISTSERV as well as by any other server performing DISTRIBUTE functions. In addition EARN is also collecting topological data for the Internet, without which there can be no efficient distribution, and plans to update and maintain such information in a standard form as a value- added service to its membership. It is important to note that NJE is used where appropriate but that other protocols are chosen where more practical and that the focus is today on the applications mentioned above. The goal is to bring the advanced end user services to all countries in Europe, the Middle East and Africa. JOB DESCRIPTION FOR ADDITIONAL EARN STAFF POSITIONS. ____________________________________________________ Ideally we would like to hire one permanent staff (at the EARN Office near Paris, France) and one part time (50%) staff (work location to be decided with the candidate) but we are open to discuss different ar- rangements, case by case, in order to guarantee the maximum efficiency of the new staff. RARE carries out technical activities and provides a platform for discussion and education to encourage the development of a high-quality computer networking infrastructure for the European research community. RARE's aim is to overcome national boundaries in research networking to enable researchers to communicate, to use information and to access computer resources throughout Europe and in other continents. To achieve its aims RARE has set up a Technical Committee which defines and manages the RARE Technical Programme (RTP). A number of Working Groups and Task Forces carry out the Technical Programme. Another field of activity is the organization of conferences and symposia. In May 1994 the 5th Joint European Networking Conference combined with INET 94 will take place in Prague, Czech Republic. Furthermore RARE has established liaison with major Information Technology & Telecommunications standardization and political bodies. Organizational Structure: All RARE members are represented in the Council of Administration (CoA), which governs the RARE Association. Its responsibilities include: determining RARE's policies and priorities, adopting the budget and the annual accounts and the setting up and monitoring of RARE working bodies. The RARE Executive Committee (REC) is concerned with the management of the Association. The RARE Secretariat, headed by Secretary General, provides general support to the work of the Association and is responsible for general coordination and publicity. RESEAUX IP EUROPEENS NETWORK COORDINATION CENTER (RIPE NCC) ----------------------------------------------------------- RIPE, Reseaux IP Europeens, is a collaboration of European network operators using the Internet protocol suite. Experience in the RIPE community, and in the Internet community at large, has shown that certain information and coordination services are needed for the proper functioning of the Internet. The current RIPE structure is very well suited for coordinating type of work. It is less well suited for the day to day work that is of a more administrative nature. These tasks will be handled by dedicated technical staff that form the RIPE Network Coordination Center (NCC). In accordance with the Terms of Reference, the main objective of the RIPE NCC is to give support to the networking organisations that cooperate in RIPE. RARE as the association of research networks in Europe houses the RIPE NCC which is located in Amsterdam, The Netherlands. The RIPE NCC does not provide end user support services. Also network operation functions will not be provided by the RIPE NCC as these functions are performed by the network operation staff of the RIPE member organisations. The RIPE NCC will however provide the necessary support and coordination to enable the RIPE member NOC staff to provide these services. The RIPE NCC activities are divided in four main areas: - Technical Coordination Activities - Technical Development Activities - Administrative - RIPE Activity Support -Administrative - Reporting A detailed description of these activities has been published as RIPE document ripe-w07. This document can be obtained from the RIPE document store (ftp.ripe.net) or from the address below. The activity plan is currently being revised. The Network Coordination Center works in close cooperation with RIPE: - RIPE, on behalf of RARE, defines the tasks and functions of the NCC - the NCC reports to RIPE on operational matters - the NCC reports to RARE on organisational matters - RIPE organisations participate in the work of the NCC - RIPE, on behalf of RARE, regularly reviews the operations of the NCC The RIPE NCC is currently staffed by 3 full time employees: one NCC manager one NCC technical staff one NCC administrative staff In addition there is one full time engineer working at the RIPE NCC on development projects within the RTP. DEVELOPMENT PROJECTS ------------------- Basic agreement between RARE and RIPE foresees the division between service provision performed by RIPE NCC and development work which is organised within the RARE Technical Programme (RTP). To assure the synergetic effect, it has been decided to locate RARE staff working on the IP related development projects on the RIPE NCC premises and to utilize the expertise of RIPE NCC staff with their part-time participation in the projects in the roles of project managers or RARE Project Development Officers. This was the case of the "Route Server Project", managed by B.Stockman and D.Karrenberg, the RIPE NCC Manager. There is a new, larger, project PRIDE, ("Policy based Routing Implementation and Development in Europe") in the start-up phase. Financial resources are provided to RARE to run the project by a number of national and international organisations, from Europe and USA. The PRIDE project will further implementation and deployment of policy based routing in the European Internet. This project combines implementation work with the production and delivery of documentation and training materials.A detailed project description is available upon request. RARE Information Services and User Support Working Group (ISUS) =============================================================== RARE is the European Association of Research Networks. RARE has set up several Working Groups to undertake the RARE Technical Programme. The Information Services and User Support Working Group (ISUS WG) is a broad based open group of volunteers with membership consisting of user support staff, library staff, subject based support staff, information providers and applications and protocol developers in the area of networked information retrieval. ISUS WG Remit ============= The ISUS WG has a broad remit which is broken down into several sub-areas: Network User Support Asynchronous Group Communication Networked Information Retrieval and Services Liaison Mailing List ============ Discussion items should be sent to: WG-ISUS(a)rare.nl This list is open for self-subscription. The following task forces are in operation. TF: User Documentation Coordinator: Bert.Stals(a)surfnet.nl Good progress has been made on producing some very short guides to the various network services. This group is very aware of the IETF efforts in this area and is trying to avoid duplication of effort. The group is also working with the EARN Documentation group to provide input to the EARN "Guide to network resource tools" which is currently being updated. There will be a report on progress to the IETF Userdoc WG in Amsterdam. TF: Document Delivery Coordinator: Maria.Heijne(a)surfnet.nl Surfnet have carried out a survey on Document Delivery Projects (world wide). This report has just been updated and will be submitted as a RARE Technical Report. It has produced a status report on Networked Information Retrieval Tools and Groups. This is currently being updated. The next stage is to do some evaluation of the various tools. The evaluation criteria are being drawn up. TF: UNITE "Total Solution" User Interface Coordinator: G.Munroe(a)qub.ac.uk UNITE - User Network Interface to Everything! There has been discussion of the requirements on the unite list and a proposal to do a survey of "total solution" user interfaces to the variety networked services and to evaluate some of these. The evaluation criteria are being discussed. An informal survey of "what people have on their desktop" has been conducted. The unite mailing list file store has a good collection of related documents. George Munroe also produces a monthly summary of the main discussion points as well as a monthly news file. TF: RARE Technical Report 1 Coordinator: Jill.Foster(a)newcastle.ac.uk This is a status report on Information Services and User Support in Europe. It is was updated and reprinted in May. The next update will be in September/October. It is available via anonymous ftp from: mailbase.ac.uk file: /pub/wg-isus/rtr1 TF: Training, Publicity and Awareness Coordinator: Jill.Foster(a)newcastle.ac.uk This is a joint RARE/IETF WG. Its first role is to collect information on existing training materials using a "TopNode" style template. It will build on the work done by the UK NISP/ITTI Network training materials project - in the first instance. The data elements and subject headings for the template are being discussed. The collection together of Subject resource guides is a task of this group. TF: Support for Special Interest Communities Coordinator: D.W.Hartland(a)newcastle.ac.uk The COSINE Project P3 (support activities for international user groups), proposed by the forerunner of the ISUS WG, has just finished. This group needs to look at ways of continuing support for these pilot groups and for other special subject groups. A document on "building electronic communities" is being put together. TF: Automatic Mail Based Servers: User Requirements Coordinator: Paul Klarenberg Klarenberg(a)netconsult.ch This is a joint task force between RARE ISUS and RARE MSG (Mail and Messaging). Some proposals for work in this area and a charter are in preparation. TF: Multi Media Information Services Coordinator: C.J.Adie(a)ed.ac.uk This is a joint task force between RARE ISUS and RARE IMM (Interactive Multi Media). Some proposals for work in this area are in preparation. A fourth such meeting is scheduled for September/October. Face to Face Meetings ===================== In order to minimise travelling expenses of WG members, RARE WGs are meeting around the two European conferences: JENC: Joint European Network Conference in the spring - this concentrates on the more technical side of RARE's work NSC: The Network Services Conference in the Autumn - this concentrates on Network Applications and User Services (although there is still much overlap between the two programmes) In Warsaw (October), ISUS WG will be meeting on Monday (all day) and Thursday afternoon. The agenda will be drawn up nearer the time. This year the Internet Engineering Task Force (IETF) is holding its meetings in Amsterdam in July. This will be its first meeting in Europe. RARE WGs will meet there too. Final Word ========== This is an open group of volunteers. Anyone who is prepared to provide constructive comment or effort in this area - or who simply wishes to "listen and learn" is very welcome. European Routing Changes

The NCC has recently learned about a number of European routing changes implemented around July 1st. An incomplete list of these is (in no particular order) - termination of the EASIGATE T1 link CERN-Cornell and re-homing of the link to Washington DC as an EBONE link - US connectivity from GARR/INFN to the US moved from the CERN US link to a link between Italy and ESnet in the US - intra-European connectivity to/from GARR/INFN moved to ? - several bi-lateral agreements to exchange traffic via EuropaNet - starting gateway traffic between EuropaNet and EBONE Since then the NCC has had a number of enquieries about observed routing instabilities. Partly these were due to link failures complicating the situation. The upshot of all this is that the European routing situation has changed quite a bit and you should expect instabilities and unusual routes. Login with username "anonymous" supplying your email address as the password. After logging in, type "cd ripe/docs/ripe-docs" followed by the command "get <filename>". For example "get ripe-88.txt". Electronic Mail Retrieval of Documents -------------------------------------- Documents can also be retrieved from the RIPE document store using a mail server program. For more information on how to use the program, send email to: mail-server(a)ripe.net with "send HELP" in the body text. RIPE NCC Interactive Information Server --------------------------------------- Type "telnet host info.ripe.net". This is a menu driven service allows the document store to be browsed. After reading documents you are prompted as to whether you would like to receive an email copy of the document you have just read.
