The target audience is to for any database user to uniquely identify a resource holder organisation. This is a core registry function, and avoids ambiguity versus only using the organisation name and country. Marco mentioned in his presentation at RIPE 91 (Improving Resource Holder Information): "Should we maybe publish them as RIPE NCC managed value?
