Dear colleagues, At last week’s RIPE 85 meeting in Belgrade, the RIPE community discussed ways to further protect the resources of Ukrainian networks. I want to provide a brief summary of what we heard at RIPE 85 and outline what we will be doing next. At the meeting, there seemed to be general support for the following points: - Apply a temporary freeze on all transfers from Ukrainian networks until a better solution can be found - Implement a way for members concerned that they are at risk to lock their resources and prevent them from being transferred for a set period of time - The RIPE NCC should be able to act on urgent matters without going through the policy development process, especially as policy changes will take several months to complete the RIPE PDP even if there is unanimous support - Ukrainian operators do not want government to take a more active role in terms of approving registry updates - The RIPE NCC should move on this matter with urgency However, we do note that there have been further comments on the mailing lists arguing against a blanket freeze on transfers. As an immediate response, all transfer requests from Ukrainian networks will be escalated to me until further notice. We will of course continue to apply the highest levels of due diligence when reviewing these requests. This will add some amount of delay, which I think is entirely appropriate under the circumstances and given the seriousness of the concerns that have been raised. This should be seen as a temporary measure which has the advantage of being something we can apply straight away. RIPE NCC staff are currently investigating additional short-term measures and we will update you on our next steps after these have been discussed with the Executive Board. Dear colleagues, The RIPE NCC General Meeting October 2022 took place from 26-28 October 2022. A total of 1,269 members cast their votes. The following resolutions were approved at the General Meeting: Resolution 1 ‘The General Meeting approves the redistribution of the excess contribution paid in 2022 by redistributing the RIPE NCC 2022 surplus to the membership in 2023.’ Resolution 2 Proposal to implement amendments in the Dutch law ‘The General Meeting, in accordance with Article 21 of the Articles of Association, adopts the amendments to Articles 10 and 11.5 of the Articles of Association as proposed and announced by the Executive Board on 28 September 2022. Furthermore, the General Meeting instructs and authorises the Executive Board to perform or to have performed all that is required to have the amendments executed before a Dutch civil law notary.’ Resolution 3 Proposal to give the Management Team the authority to call for Executive Board elections ‘The General Meeting, in accordance with Article 21 of the Articles of Association, and provided Resolution 2 is adopted, adopts the amendments to Article 10.1 of the Articles of Association as proposed and announced by the Executive Board on 28 September 2022. Furthermore, the General Meeting instructs and authorises the Executive Board to perform or to have performed all that is required to have the amendments executed before a Dutch civil law notary.’ Resolution 4 Proposal to remove the requirement to have paper ballots for RIPE NCC General Meeting voting ‘The General Meeting, in accordance with Article 21 of the Articles of Association, and provided Resolution 2 is adopted, adopts the amendments to Article 18.5 of the Articles of Association as proposed and announced by the Executive Board on 28 September 2022. [news] Update on Independent Investigation of Allegations by RIPE NCC Staff Member

Dear RIPE NCC members, I want to give you an update on the independent investigation that we initiated in May this year into allegations of bullying of a RIPE NCC staff member by a member of the Executive Board. In short, the investigation is still ongoing. We understand that people want to see a conclusion to the investigation, and we share that desire to see an outcome. However, the most important aspect of this matter is to have a fair and independent investigation that leads to the right outcome. Several legal issues and difficulties in arranging meetings with various parties over the summer have been the main causes of delay. There will be no action taken until the independent investigation is complete. And to clarify, until we get an outcome from the investigators, no one is or will be placed under administrative leave or will be asked to step down from a position. Dear RIPE NCC Members, We invite you to try out the new RIPE NCC Translations Wiki. We have translated eight RIPE NCC topics into six languages - Arabic, Farsi, Italian, Russian, Spanish and Turkish. We are always trying to lower the barriers to participate and we’re eager to find ways to support members across our service region. This includes increasing our translated information for members. Go to the wiki: https://translated.ripe.net/ The RIPE NCC Translations Wiki is built using MediaWiki, an open source platform that accommodates translations of texts. This is a starting point, and we would like to create more translations of topics that are of interest to you. And longer term, we will look to incorporate this content on www.ripe.net once our CMS allows us to better provide for translated materials. The texts have been translated by external translators and reviewed internally at the RIPE NCC. [news] 160th RIPE NCC Executive Board Meeting - Summary Notes

Dear RIPE NCC members, The RIPE NCC Executive Board held its 160th Meeting on 26 September 2022, and the minutes from the meeting are now available. Minutes of the 160th Meeting: https://www.ripe.net/about-us/executive-board/minutes/2022/minutes-160th-ex… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent to the membership that it represents. The following is a summary of the main items from the meetings. Further details are available in the minutes. ----------------------- Main Items ----------------------- - I reported on executive team developments and leadership training, the RIPE NCC Days Tashkent meeting, objectives and developing OKRs, Integrated Risk Management and the RIPE NCC Status Page - The Draft Activity Plan and Budget 2023 was reviewed and approved by the Board ahead of the meeting - Fergal Cunningham shared the draft agenda for the RIPE NCC General Meeting in October 2022. The Board approved the draft Agenda for publication - Fergal Cunningham continued to report on the outcome of looking into other electronic voting vendors. The Board agreed to move forward with a new system and noted that some changes will need to be implemented so the new voting system meets the requirements of the RIPE NCC - Athina Fragkouli explained the proposed amendments to the Articles of Association. The Board discussed the amendments and agreed to propose the three sets of amendments for adoption by the General Meeting - Athina shared a legal analysis of introducing requirements for submitting notarised documents and apostilles, explaining the benefits and challenges. Athina agreed to do a full analysis of which documents would need notarisation and apostilles - Athina then recommended amendments following a review of the Standard Service Agreement and LIR Account Agreement by the legal team. The Board agreed with the suggestions and asked Athina to finalise the work - RIPE Chair, Mirjam Kühne shared her report on the latest developments in the RIPE community, including moderation of the ripe-list, the RIPE NCC’s impact analysis for the open policy proposal in the RIPE Database Working Group, an update on the Code of Conduct Task Force and preparations for the upcoming RIPE 85 meeting - Razvan Oprea presented the costs, conditions and consequences of moving different services to the cloud. Storage on premise was also discussed to make a comparison of the costs. The Board also discussed the storage of historical data for RIS and RIPE Atlas - Felipe Victolla Silveira presented on a new service being developed called Publish in Parent, which allows RIPE NCC members and End Users who run Delegated CA to publish their RPKI-signed objects in the RIPE NCC infrastructure ---------------------------- Resolutions Adopted ---------------------------- The RIPE NCC Executive Board approves the minutes of EB#159. The RIPE NCC Executive Board approves the publication of the Draft RIPE NCC Activity Plan and Budget 2023. The RIPE NCC Executive Board approves the publication of the draft agenda for the RIPE NCC General Meeting in October 2022. The RIPE NCC Executive Board approves the proposed amendments to the RIPE NCC Articles of Association and instructs the Managing Director to prepare the relevant resolutions for the adoption of the proposed amendment by the next General Meeting. Please keep in mind that the mailing lists remain the official feedback mechanism to the RIPE NCC Executive Board and management, and all policy proposal discussions should still take place on the relevant mailing list. By adding a forum, we would like to create room for more conversations or discussions on topics that are of interest to you, like helping you learn how to use our tools or services, or to make it easier to connect with others who might have solutions for issues you face. Trying something new can be a bit daunting, so we’re starting off with the standard features available in Discourse. As we see the use of the forum evolving, we will consider adding more advanced features. For a while now, the existing RIPE Forum (our web interface for the mailing lists) has been displaying a banner announcing that it will be retired soon. This is due to the planned upgrade to Mailman 3, which has significantly improved functionality for searching and browsing mailing lists, making the existing web interface redundant. We will continue to support the old web interface until the upgrade is completed. In the meantime, we hope you will try out our new forum, and tell us what you think.
