This proposal aims to remove the needs assessment for the first AS Number requested by holders of an IP address prefix allocated or assigned directly by the RIPE NCC. This proposal has been updated and it is now at version 2.0. The main difference from version 1.0 is that the routing policy should be documented in the RIPE Database when the AS number received without providing a justification is in use. Please provide your feedback on the Address Policy Working Group mailing list before 10 November 2026. https://www.ripe.net/community/policies/proposals/2026-01/ https://www.ripe.net/membership/mail/ripe-mailing-lists/address-policy-wg/ Policy Proposal 2026-02 "Contractual Accountability Framework for Infrastructure-Level Network Abuse" has been submitted for Discussion. Please verify your details in the LIR Portal to avoid reminders or closure warnings. * Update your info: https://my.ripe.net/ * Estimate your 2027 costs: https://pricing.ripe.net/ * 2027 Charging Scheme: https://www.ripe.net/publications/docs/ripe-867/ *LIR Account Closure* To avoid being invoiced for 2027, submit a complete and valid LIR closure request before 31 December 2026. For closures linked to transfers or changes in business structure, please include all required documentation and clearly confirm your intent to close the account. Note: Resources must be transferable at the time of request. IPv6 allocation transfers may require additional evaluation. [GM] Executive Board Recommendation on GM Resolutions To Be Voted On
by Ondřej Filip 15 Oct '26

15 Oct '26

Dear RIPE NCC members, The agenda for the RIPE NCC General Meeting (GM), taking place from 28-30 October, is now final: https://www.ripe.net/membership/gm/meetings/october-2026/agenda/ Along with the regular GM items to be discussed (Draft Activity Plan and Budget, Update from the Executive Board, Reports from the RIPE NCC, Financial Update), there are two resolutions and an election of arbiters for members to cast their votes on. The full text of the resolutions and the list of arbiter candidates is included at the bottom of this mail. And the supporting documents for the GM are available at: https://www.ripe.net/membership/gm/meetings/october-2026/supporting-documen… The Board recommends that you vote Yes to approve the two resolutions and that you read the information on the arbiter candidates so you can make an informed choice regarding who should be on the Arbiters Panel. Redistributing the 2026 Surplus The first resolution asks members to decide on the redistribution of the RIPE NCC surplus, predicted to be approximately EUR 1 million. Voting ‘Yes’ to approve the resolution would see the surplus added to the RIPE NCC reserves. We are advising members to do this because we are planning significant investment in the RIPE NCC’s IT infrastructure. Adding the surplus to the reserves will provide a financial buffer that can support this project. If members do not approve the resolution, this surplus will be redistributed to the members in 2027. It is important to note that in previous years, a Yes vote would have seen the surplus redistributed to the members. We made a change this year because the Board does not want to recommend a No vote on a resolution - we are proposing the resolution and therefore recommend members to approve the resolution. Amendments to the RIPE NCC Articles of Association The second resolution asks members to approve amendments to the Articles of Association (AoA). These amendments are intended to bring the RIPE NCC’s formal governance structure in line with the way the organisation already works in practice. The Board recommends that members vote Yes on this resolution. The RIPE NCC’s Chief Legal Officer, Athina Fragkouli, will present on the proposed amendments at the GM. She has also written a RIPE Labs article that gives details on what will change and why this change is an exercise in good governance. We ask that you read the article so that you are informed on this topic before casting your vote. https://labs.ripe.net/author/athina/moving-to-a-new-board-structure/ RIPE NCC Arbiter Panel Election Finally, there will be an election to fill six seats on the RIPE NCC Arbiter Panel. You can read how each of the candidates meets the eligibility criteria at: www.ripe.net/s/gm/oct-2026/arbiters-panel-candidates/ We ask that you read the information provided by the candidates before casting your vote in the election. Registering to Vote The Board urges all members to register to vote at the GM. These are important governance matters that we believe will strengthen the governance of the organisation and help it to be resilient in the face of the challenges that it will meet in the years ahead. You can register now at: https://my.ripe.net/#/meetings/active/ Regards, Ondřej Filip RIPE NCC Executive Board Chair Resolution 1 “The General Meeting approves to add/subtract the excess contribution/deficit paid in the financial year 2026 in the following way: - In case there is an excess contribution, this will be added to the RIPE NCC reserves. - In case of a deficit, this will be covered by the RIPE NCC membership in 2027.” NOTE: If the membership does not approve the resolution, the excess contribution paid will be redistributed to the membership in 2027 according to the RIPE NCC Clearing House procedure and the deficit will be paid by RIPE NCC reserves. Resolution 2 "The General Meeting, in accordance with Article 21 of the Articles of Association, adopts the amendments to the Articles of Association as proposed and announced by the Executive Board on 30 September 2026. Furthermore, the General Meeting instructs and authorises the Executive Board to perform or to have performed all that is required to have the amendments executed before a Dutch civil law notary." Technology – The IRR Landscape: What RPKI Can Replace In the third part of our IRR landscape series, we use traffic measurements from AMS-IX and DE-CIX to assess which parts of the IRR landscape can safely be replaced with RPKI.
