[GM] Voting at the RIPE NCC General Meeting

Dear members, The RIPE NCC General Meeting takes place tomorrow, Wednesday, 24 May and we are asking the members to exercise their voting rights on the resolutions and in the election for three Executive Board seats. The six resolutions are: 1. “The General Meeting adopts the RIPE NCC Financial Report 2022.” 2. "The General Meeting discharges the Executive Board with regard to its actions as they appear from the Annual Report 2022 and Financial Report 2022." 3. Presentation of the RIPE NCC Charging Scheme 2024. Option A: “The General Meeting adopts the RIPE NCC Charging Scheme 2024 Model A.” Option B: “The General Meeting adopts the RIPE NCC Charging Scheme 2024 Model B.” Option C: "The General Meeting adopts the RIPE NCC Charging Scheme 2024 Model C.” Option D: "The General Meeting adopts the RIPE NCC Charging Scheme 2024 Model D.” 4. In addition to the RIPE NCC Charging Scheme adopted in Resolution 3, the General Meeting adopts an extra charge of EUR 50 per ASN as an integral part of the Charging Scheme 2024. 5. In addition to the RIPE NCC Charging Scheme adopted in Resolution 3, the General Meeting adopts an extra charge of EUR 500 per accepted transfer request as an integral part of the Charging Scheme 2024. 6. The General Meeting adopts the amendments to the RIPE NCC Standard Service Agreement. The first resolution asks members to adopt the financial reporting for 2022. The second asks members to confirm that the Executive Board has discharged its duties as described in the Annual and Financial Reports. The third resolution asks members to vote for a new Charging Scheme model. The Board believes that the category-based model (Model A) will put the RIPE NCC in the best position to manage change in the future. Resolutions 4 and 5 are separate votes on charging for ASN assignments and transfer requests. The Board’s advice to members is therefore to vote preferentially for Models A, B, C and D in that order, and to vote “yes” for additional charges for ASNs and transfers. Finally, resolution 6 asks members to adopt amendments to the RIPE NCC Standard Service Agreement. [news] RIPE NCC Certified Professionals is Back Online

Dear colleagues, I’m very pleased to report that RIPE NCC Certified Professionals is back online! We took a hiatus for a few weeks to transition to a new exam platform. I would also like to thank all the RIPE community members who helped us test this new system, for not only taking the exam but also for sharing your feedback with us. Here are some of the biggest changes that we’ve made: - You no longer need to schedule exams in advance - you can take an exam on demand. - We now use the services of Better Examinations, a Europe-based exam provider. - Exams are no longer “live proctored” but use a record and review system instead. This system uses Proctorio, and it’s important to note that the exam recordings are accessible only to select RIPE NCC staff, and for a limited duration. Test takers are also no longer obliged to scan the room before taking exams. - You are no longer obliged to use government-issued identification cards to register for the exam - any photo ID will do. We look for a match between the name and photo on the ID document with the test taker. - We can introduce more interactive questions in the exams, as the new platform offers greater flexibility. - There are no longer any geographic restrictions on accessing the exam platform. [news] Dutch Authorities Confirm Internet Number Resources Fall Within Sanctions Exemption

Dear colleagues, As announced on the RIPE NCC Services WG mailing list on Wednesday, last week, we received confirmation from the Dutch authorities on a matter regarding the EU sanctions related to freezing or not making available economic resources to listed entities in Russia. They confirmed that Internet number resources fall within an exemption that was introduced in 2022, which excludes resources that are “strictly necessary for the provision of electronic communication services”. We are currently discussing internally the operational consequences of this confirmation and we will share more information once we are clear on how we will implement this. Background: As an association under Dutch law, the RIPE NCC is in principle subject to Dutch and EU legislation, and the Dutch authorities are responsible for their enforcement. In general, EU sanctions regulations relate to: Prohibiting specific products and services from being provided in a specific country. RIPE NCC services are not included in these regulations. Financial restrictions, which consist of: Freezing of funds and economic resources belonging to designated persons and entities; and A prohibition on making funds and economic resources available to such persons and entities. While country-based sanctions are not relevant to us, the financial restrictions (2.) are. This is because the registration of Internet number resources is considered an economic resource. Accordingly, we are prohibited from making new Internet number resources available to any sanctioned persons or entities. We are also required to freeze any resources they already have. The EU exemption: As part of its sixth package of Russian sanctions, the EU regulations introduced an exemption to the above mentioned financial restrictions. The exemption reads: “[Financial restrictions] shall not apply to funds or economic resources that are strictly necessary for the provision of electronic communication services by Union telecommunication operators, for the provision of associated facilities and services necessary for the operation, maintenance and security of such electronic communication services, in Russia, in Ukraine, in the Union, between Russia and the Union, and between Ukraine and the Union, and for data center services in the Union.” Clarification by the Dutch authorities: Following the introduction of this exemption in the EU regulation about Russian sanctions, the RIPE NCC requested clarification from the Dutch authorities on whether this exemption applies to Internet number resources. Last week we received an official confirmation from the Dutch authorities that the exemption applies indeed to Internet number resources. Operational consequences: We are now reviewing the operational consequences of this exemption and the relevant amendments that will be required to our current procedure. [GM] Requirements and Expectations for Board Members and Candidates

Dear all, This week, you will have seen an invitation to join the Executive Board at an Open House on Requirements and Expectations of Board Members and Candidates. I want to provide some context on why we are having this meeting and how your input can help the Board. There are several reasons why we feel that now is the right time to discuss the expectations that the RIPE NCC membership has of its Executive Board members, not least the fact that we are responsible for the good governance of the RIPE NCC. And while the members will always elect the Board, we want to look closely at the formal requirements for Board members to make sure those elected will be able to carry out the role effectively and play their part in the good governance of the RIPE NCC. We recently strengthened the processes around board candidacy by making amendments to the Articles of Association, which were approved by the membership. But we have seen recently in other RIR regions that there have been concerns raised about candidates for executive boards. This has made us pay extra attention to our own processes around board candidacy and membership. The responsibilities of the Board are also much greater now than they were five, ten or 20 years ago. The Board has oversight of an organisation that manages important and valuable resources for 20,000 members. It must deal with highly complex issues such as the impact of war and sanctions on the membership and the Internet, as well as ensure that service delivery is provided effectively and fairly across an incredibly diverse service region. Financial oversight is a big part of our governance, as demonstrated by the recent discussions about the RIPE NCC Charging Scheme. And we are also effectively responsible for the well-being of all the excellent staff who work hard to meet your needs. To add to this, an independent investigation was carried out into allegations of bullying and harassment of a RIPE NCC staff member by a Board member. The investigation found no evidence of a breach of the RIPE NCC Code of Conduct and the Board will respect the findings of that investigation. But this did force us to look at our current structures and ask ourselves how we could handle such a situation should something similar arise again, and whether having new requirements or restrictions in place would help. At our Board meeting in March, we discussed these issues and focused on whether there should be any new requirements, restrictions or expectations for those who sit on the Executive Board. The discussion covered many areas, including whether there should be restrictions on having more than one Board member from the same organisation or country, and whether it’s appropriate for Board members to sit on the boards of other Internet organisations. This discussion is noted in the minutes from our recent board meeting: https://www.ripe.net/about-us/executive-board/minutes/2023/minutes-165th-ex… Although we had a good discussion on these issues, we did feel it would be better to consult directly with the membership about these topics. Following this discussion, the Board could then propose changes to the Articles of Association affecting the make-up of the Board. Such changes would have to be voted on by the membership. At this stage, what we are looking for is your input and your ideas to help make sure that the Board of the RIPE NCC is set up to effectively represent your interests. [GM] RIPE NCC Executive Board Open Houses: 16 and 17 May, 9:00 UTC (11:00 CEST)

Dear RIPE NCC members, The RIPE NCC will hold two Open House events relating to the RIPE NCC Executive Board next week on 16 and 17 May. Both will last 90 minutes, and both will begin at 09:00 UTC (11:00 CEST). Requirements and Expectations for RIPE NCC Executive Board Members and Candidates The first of these sessions, on 16 May, will be an opportunity for members to discuss an issue noted at the 165th Board meeting held earlier this year: requirements for Board members and candidates. The Board discussed this issue during the meeting and decided that it wanted to explore it further with the membership whose interests it is charged with representing. [GM] Instant Run-Off Voting at the RIPE NCC General Meeting

Dear all, At the upcoming General Meeting (GM) on 24-26 May, members will vote on six resolutions and in the Executive Board election. The full agenda with these votes is available at: https://www.ripe.net/participate/meetings/gm/meetings/may-2023/agenda-ripe-… While five of these votes are Yes/No votes, two of these votes will use the instant run-off voting method that we use when there are more than two options to vote on. We have not used instant run-off voting for the charging scheme vote previously - we have used it for Executive Board elections since the introduction of electronic voting. Due to the charging scheme vote that will impact the fees paid by members in 2024, we expect that many members will be voting for the first time and will not have used instant run-off voting before. So I want to explain how it works so members can vote with confidence on the options they’ll have at the GM. How Instant Run-Off Voting Works There is a short video explainer on our GM webpages that explains very clearly how the process works: https://www.ripe.net/participate/meetings/gm/meetings/may-2023/how-to-vote With instant run-off voting, you are asked to rank the options in order of preference (charging scheme models or Executive Board candidates). You can rank as many options as you like - you are not required to add a preference for more than one option. However, your second, third and further preferences can determine the outcome of the vote. All first choices are counted and if an option receives more than half of the first choices, that option wins, just like in any other vote. If there is no majority winner after counting first choices, the outcome is decided by an “instant run-off.” The option with the fewest votes is eliminated, and voters who picked that option as their top choice will have their next choice counted. This process continues until one option has more than half of the vote. Instant run-off voting is designed to arrive at a result that has broad support among the electorate while keeping the majority-wins principle. It also allows more choices to be given to voters, and it means that even if your first choice does not win, your second choice can help to select the winning option. If you want to see if you can calculate the outcome of a fictional instant run-off election, you can use a test slate of votes we posted as a challenge on the RIPE NCC Forum: https://forum.ripe.net/t/instant-run-off-voting-challenge/455 Instant Run-Off Voting and the Charging Scheme The vote on the charging scheme that will determine members' fees for 2024 has seen a lot of discussion on the members-discuss mailing list. The four options that members will vote on are: - Model A: Category-based model, (projected income: EUR 42M) - Model B: Continuation of the “one LIR, one fee” model with a 10% LIR fee price increase (projected income: EUR 42M) - Model C: Continuation of the “one LIR, one fee” model with a 5% LIR fee price increase (projected income: EUR 40M) - Model D: Continuation of the “one LIR, one fee” model that is exactly the same as the 2023 model (projected income: EUR 38M) By using the instant run-off model, the Executive Board was able to propose four models to give the members a choice between a new category based model and the current “one LIR, one fee” model. It also allowed the Board to include the option to retain the current charging scheme without any changes. There were comments that by having one category-based model and three “one LIR, one fee” models that this would split the vote against the category-based model and ensure Model A wins. However, if a majority of members decide to vote for the other options as their top three preferences, or decide to not put down a preference for Model A, then the votes will be allocated to another “one LIR, one fee” model as is each one is eliminated, resulting in a majority for the most popular “one LIR, one fee” model.
