RIPE NCC in Danger

Dear colleagues, more than a week ago we have published the RIPE NCC Activity Plan and Charging Scheme. We have also asked for nominations of persons to serve on the RIPE NCC Association's Executive Board. Up to now there has been very little feedback to us and no public discussion whatsoever. A total of 1 (one) person has been nominated for the Executive Board. Only 13 of currently 796 contributors have so far registered for the contributors committee meeting; that is less than 2% of the contributors. I tend to interpret this data optimistically and conclude that you all are basically happy with what the NCC is doing and how it is done. Thus you see no point to make the time it takes to take part in the governance of the RIPE NCC. If this interpretation is true the vote of confidence is flattering. However it would be very nice to hear it explicitly rather than implicitly. This would make the NCC stand stronger and make the concept of industry self-regulation all the more stronger. Given the low number of nominations, there is a real danger now that we will not be able to elect a strong and competent executive board. It has become very likely that the executive board will be elected in an ad-hoc fashion at a meeting of a very few contributors and that there is no public discussion prior to that election. This bears the danger of electing persons who do not really have the necessary time and/or expertise available to them. This will make the NCC weaker. NCC management needs the executive board as a strong partner in developing the NCC. I am personally quite concerned that the lack of interest in the governance of the NCC may lead to difficulties in the long run. Minorities and/or special interests might gain disproportionate influence. The NCC itself may take up momentum in directions the majority of the contributors do not want. Once this has happened it is can be very difficult to correct. The amount of effort needed to keep something on track is far less than to put it back on track after it has derailed. I urge all of you to take more of an active interest in these matters and to nominate proficient people to serve on the executive board. We would also appreciate feedback and discussion about the documents published, in particular the 1998 Activity Plan and Charging Scheme. As result of this discussion it was decided to form a committee to produce terms of reference (on the committee are Marcel Schneider, Lars Johan Limann, Willi Black, Nial O'Reilly) Rob Blokzijl proposed to open a new WG with Nial O'Reilly as chairman; noone objected, everyone welcomed the WG During second half of BoF mainly two issues were discussed: 5.2.1 position of IANA concerned with 4 issues related to IANA: - funding - authority - legal protection - recognition of authority and importance of IANA (it is recognised by the Internet community, but not yet by governmental authorities) 5.2.2 reaction on IAHC, IPOC IPOC process needs to be visible to outside world, also to people who did not sign the MoU - we need to be involved in IPOC process: - 29th meeting in Brussel between respresentatives of EC and IPOC - next day hopefully meeting between IPOC and new WG representativs - some people from WG intend to participate in the WIPO meeting in Geneva Christopher Wilkinson from DG13 in EC welcomed RIPE to this new WG Wilfried Woeber: will you discuss issue of property of names? Function: Managing Director History of involvement with European Internet and RIPE NCC: ----------------------------------------------------------- Frode Greisen is managing director of Ebone Inc. which provides a European IP backbone connecting 78 Internet Service Providers in 30 countries. He has worked with computers since 1963 and with computer networks since 1984. He is a member of the Board of Trustees of the Internet Society since 1992 and served as its treasurer until he was elected chairman of the Society in 1997. He was the president of the European Research and Education Network (EARN) from 1989 to 1995. EARN was an early supporter of the RIPE NCC and provided a substantial part of its funding until the present system with user payment was set up. At the merger between EARN and Reseaux Associee de la Recherche Europeenne (RARE) in October 1994 into the Trans-European Education and Research Networking Association (TERENA) he was elected president of TERENA and he served in that position until May 1995. Frode Greisen was born in 1940 and obtained his M.Sc. in electrical engineering in 1964 and a Ph.D. in solid state physics in 1968 from the Technical University of Denmark. He was at the Technical University of Denmark first as a research assistant and later as an assistant professor from 1964 to 1970, with IBM Denmark from 1971 to 1977 and with the Danish Computing Center for Research and Education from 1978 to 1996. He was acting part time as general manager for the Ebone consortium from 1992 to 1996 when the Ebone Association and the Ebone company were established and he joined the company as a full time employee in 1996. Hostcount for August 1997

Dear all, Here is the hostcount for August 1997. The table shows an increase since last month of almost 115,000 (or 2.4%) to a total of almost 5,000,000 hosts in the DNS in Europe and surrounding areas. The UK shows the highest increase for August with more than 23,000 hosts more than in July. Quite a few zones show a decrease this time. In AT one of the large ISP's did not allow a zone transfer. We hope we can convince them to allow it again next month. FI showed a huge increase last month. Now they've lost more than 17,000 hosts. The hostcount can also be found under ftp://ftp.ripe.net/ripe/hostcount. RNA Executive Board Nominations / Election

Dear RIPE NCC Contributors, As you are aware we are well under way preparing for the establishment of the new legal organisation for RIPE NCC which is currently dubbed RNA (RIPE NCC Association). RNA has been discussed for the last few months and is described in ripe-161. An important body within this organisation is the Executive Board (EB). The EB governs the RIPE NCC and is responsible to the members. It consists of 3-5 people. Anyone can serve on the EB except employees of RNA. We are now at a stage where we need to find the constituting EB. Normally the EB will be elected by the RNA members. Since there are no RNA members yet, the appropriate group to bootstrap this process is the RIPE NCC Contributors Committee. Therefore members for the constituting EB will be elected at the upcoming meeting of the Contributors Committee on September 23rd. There remains the problem to find a number of high quality candidates for the EB. *YOU* are one of those who have to help with this. Given that time is short the "three man group" who is tasked to help establishing RNA will drive this process. They are: Paul Ridley <Paul.Ridley(a)ripe.net> Karel Vietsch <Vietsch(a)terena.nl> Wim Vink <Wim.Vink(a)eu.net> The task of these people is to *collect* nominations and it is *not* to *select* them. They will publish all nominations received. If you would like to suggest or nominate someone suitable to serve on the EB, please send your nomination to <eb-nominations(a)ripe.net>. You may also direct any questions you may have to this address. Besides Paul Ridley, Karel Vietsch and Wim Vink also the following three persons are available to act as contact points for anyone with questions related to the EB elections: Rob Blokzijl <Rob.Blokzijl(a)nikhef.nl> Daniel Karrenberg <Daniel.Karrenberg(a)ripe.net> Kees Neggers <Kees.Neggers(a)surfnet.nl>. On Mondays 8th, 15th and 22nd of September the committee will publish on the Contributors Committee mailing list a complete list of nominations received so far. We hope that the list will then be used for discussion such that the meeting will be well prepared for the election and the opinions of those not able to attend the meeting itself can have an influence. We stress that while this is going on, e-mail discussion within the Contributors Committee is encouraged. Anyone not comfortable with the procedure above is completely free to use the list itself to nominate people. The purpose of the procedure is to ensure that the contributors committee can select from a sufficient number of high quality nominations on September 23rd, three weeks from now.
