research survey on Segment Routing (SR-MPLS) traffic engineering
by Dekinder Florian 30 Sep '26

30 Sep '26

Dear colleagues, I am conducting a research survey on Segment Routing (SR-MPLS) traffic engineering practices in operational networks, as part of an ongoing measurement study at the University of Liège (Belgium). Our work builds on AReST, a methodology we developed to detect and characterize SR-MPLS tunnels from external traceroute measurements (paper: https://orbi.uliege.be/bitstream/2268/337150/1/paper.pdf — code: https://gitlab.uliege.be/segment-routing) The goal of this survey is to complement our external measurements with first-hand operational insight from network engineers and architects. If you are involved in the design, deployment, or operation of SR-MPLS in your network, I would greatly appreciate your input. The survey takes approximately 5 minutes and all responses will be kept strictly anonymized in any publication. Thank you for your time — every response helps, even if your deployment is limited or in early stages. Best regards, Florian Dekinder Contact: florian.dekinder(a)uliege.be Link: https://forms.gle/VRChqTh2mJk4KRBQA

Off-topic request: quick language audio verification
by Stefan-Gabriel Lungu 23 Sep '26

23 Sep '26

Hi all, I know this is highly off-topic for this mailing list, so apologies in advance. I’m a bit desperate and trying to get something verified urgently for a project. I have one very short (3–6 second) audio clip for each of these languages: Portuguese, Polish, Dutch, Greek, Finnish, Icelandic, Maltese and Slovenian. I just need someone who knows any one of these languages to listen to the corresponding clip and confirm whether it is actually that language. Even verifying a single language would help. If you can help, please reply directly to me privately, not to the mailing list, and I’ll send you the relevant YouTube link. Thank you, and apologies again for the very off-topic request. Stefan.

NRO increases its contribution to the Internet Governance Forum to US$100,000
by Ulka Athale 23 Sep '26

23 Sep '26

This message is sent on behalf of the Number Resource Organization (NRO) ------------------ The announcement is available at: https://www.nro.net/nro-increases-its-contribution-to-the-internet-governan… ------------------ NRO increases its contribution to the Internet Governance Forum to US$100,000 ------------------ The Number Resource Organization (NRO) is pleased to announce that it has increased its financial contribution to the Internet Governance Forum (IGF) to US$100,000. The contribution was formally accepted by the United Nations Department of Economic and Social Affairs on 28 August 2026. It will support the activities of the IGF and its Secretariat as the Forum continues to provide an open, inclusive and global platform for dialogue on Internet governance. The NRO welcomes the decision contained in the United Nations’ WSIS+20 outcome document to establish the IGF as a permanent forum of the United Nations, with its Secretariat hosted by the Department of Economic and Social Affairs on a stable and sustainable basis and supported by appropriate staffing and resources. The outcome document recognizes the IGF as the primary multistakeholder platform for discussing Internet governance issues. It also calls for the strengthening of the IGF Secretariat, sustainable funding for the Forum, greater support for national and regional initiatives, and broader participation by stakeholders from developing countries and underrepresented communities. The NRO’s increased contribution reflects the commitment of the five Regional Internet Registries to the multistakeholder model of Internet governance and to the IGF’s role in bringing together governments, the private sector, civil society, the technical and academic communities, and Internet users from all regions. Establishing the IGF as a permanent forum represents an important achievement for the global Internet community. Its long-term success, however, will require stable and predictable support. The NRO therefore encourages organizations and stakeholders across the Internet community to contribute financial and other resources to help the IGF fulfil its permanent mandate and continue strengthening inclusive participation in Internet governance. Regards, The NRO Secretariat ------------------ About the NRO The Number Resource Organization is the coordinating body for the five Regional Internet Registries: AFRINIC, APNIC, ARIN, LACNIC and the RIPE NCC. The NRO works to promote and protect the open, stable and secure operation of the Internet number resource system and supports the participation of the RIR communities in global Internet governance. ------------------ Kind regards, Ulka Athale Community Development Manager RIPE NCC www.ripe.net

RIPE Labs Article Competition RIPE 93 - Results
by Alun Davies 22 Sep '26

22 Sep '26

Dear colleagues, I'm pleased to announce the winners of our latest RIPE Labs article competition. First prize goes to Sebastian Kappes for his article, 'When Traceroutes Lie: How TTL Jumps Can Give Us a False Impression of the Internet’s Topology', which looks at how manipulated TTL values can distort the network topology we think we see in traceroute measurements. Runner-up prize goes to Matthias Wichtlhuber and colleagues for 'The IRR Landscape: What RPKI Can Replace', the third and final part in their series on the IRR landscape, examining which parts of the IRR ecosystem can already be replaced by RPKI – and which still cannot. You can find all 11 entries here: https://labs.ripe.net/competitions/ripe-labs-article-competition-ripe-93/ Our congratulations to the winning authors, and many thanks to everyone who entered the competition. RIPE Labs depends on the ideas and insights people from across the community are willing to share, and it was especially good to see eight new authors contributing this time around. We're very glad to be able to share their work and look forward to welcoming the winners to an upcoming RIPE Meeting. Kind regards, Alun Davies RIPE Labs Editor RIPE NCC

No, my idea is not to start putting anything like "Lucas Rolff trading as X B.V."! In my idea, the LIR would operated by Lucas Rolff. The LIR would assign to the BV whatever resources it needs, and ensure that they’re properly documented in the RIPE database as having been assigned to that BV. You’d write a simple contract between yourself (as the natural person who operates the LIR) and the BV. The contract would have the BV pay, in view of the services and resources that it receives, a fee that would at the very least cover your LIR operator’s expenses including RIPE membership expenses. Of course it is totally appropriate, and it should certainly be accepted by tax authorities, that when the BV receives from the LIR services and resources that are used for operating the business, it should pay a corresponding fee. If that fee is higher than your LIR-related expenses, the difference would be part of personal your taxable income, but the cost of the RIPE membership wouldn’t be paid from “using money that has already been taxed”. Greetings, Norbert

ASO AC Calls for Nominations for Seat 9 on the ICANN Board of Directors
by Ulka Athale 15 Sep '26

15 Sep '26

This message is sent on behalf of the Number Resource Organization (NRO) ----------------- The announcement is available at: https://aso.icann.org/aso-ac-calls-for-nominations-for-seat-9-on-the-icann-… ----------------- The Address Supporting Organization Address Council (ASO AC) invites nominations for Seat 9 on the ICANN Board of Directors. The person selected by the ASO AC will be nominated for designation by the ICANN Empowered Community and will serve a three-year term beginning at the conclusion of the ICANN Annual Meeting in 2027, expected to take place in November 2027. ----------------- Role of an ICANN Board Director ----------------- ICANN Board Directors serve in their individual capacity and have a duty to act in what they reasonably believe to be the best interests of ICANN. Directors do not serve as representatives of the ASO, the Regional Internet Registries, their employers, or any other organization or constituency. Candidates should understand the responsibilities and time commitment associated with serving on the ICANN Board before accepting a nomination. ----------------- Eligibility requirements ----------------- Candidates must satisfy the criteria and requirements established in Sections 7.3 through 7.6 of the ICANN Bylaws. These include: - Integrity, objectivity, sound judgment, and the ability to contribute effectively to collective decision-making; - An understanding of ICANN’s Mission and the potential impact of ICANN decisions on the global Internet community; - Relevant knowledge and experience contributing to the overall skills, experience, and diversity of the ICANN Board; - The ability to work and communicate in written and spoken English; - Compliance with the additional qualification requirements in Section 7.4 of the ICANN Bylaws; and Compliance with ICANN’s conflict-of-interest requirements. Each nominee must sign a Certification Letter confirming compliance with ICANN’s eligibility, conduct, and character requirements. The questionnaire will also request the nominee’s consent to the due diligence review independently managed by ICANN. A nomination does not by itself make an individual an eligible candidate. The ASO AC Qualification Review Committee will review the information submitted by each nominee and determine whether the nominee satisfies the applicable requirements. ----------------- Geographic restriction ----------------- Section 7.2(c) of the ICANN Bylaws provides that no two Directors nominated by the same Supporting Organization may be citizens of the same country or of countries located in the same ICANN Geographic Region. The ASO-appointed Director serving in Seat 10, Christian Kaufmann, is from the Europe Geographic Region. Consequently, the ASO AC cannot consider for Seat 9 a candidate whose country used for nomination purposes is located in the Europe Geographic Region. If a nominee has citizenship in more than one country, or has been domiciled for more than five years in a country of which they are not a citizen, Section 7.2(c) allows the nominee to identify the eligible country of citizenship or domicile to be used for nomination purposes. A person may identify only one domicile. ----------------- Nomination process ----------------- Anyone may nominate any person, including themselves. Nominations must be submitted by email to board-nominations [at] aso [dot] icann [dot] org no later than: Tuesday, 15 December 2026 at 23:59 UTC Each nomination must include: - Full name of the nominee; - Nominee’s email address; - Nominee’s telephone number, if available; - Nominee’s country of citizenship or eligible domicile for nomination purposes; - Full name of the person submitting the nomination; - Nominator’s email address; and - Nominator’s telephone number, if available. The ASO Secretariat will contact each nominee directly and provide the Certification Letter, and submission instructions. To remain under consideration, nominees must accept their nomination and return the completed Certification Letter by the close of the nomination phase. Those submitting nominations are therefore strongly encouraged to do so well before the deadline. The ASO AC will publish information about nominees who complete the required documentation and are determined to be qualified candidates. If fewer than two qualified candidates remain under consideration for the open seat, the nomination period will be extended in accordance with the ASO AC selection procedures. ----------------- Selection timeline ----------------- The proposed schedule is: Nomination phase: 15 September –1 5 December 2026 Public comment phase: 16 December 2026 – 14 March 2027 Interview phase: 15 January – 14 March 2027 Selection deliberation: 15 March – 29 April 2027 Selection voting: 30 April – 7 May 2027 Expected public announcement: Around 15 May 2027 The public comment phase will remain open throughout the interview phase. Qualified candidates may be required to participate in written and videoconference interviews. The ASO AC will announce the selected candidate only after the applicable due diligence review has been completed without significant concerns. The dates above may therefore be adjusted if required by the selection or due diligence process. Any changes will be published on the ASO website. ----------------- Further information ----------------- Additional information, candidate announcements, opportunities to submit public comments, and updates about the selection process will be published on the dedicated 2027 ICANN Board Seat 9 selection page on the ASO website. The selection will be conducted in accordance with Section 9.4 of the ASO AC ICANN Board Selection Procedures. Relevant documents include: ICANN Bylaws ASO Memorandum of Understanding ASO AC ICANN Board Selection Procedures Questions about the nomination or selection process may be sent to secretariat [at] nro [dot] net.
