Charter for new RIPE "anti-spam" Working Group: Final Draft

Aim The problem of "spam" on the Internet is well known to almost all users [Vix98]. Its use (abuse) is increasing and in many cases it can cause severe technical and operational problems to network operators and users; in particular those hosts which are target as email "relays". Since technical measures to combat this network abuse have not been widely deployed, it was proposed at a BoF session on the subject at RIPE 29 [spamBoF98], to form a Working Group which would aim to tackle the problem from two non-technical angles: * To develop a "Code of Conduct" to which ISPs might agree to adhere. It is foreseen that this document might be used as an indication that a signing party would make efforts to ensure that their customers are not responsible for abuse of the network resources of others or that they would be prepared to take actions to combat network abuse. * To make a recommendation as to the feasibility and usefulness of a "Centre for European Network Abuse Resolution (CENAR)". This centre would not handle individual abuse complaints, but might, for example, provide a conflict resolution service if ISPs are unable to resolve issues regarding abuse complaints themselves (for instance an ISP does not co-operate in abuse- complaints matters). The Centre could also help with deployment of technical solutions and might pre-empt governmental regulation through the perception of a degree of "self governance" within the European ISP community. The proposed working group would define the statutes, target audience, workplan and propose a financial model for such a service. 2. Who can participate The work of this group will be carried out principally by email. It is proposed to meet at the RIPE meetings in order to finalise any documents. Participation in RIPE working Groups is open to all. To join, send a message to majordomo(a)ripe.net containing the text: subscribe anti-spam. The first face-to-face meeting will be at RIPE 31. 3. Workplan This charter should be presented for approval at the plenary session of RIPE 30. If approved at the plenary, a Working Group would be formed with the nominated chair. This working group would be expected to work on the two issues in parallel and would aim to have at least some draft documents ready for discussion at RIPE 31. 4. These test-boxes measure the delays on the network by sending time-stamped packets to each other. More information about the Test-Traffic Project can be found on the home-page of the Test-Traffic Project at http://www.ripe.net/test-traffic. If you are interested in hosting a test-box, please start by reading the RIPE documents 168 (version 2.0) and 179, which should contain everything that you need to know about hosting a test-box at your site. Both documents are available from the Test Traffic project home-page. If your site can meet all requirements, please fill out the application form at http://www.ripe.net/test-traffic/host_testbox.html. If anything is unclear or if your site is interested in hosting a test-box but cannot meet all requirements, do not hesitate to contact us. If you have already expressed interest in hosting a test-box, please fill out the form too. It is our goal to distribute the test-boxes amongst topologically interesting places, while at the same time keeping the location of the test-boxes manageable from an operational point of view. Also note that the number of test-boxes is limited and that the project is still in a pilot phase. RIPE 30: Connectivity & Mbone

CONNECTIVITY We have 20 Sun workstations providing access to ssh, telnet and web browsers. There will also be the usual 10baseT connections for laptops and the RIPE NCC will bring their 2.4 GHz Digital WaveLan kit. If you have a WaveLan card please bring it with you. Unfortunately we don't have many cards to lend out. DHCP will be available. If you need to open your filters we will be using addresses from KTH's 130.237/16. Connectivity is provided courtesy of KTH NADA (Computer Science) and SUNET. European Hostcount for April 1998

Dear All, below is the hostcount for April 1998. The table shows an increase since last month of nearly 120,000 (or 1.9%) to a total of almost 6,450,000 hosts in the DNS in Europe and surrounding areas. The it domain shows the highest increase for April with approximately 31000 hosts more than in March. - Brief Notes on this Hostcount - The main reason for Italy having the largest increase was a problem in last month's count: an important nameserver was not answering queries. Similarly, Greece's increase in comparison to an almost equal drop the previous time. Last months drop was discovered to be due to a file mixup when gathering the data which is not generated by the RIPE NCC. Finally, a drop for Germany is certainly not expected. This is due to three second-level domains being skipped, due to nameserver problems. de is such a large domain that a repeat count was not possible in the time available. - Other Ways to Obtain the Hostcount - The hostcount can also be found under ftp://ftp.ripe.net/ripe/hostcount.
