Although the meeting is mostly technical, it is also a chance for people to meet and network with others in their field. RIPE 67 will take place from 14-18 October 2013 in Athens, Greece. The RIPE Programme Committee (PC) is now seeking content proposals from the RIPE community for the plenary session presentations, BoFs (Birds of a Feather sessions), panels, workshops, tutorials and lightning talks at RIPE 67. The PC is looking for presentations covering topics of network engineering and operations, including but not limited to: • IPv6 deployment • Managing IPv4 scarcity in operations • Commercial transactions of IPv4 addresses • Data centre technologies • Network and DNS operations • Internet governance and regulatory practices • Network and routing security • Content delivery • Internet peering and mobile data exchange Submissions RIPE Meeting attendees are quite sensitive to keeping presentations non-commercial, and product marketing talks are strongly discouraged. Repeated audience feedback shows that the most successful talks focus on operational experience, research results, or case studies. For example, presenters wishing to describe a commercial solution should focus on the underlying technology and not attempt a product demonstration. The RIPE PC accepts proposals for different presentation formats, including plenary session presentations, tutorials, workshops, BoFs (Birds of a Feather sessions) and lightning talks. See the full descriptions of these formats at https://ripe67.ripe.net/programme/i-want-to-present/presentation-formats/ Presenters who are proposing a panel or BoF are encouraged to include speakers from several (perhaps even competing) companies and/or a neutral facilitator. In addition to presentations selected in advance for the plenary, the RIPE PC also offers several time slots for “lightning talks”, which are selected immediately before or during the conference. The following general requirements apply: • Proposals for plenary session presentations, BoFs, panels, workshops and tutorials must be submitted for full consideration no later than 4 August 2013, using the meeting submission system (https://ripe67.ripe.net/submit-topic/). Proposals submitted after this date will be considered on a space-available basis. • Lightning talks should also be submitted using the meeting submission system (https://ripe67.ripe.net/submit-topic/) and can be submitted just days before the RIPE Meeting starts or even during the meeting week. The allocation of lightning talk slots will be announced in short notice – in some cases on the same day but often one day prior to the relevant session. • Presenters should indicate how much time they will require. See more information on time slot allocations per presentation format (https://ripe67.ripe.net/programme/i-want-to-present/presentation-formats/) • Proposals for talks will only be considered by the PC if they contain at least draft presentation slides (slides may be updated later on). For panels, proposals must contain a clear description, as well as the names of invited panelists, presenters and moderators. • Due to potential technical issues, it is expected that most, if not all, presenters/panelists will be physically present at the RIPE Meeting. Future of RIPE NCC technical services

Dear colleagues, In June of this year, I took on a new role at the RIPE NCC and joined the Senior Management team as Chief Information Officer (a role formerly called Head of Science Division). Since that time, I've had a chance to review the technical services we provide to the community, and I’d like to share with you some of my ideas about the planned future direction of these services. To summarise, these plans include: - Focusing on RIPE Atlas as the RIPE NCC’s data collection system - Developing RIPEstat as the RIPE NCC's consolidated point for data retrieval - Service agreements and other plans for hosted services like K-root, authoritative DNS servers and RIS data collectors - A greater focus on data analysis We believe the plans we have in place will allow you to access our services more easily and efficiently, and make better use of the data we collect. NRO NC Call for Nominations: RIPE NCC Service Region

Dear colleagues, This is a call for nominations from the RIPE NCC service region to fill one vacant seat on the Number Resource Organization (NRO) Number Council (NC). The three-year term of Hans Petter Holen ends on 31 December 2013. The election to the NRO NC seat will take place during the Plenary at the RIPE 67 Meeting to be held in Athens from 14-18 October 2013. All members of the Internet community who are present at that Plenary may vote in the election. The deadline for nominations is 18 September 2013. Any individual residing within the RIPE NCC service region is eligible for nomination, except Regional Internet Registry (RIR) staff members. Self-nominations are permitted. Update on the RIPE NCC Survey 2013

Dear colleagues, I'd like to give you an update on the RIPE NCC Survey 2013. Firstly, I would like to thank all those who responded to the survey. Over 3,000 people from 114 countries participated, including from 75 of the 76 countries in our service region. This is by far the biggest and most diverse response we've had to any of our surveys. Most importantly, it gives us a huge amount of feedback on our services and activities which we can use to improve our offerings and develop our strategy for the years ahead. Work on the RIPE NCC Survey 2013 began with focus groups and interviews that were carried out by independent consultants Desiree Miloshevic and John Earls. The questions in the survey come mainly from the concerns and areas of interest raised in these meetings by members of the RIPE NCC and other interested parties such as government and law enforcement representatives. The survey itself was conducted on our behalf by the Oxford Internet Institute (OII). The OII has sent the raw survey data with all identifying information removed to the RIPE NCC. All the raw statistical data and open comments will be included in the main survey report, which will be shared by the OII in the coming weeks. A report on the focus groups and interviews written by the independent consultants will also be included with the survey report. We are currently using the survey data to develop the Draft RIPE NCC Activity Plan and Budget 2014. This document outlines all the activities the RIPE NCC proposes to undertake in 2014, along with their associated costs. It will be published and announced to the membership in September. Members will be asked to discuss and give feedback on the Draft Activity Plan and Budget via the members-discuss mailing list. The document will be further discussed at the RIPE NCC General Meeting, which takes place on 16 October 2013. The RIPE NCC Executive Board will incorporate the feedback received into the final Activity Plan and Budget, which will be finalised in December. The RIPE Academic Cooperation Initiative (RACI)

Dear colleagues, The RIPE Academic Cooperation Initiative (RACI), which launched at the RIPE 66 Meeting in Dublin, will continue for the RIPE 67 Meeting in Athens from 14-18 October 2013. The goal of RACI is to promote increased RIPE Meeting participation from academics in the RIPE NCC service region, and to strengthen the links between the RIPE community and the academic community. We hope that encouraging a new generation of attendees with an interest in the technical development of the Internet will strengthen the RIPE community in the years ahead. The initiative is an excellent opportunity for students to showcase their research to the RIPE community and enhance their own professional networks. Students are also invited to discuss their research with industry experts. Through RACI, we offer up to six academics the chance to attend and, if selected by the RIPE Programme Committee, present their work during a plenary session or in lightning talks at another designated session during the RIPE Meeting. RACI proposals may also be selected for presentation in RIPE Working Group sessions. Executive Board meeting summary notes and minutes

Dear colleagues, The RIPE NCC Executive Board had its 89th meeting on 25 June 2013. The draft minutes are available at: http://www.ripe.net/lir-services/ncc/executive-board/minutes/2013/minutes-8… The minutes of all Board meetings are public, but we would like to announce the draft minutes of our latest meeting so you will be up to date with the Board’s thinking and ideas on all RIPE NCC-related matters. As requested by the membership, we are planning to provide more transparency on the discussions and decision-making processes in the Executive Board, so we will announce a summary of the meetings to the member mailing list from now on. If you would like to give us your feedback directly, you can mail us at <exec-board(a)ripe.net>. You can also discuss matters among the whole membership at<members-discuss(a)ripe.net>. With this in mind, I’d like to summarise the main items from the latest Executive Board meeting. Please see the draft minutes for further details on all these items. - The RIPE NCC will publish a Transparency Report that outlines all requests and subsequent actions from law enforcement agencies received in 2012. This will be published annually from now on. - Review of the RIPE NCC financial reserve levels, and decisions regarding those reserves, will take place and be made known to the membership as soon as discussion with the Dutch tax authorities has concluded. - The Board agreed that an increase to a maximum of seven RIPE NCC Executive Board positions would be appropriate. The Board will propose a resolution to change the Articles of Association to allow for this increase at the upcoming RIPE NCC General Meeting in October 2013. - The Board agreed with the RIPE NCC Senior Management’s proposed augmentation of the Activity Plan and Budget 2014 to include labelling activities as "New Activity", "Expanding Activity", "Ongoing Activity", "Scaling Down Activity" and "Planned Ending Activity". The Board hopes these labels will add clarity and transparency regarding RIPE NCC activities. - The Board unanimously approved a proposal for additional resources to be used in 2013. These are for the expansion of RIPE NCC regional representation and for addressing the issues associated with internal legacy systems. - The Board determined that organisations in Russia that wish to move address space away from ROSNIIROS should be able to do so outside of RIPE transfer policies. - The Board approved a change so that one Board member, in conjunction with the CFO and CEO, can authorise a transfer from deposits. The Board approved an update to the Treasury Statute in accordance with this decision. - The Board agreed to reduce RIPE Meeting fees to EUR 350 and RIPE Meeting Dinner ticket fees to EUR 50.
