Sanctions and the RIPE NCC: Current Status and Executive Board Position

Dear colleagues, The Executive Board has been working with the RIPE NCC to find a solution regarding the applicability of EU sanctions to its members. As this has geopolitical implications for the RIPE NCC's wide and diverse service region, this is a matter we have been taking seriously for some time. As part of this, the RIPE NCC is in contact with the Dutch Government to seek a permanent exemption for its services from all current and future EU sanctions. The links to the minutes and the resolutions from the two recent board meetings where this was discussed were published today. I would now like to briefly outline the current situation and expand on the board's position. WHERE WE STAND CURRENTLY We were recently alerted to the fact that two RIPE NCC members in Iran and one in Syria are believed to be on the EU sanctions list. These members have now been notified that provision of services to them has been frozen and the RIPE NCC will initiate an audit of the relevant accounts, pending a response from the Dutch Government. This means that their resources will not be deregistered, but the RIPE NCC will also not process requests on their behalf. The intent here is to ensure the RIPE NCC is taking appropriate steps to comply with any relevant sanctions in accordance with its obligations under Dutch law. That being said, the board will defend its belief that the RIPE NCC's services should not be covered by sanctions. As the RIPE NCC's bank also needs to ensure its own compliance with sanctions, it has temporarily revoked the RIPE NCC's ability to receive direct payments from members in Syria and Iran. The RIPE NCC will contact these members directly to explain this in more detail. The recent decision to extend the payment period for membership fees in light of the COVID-19 pandemic eases some of the time pressure on members to pay for now, and we anticipate this issue will be resolved once we have clarity from the Dutch Government. THE BOARD'S POSITION I would now like to share the board's position more generally. A board resolution from 2014 states the following: "The Executive Board of the RIPE NCC believes that the means of communication should not be affected by political discussions or disputes. This includes the provision of correctly registered Internet numbering resources." This is probably the clearest statement of our position, which has not changed since then. The board wishes to caution against measures applied in pursuit of short-term public policy objectives that may undermine the wider Internet governance system, which is essential to the stability of the global Internet. This is a system which is fundamentally based on cooperation. We also believe that the ongoing COVID-19 pandemic has shown that the Internet is a critical tool for meeting the essential needs of humanity. We are committed to minimising the impact of any action that would limit people's ability to access this important global network. RIPE 80 New Call for Presentations

Hi all, I hope you and your dear ones are all well and healthy. As you have probably seen the registration for the online RIPE80 is now open. In order to remind everyone that even in the current state of the world RIPE80 is happening and we are looking forward to your great presentations we have decided to reissue the CfP and also to extend the deadline. Below you find the new CfP and we're happy receive your submissons. We are all still in the process of working out how to make this work in the best possible fashion - so if you have any questions regarding plenary presentations, Lightning Talks or BoFs don't hesitate to contact the PC. All the best, Franziska ( on behalf of the RIPE PC ) Dear colleagues, The RIPE Programme Committee (PC) is re-issuing the Call For Presentations for RIPE 80 as the event was recently moved online. RIPE 80 will be a free virtual event with a shorter programme and a new schedule that will take place during the week of May 11. The RIPE PC is now seeking content proposals from the RIPE community for the plenary sessions lightning talks and BoF sessions. Please note that no workshops or tutorials will be organised at this meeting. More detail on the presentation formats is available at: https://ripe80.ripe.net/submit-topic/presentation-formats/ You have until *April, 19 2020* to submit your presentations proposals. Proposals submitted after this date will only be considered if there are still time slots available. The PC is looking for presentations covering topics of network engineering and operations, including but not limited to: - IPv6 deployment - Managing IPv4 scarcity - Data centre technologies - Network and DNS operations - Internet governance and regulatory practices - Network and routing security - Content delivery - Internet peering and mobile data exchange - Connected Things (aka. Internet of Things - IoT) ----------------- Submissions ----------------- Presenters should be clear on whether they wish to submit a presentation for a plenary or working group session. At present, most working groups will solicit policy proposals, discussion points or other content directly via their mailing lists. If you’re not sure what kind of session you should be presenting at, please visit: https://ripe80.ripe.net/plenary-or-wg/ RIPE Meeting attendees are quite sensitive to keeping presentations non-commercial, and product marketing talks are strongly discouraged. Repeated audience feedback shows that the most successful talks focus on operational experience, research results, or case studies. For example, presenters wishing to describe a commercial solution should focus on the underlying technology and should not attempt a product demonstration. Presenters should indicate how much time their presentations will require. Here’s an indication of the average duration of each session format: - Plenary presentations: 20-25 minutes presentation with 5-10 minutes discussion - Lightning talks: 10 minutes for both the presentation and discussion - BoFs: one hour The following general requirements apply: - Proposals must be submitted using the meeting submission system, https://ripe80.ripe.net/submit-topic/ - Lightning talks should also be submitted using the meeting submission system (https://ripe80.ripe.net/submit-topic/). The allocation of lightning talks will be announced on short notice, in some cases on the same day but often one day prior to the time slot allocated. - Presenters who propose a panel or BoF are encouraged to include speakers from several (perhaps even competing) companies and/or a neutral facilitator. - All presentation proposals will only be considered by the PC if they contain at least draft presentation slides (slides may be updated later on). RIPE Chair transition

I am starting as Managing Director of the RIPE NCC at 1. May 2020. I have already informed the NomCom that I have withdrawn my nomination for the role of RIPE Chair, but this still puts me in a situation where I hold both the positions as RIPE NCC MD and as RIPE Chair until the NomCom has made its appointment. Serving both positions may be seen as a conflict of interest. To resolve this I have informed the Working Group Chairs collective that I will resign as RIPE Chair as of 30 April. When the RIPE Chairs resigns, then according to RIPE 727 the working group chairs will have to appoint a “chair ad interim” to serve until the NomCom has selected a permanent chair and the RIPE NCC Executive Board has confirmed the selection. See: the “Continuity” section in RIPE 727 https://www.ripe.net/publications/docs/ripe-727 The NomCom expects to have confirmed candidates in July. It is reasonable to expect that the confirmed candidates would be able and willing to assume their roles well before RIPE 81. The matter was discussed on the wg-chair list and in a call on 30 March 2020 made the following decision: "The WG chairs have taken notice of Hans Petter’s intention to step down as RIPE Chair; we respect the reasons behind it. The NomCom process is already under way and the NomCom expects to have confirmed candidates by the end of July. RIPE 80 planning update

Hi, I just want to share a quick update of the planning of the upcoming RIPE meeting. The programme committee and working group chairs are busy thinking about how to organize the agendas in the virtual format, and we are making great progress. The RIPE NCC Executive Board has decided to keep the General Meeting at the announced time, so we will plan the meeting around this. We aim to conclude on the meeting schedule next week and get the agendas in order thereafter. The meeting team is supporting us in this work, and making preparations for the technical support for the meeting. We have had two calls to plan, and will probably have a couple more to agree on the details. > Apologies, but can you explain what the impact could be to our > organisation ? my uneducated guess: some announcements which should have been marked invalid will have been marked notfound. so drop-invalid enforces, of which there are more and more, will have allowd those announcements through. unfortunate routing would only occur if one of those falsely notfound prefixes grabbed precedence over a legitimate announcement. i.e. there would be an attack window. randy

News from the NomCom

Dear colleagues, RIPE 80 is going online and Hans Petter is no longer available. Here is how it will affect the NomCom plans: RIPE 80 going online will make it more difficult to gather community input to the NomCom process. We considered taking more time to make up for this. However, as Hans Petter has told us he is no longer available for selection, we will stick to the agreed timeline and aim to have the new Chair and Vice Chair selected by 15 June. We are also considering to speed up the transition period. Rather than waiting until RIPE 81 we aim to have the confirmed candidates assume their roles as soon as feasible. The intention is to minimize the period during which Hans Petter has to serve in the role of RIPE Chair in addition to his new role as Managing Director of the RIPE NCC. The NomCom will actively participate in the online version of RIPE 80 and we will do our best to collect as much community input as we possibly can. We will be there at the online community plenary and we will have online office hours. We aim to select excellent candidates for the Chair and Vice Chair roles and follow an exemplary process. RIPE 80 Will Be a Virtual Meeting

Dear colleagues, The RIPE 80 Meeting that was scheduled to be held in Berlin from 11-15 May will be a virtual meeting with a reduced programme due to the situation with COVID-19. RIPE is first and foremost a community, and I take this decision to ensure the health and well-being of the people in that community. I take this decision together with the RIPE NCC Executive Board. I have also listened to the feedback from the working group chairs, the RIPE Programme Committee, the Secretariat and the community itself. I will work with those groups to design a programme for a virtual RIPE Meeting that will bring value to our community and allow us to engage with each other, even if it is not the same type of engagement that we normally enjoy at a RIPE Meeting. I will also stay in close touch with the RIPE NCC Executive Board, who have contacted members to notify them that the General Meeting will be facilitated remotely. The RIPE NCC is currently investigating the best way to implement a successful virtual RIPE Meeting, and we will keep you informed of any updates by email and on the RIPE 80 website. We will do everything we can to minimise disruptions to those who have already planned to attend RIPE 80 physically, and anyone who has already paid for a ticket will be refunded. Update on RIPE 80 and Other Events

Dear all, I'd like to give you an update on our organised events, including RIPE 80. So far, the following meetings have been postponed: - MENOG 20 - SEE 9 - RIPE NCC Day Tashkent We have also canceled RIPE NCC training sessions and member lunches for the coming period. We are updating this page with information on all our upcoming events: https://www.ripe.net/participate/meetings/coronavirus-update We added a cut-off date for each event, by which time we will announce whether we will cancel, postpone or continue with the event. For RIPE 80, we are continuing with plans to have the meeting as scheduled. We will announce a decision on whether or not to continue with the event by 31 March. We chose this date to allow people who have reserved hotel rooms at the venue to cancel in time free of charge. If the physical meeting is canceled, we will also provide refunds to all those who have registered and paid for their ticket by then. In addition to planning for RIPE 80 to go ahead, we are looking at how a virtual RIPE 80 Meeting might work. We are investigating the options, looking at other virtual meetings that are happening, and we are discussing options with the RIPE Chair, RIPE Programme Committe and Working Group Chairs. Any decisions about the RIPE Meeting will be made in consultation with these people. As the links sent by Gordon noted, Berlin has banned gatherings of over 50 people. We are closely following the local situation as well as national and international updates. Should there be further news to give you about RIPE 80 before 31 March, I will send it to this list. RIPE80 and COVID-19

Hi, it seems that to date more than 150 infections with the COVID-19 virus are known in Germany, 1 confirmed case in Berlin (so far 60 contact persons identified), the press says. https://www.morgenpost.de/berlin/article228589267/Coronavirus-Erster-positi… I know that RIPE NCC is looking into all possible effects it could have on RIPE80, but it's time to rationally start talking about that and let participants take consequent decisions with awareness and in advance. What do you all think about that? -- antonio
