This message is sent on behalf of the Number Resource Organization (NRO) ------------------- The announcement can be viewed at: https://www.nro.net/nro-strategy-document-2026-2028/ ------------------- NRO Strategy Document 2026-2028 The Number Resource Organization (NRO), the coordinating body of the Regional Internet Registries, has published its Strategy Document for 2026–2028: https://www.nro.net/wp-content/uploads/NRO-Strategy-2026-2028-Document-FINA… The strategy document sets out three areas where the RIRs will work together over the next three years — focusing on issues where collective action delivers the greatest value to the global Internet community. ------------------- Internet Number Registry Governance ------------------- The NRO will coordinate implementation of the RIR Governance Document across all regions, serving as the main point of contact with ICANN on governance matters. Outputs will be published openly to support transparency and shared understanding across the community. ------------------- Security ------------------- The strategy continues the NRO’s focus on Internet routing security. Planned RPKI work includes delivery of a Trust Anchor Constraints document, deployment of Autonomous System Provider Authorization (ASPA), and ongoing reliability improvements across RIR systems. The NRO will also strengthen how RIRs share threat intelligence, establishing coordination processes and introducing metrics to measure their effectiveness. ------------------- IPv6 ------------------- Recognizing IPv6 as critical to the Internet’s future, the strategy prioritizes coordinated efforts across the RIRs to support its deployment — addressing barriers, sharing what is working across regions, and preparing for an environment where IPv4 is no longer dominant. This message is sent on behalf of the Number Resource Organization ------------------ The announcement is available at: https://www.nro.net/follow-up-notice-to-the-rir-community-icann-empowered-c… ------------------ Follow-up Notice to the RIR Community: ICANN Empowered Community Rejection Action Petition ------------------ On 12 May 2026, the ASO Secretariat published a notice to the RIR community regarding the ICANN Board’s approval of several items subject to the ICANN Empowered Community rejection process, including the Standard Bylaws Amendment to Article 27 of the ICANN Bylaws. That notice informed the RIR community that the ICANN Board had approved, on 3 May 2026, a proposed amendment to Article 27 of the ICANN Bylaws to create a temporary pause and reset mechanism for ICANN’s Specific Reviews. It also noted that, during the applicable Rejection Action Petition Period, any individual could submit a petition to any Decisional Participant seeking to reject the Board action. Following that notification, the At-Large Advisory Committee (ALAC), acting as an ICANN Empowered Community Decisional Participant, issued a Rejection Action Petition concerning the proposed Standard Bylaws Amendment to add Section 27.6, “Timing for Specific Reviews,” to the ICANN Bylaws. The ASO subsequently received a request to consider supporting the Community Rejection Petition. In response, the NRO Executive Council reached out to the RIR communities through the respective CCG mailing lists to seek input on whether the ASO should support the Community Rejection Petition. Notice to the RIR Community: Request for ASO Consideration of ICANN Empowered Community Rejection Action

The NRO serves as the Address Supporting Organization (ASO) which is a Supporting Organization under ICANN's structure. The Empowered Community is the mechanism through which ICANN's Supporting Organizations (SOs) and Advisory Committees (ACs) can organize under California law to legally enforce community powers. These powers include the power to reject by-law amendments. The At-Large Advisory Committee (ALAC) has chosen to exercise its powers as an Empowered Community under this structure to issue a Rejection Action Petition Notice. As part of this process, the ASO has been asked to consider ALAC's petition. These reviews include the Accountability and Transparency Review, the Security, Stability and Resiliency Review, the Competition, Consumer Trust and Consumer Choice Review, and the Registration Directory Service Review. The announcement is available at: https://aso.icann.org/nro-and-aso-mourns-the-passing-of-alan-barrett/ -------------------- NRO and ASO Mourn the Passing of Alan Barrett On behalf of the NRO Executive Council and the NRO Number Council, we wish to express how deeply saddened we are by the passing of Alan Barrett on 28 May 2026 in Cape Town. Alan was someone who shaped the Internet not because it was his job, but because he genuinely believed in what it can do. He helped bring the first Internet connection to South African universities in 1990, co-founded the country’s first commercial ISP in 1993, and is credited with creating the .co.za zone. Long before many of us were thinking about Internet governance as a field, Alan was already doing the work. Alan was also central to the creation of AFRINIC. He co-authored the original proposal in 1997 and served on the steering committee that brought the organization into being. He later served on the AFRINIC Board, spent a decade on the NRO Number Council, and led AFRINIC as its CEO from 2015 to 2019. More recently, he represented the Address Supporting Organization on the ICANN Board — appointed in 2021 and again in 2024. Alan will be remembered not only for his technical expertise and leadership, but also for his generosity, integrity, and willingness to support the community whenever called upon. He was a trusted colleague, a thoughtful contributor, and a friend to many across the Internet community. We extend our deepest condolences to his wife Kerry, his family, and the many colleagues and friends who were fortunate enough to work alongside him. In memoriam: Alan Barrett

Shared on behalf of Kerry Barrett and the family Dear friends and colleagues, As some of you will already be aware, it is with immense sadness that we confirm, on behalf of his wife Kerry and the family, the passing of Alan Barrett. Alan died on May 28th in Cape Town, South Africa, following a diagnosis of late-stage cancer about a month ago. We are sharing this notice so that the community has accurate information at a moment when Kerry and the family need space to grieve. Alan was a friend, a willing listener, and someone who always stepped up to help when called upon. His contributions to the African Internet ecosystem were second to none, and with his passing we lose not only a friend but a giant of the industry. In 1990, Alan helped establish the very first Internet connection to South African universities, and in 1993 he co-founded the country's first commercial Internet Service Provider. In 1997 he co-authored the proposal to create AfriNIC and subsequently served on the steering committee tasked with bringing it into being. Alan served on the AfriNIC board from 2004 to 2009 and was a member of the NRO NC from 2004 to 2014. In 2015 he was appointed CEO of AfriNIC, a role he held until 2019. Beyond Africa, he was a central participant in the IANA Stewardship Transition Coordination Group, and until his death served on the ICANN board on behalf of the Address Supporting Organisation. Alan will be sorely missed by the community, his relatives and by his wife, Kerry. Kerry and the family ask for privacy at this time.
