Dear all, The RIPE NCC General Meeting took place from 30 October - 1 November 2024. A total of 1,226 votes were cast. The resolution result is as follows: Resolution 1 “The General Meeting approves the redistribution of the excess contribution/deficit paid in the financial year 2024 in the following way: - In case there is an excess contribution, this will be redistributed to the membership in 2025 according to the RIPE NCC Clearing House procedure. - In case of a deficit, this will be covered by the RIPE NCC reserves.” The resolution was approved. [GM] Reminder: General Meeting October 2024 Takes Place Tomorrow

Dear RIPE NCC members, This is a reminder that the October 2024 General Meeting will take place tomorrow, Wednesday, 30 October, at 16:00 (UTC+1). You can still register to attend and vote at the General Meeting until 14:00 (UTC+1) on 30 October. Register for the General Meeting in the LIR Portal: my.ripe.net You can view the agenda at: https://www.ripe.net/membership/gm/meetings/october-2024/agenda/ There will be one resolution to vote on regarding the redistribution of the 2024 surplus/deficit to the membership in 2025. All registered attendees will receive a link to the online meeting platform Meetecho where you can ask questions and chat to fellow attendees. Voting on resolutions is done electronically through the voting platform Assembly Voting. All registered and eligible voters will receive two emails from Assembly Voting at approximately 15:30 (UTC+1) on Wednesday 30 October. One email will include a link to the platform and the other will include your registration code you will need to login to vote. Onsite participants will need to check in and collect their GM sticker from the GM Help Desk to be able to enter the room for the General Meeting. [news] 177th RIPE NCC Executive Board Meeting - Summary Notes

Dear RIPE NCC members, The RIPE NCC Executive Board held its 177th meeting from 18 - 20 September 2024. The minutes are now available: https://www.ripe.net/about-us/executive-board/minutes/2024/177th-executive-… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent to the membership it represents. The following is a summary of the main items from the meeting. Further details are available in the minutes. ------------------------------- Main Items ------------------------------- - I presented the Draft Activity Plan and Budget for 2025, outlining costs, key strategic areas and a request for additional budget in Information Security and Technology as an investment in the organisation's future stability. - Each main section of the Draft Activity Plan and Budget (Registry, Information Services, Community and Engagement, and Organisational Sustainability) was presented by the relevant owner who shared the current status, risks and plans for 2025. Chief Information Security Officer Eleonora Petridou also presented the Information Security, Risk & Compliance section. - Chief Community Officer, Hisham Ibrahim, provided a Q3 2024 update on Community and Engagement, including a successful summer school campaign, community engagement efforts, translated YouTube training materials, along with a joint RIPE-RIPE NCC presentation to encourage participation. - Chief Technology Officer, Felipe Victolla Silveira, provided a status update where he covered the modernisation of RIPE Atlas infrastructure and the reduction of data centre costs and issues that have been experienced related to that. - Chief Financial Officer, Simon-Jan Haytink, provided a financial status update and presented budget proposals for 2025. - Chief Legal Officer, Athina Fragkouli, gave a presentation on the work to update “Criteria for Establishment of New Regional Internet Registries” (ICP-2). She outlined the plan and said that the ASO AC (NRO NC) is carrying out work to review the ICP-2 document. - Athina also presented the amendments made to the closure procedure and the legacy services legal framework, as well as amendments to the transfer procedure and revised transfer requirements for Ukraine. - RIPE Chair Mirjam Kühne provided an update on RIPE community developments, including planning for RIPE 89. She gave an update on RIPE Working Groups, strengthening relationships with LEAs and Europol, and RIPE outreach activities. - Jan Žorž was appointed by the Executive Board Chair to lead the RIPE Nominations Committee as it worked to appoint the next RIPE Chair. The Board fully supported this appointment and expressed its good wishes to Jan. Resolution EB#177-R-03 The RIPE NCC Executive Board approves the publication of the draft agenda for the RIPE NCC General Meeting in October 2024 as amended. Resolution EB#177-R-04 The RIPE NCC Executive Board approves the amendments to the RIPE NCC procedural document “Closure of Members, Deregistration of Internet Resources and Legacy Internet Resources” as well as to the RIPE NCC legal documents “RIPE NCC Services for Legacy Internet Resources of RIPE NCC Members Terms and Conditions” and “RIPE NCC Services for Legacy Internet Resources Agreement (Legacy Agreement)”. Resolution EB#177-R-05 The RIPE NCC Executive Board approves the amendments to the RIPE NCC procedural document “Transfer of Internet Number Resources and Change of a Member’s Official Legal Name”. Resolution EB#177-R-06 The RIPE NCC Executive Board resolves to lift the restriction imposed by the resolution EB#163-R-02, according to which all transfer requests from Ukraine would be only permitted if accompanied by notarised supporting documents. As a result, notarisation of documents will only be required in accordance with the RIPE NCC procedural document “Due Diligence for the Quality of the RIPE NCC Registration Data”. [news] Phishing Email Alert for RIPE NCC Members

Dear colleagues, We have received multiple reports of a phishing email targeting RIPE NCC members and impersonating the RIPE NCC compliance team. The email has the following subject: “RIPE NCC Audit - Resource Discrepancies Detected”. The email contains a false message stating that the LIR account has been “selected for an audit” and urges the recipient to download a file in order to review their resources within 48 hours. This email does not originate from the RIPE NCC and contains a malicious attachment. Please do not click on or download the attachment and further please do not reply to or engage with the sender in any way. How to identify official communications from the RIPE NCC: - Emails from the RIPE NCC are sent from the official domain (@ripe.net). - Important member communications are shared on the RIPE NCC Announce and/or Members-Discuss mailing lists. - Important communications are shared as news items on the website (www.ripe.net). You can review your resources directly in the LIR Portal using your RIPE NCC Access account. Dear members, The Draft RIPE NCC Activity Plan and Budget 2025 is now available for your review at: https://www.ripe.net/draft-activity-plan-budget-2025 In this document, you can learn about our plans for next year and shape the direction we take as an organisation. In response to members’ questions about our budget, we have included more detailed information in this document about the main costs for each activity and about the staff costs in the RIPE NCC overall. We have also included key takeaways and defined commitments to ensure members can clearly understand the goals of our activities for the coming year. We will also publish two RIPE Labs articles that look at our plans and budget in more detail. Please read the document and share any feedback on members-discuss(a)ripe.net. The document will be discussed at the General Meeting (GM) alongside RIPE 89 and in the RIPE NCC Services Working Group on Wednesday, 30 October 2024. The Executive Board will consider all feedback on our activities before approving the final version that will be published in December 2024. Action Required: Review Independent Resources to Prepare for 2025 Charging Scheme Changes

Dear colleagues, The RIPE NCC Charging Scheme 2025 [1] introduces changes to fees for independent resources held or sponsored by members. In addition to the service fee covering all IPv4 and IPv6 allocations, there will be: - A €25 increase for Internet number resource assignments, such as IPv4 and IPv6 Provider Independent (PI) assignments. - A new annual fee of €50 for each Autonomous System (AS) number. To ensure you will not be charged for resources that you or your end users no longer need, or for resources where the contractual relationship with your customers has changed or ceased, *we invite you to review all independent resources* currently registered to or sponsored through your LIR account. Please log in to your account in the LIR Portal and review the resources listed in the Resources section [2]. If you identify any resources that need updating, whether due to changes in registration details or because you no longer have a contractual relationship with that customer, please submit an update request through the LIR Portal [3]. To help us manage our workload and ensure that your application is processed quickly, we ask that you complete this review and let us know as soon as possible. Based on our past experience, we anticipate a significant volume of other requests, such as transfers and account closures, towards the end of the year, so your timely review will not only help to process your invoices faster, but will also support the accuracy of the Registry. [GM] Register for the RIPE NCC General Meeting October 2024

Dear RIPE NCC members, On behalf of our Executive Board, I invite you to register for the RIPE NCC General Meeting October 2024. You can register to attend and vote at: https://my.ripe.net/#/meetings/active Registration to attend and vote is now open and will close on 30 October 2024 at 14:00 (UTC+1). Reminder: Two-factor authentication (2FA) is mandatory for RIPE NCC Access account holders. If you have not enabled 2FA and you click the registration link, you will need to follow the instructions in an email sent to you by the RIPE NCC. Once enabled, you will be able to access the LIR Portal to register. The General Meeting (GM) will take place from 30 October - 1 November at the Clarion Congress Hotel, Prague in the same venue as RIPE 89. For those who would like to attend online, you can follow the General Meeting through the meeting platform Meetecho, where you can ask questions and chat to fellow attendees. Voting on resolutions is done electronically through the voting platform Assembly Voting. The General Meeting provides members with an opportunity to discuss the operations and activities of the RIPE NCC, with reports from the RIPE NCC Executive Board and RIPE NCC Management. At the upcoming GM, members will discuss and give input on the Draft RIPE NCC Activity Plan and Budget 2025.
