Dear colleagues, I'm pleased to announce the winners of our latest RIPE Labs article competition. First prize goes to Sebastian Kappes for his article, 'When Traceroutes Lie: How TTL Jumps Can Give Us a False Impression of the Internet’s Topology', which looks at how manipulated TTL values can distort the network topology we think we see in traceroute measurements. Runner-up prize goes to Matthias Wichtlhuber and colleagues for 'The IRR Landscape: What RPKI Can Replace', the third and final part in their series on the IRR landscape, examining which parts of the IRR ecosystem can already be replaced by RPKI – and which still cannot. Applications for the RIPE Fellowship Are Now Open (RIPE 94 and RIPE 95)

Dear colleagues, Applications are now open for the RIPE Fellowship for RIPE 94 (Vilnius, 24-28 May 2027) and RIPE 95 (Madrid, 15–19 November 2027). The RIPE Fellowship helps new voices from across the RIPE NCC service region take part in the RIPE community. The RIPE Fellowship introduces a structured learning approach and personalised coaching. Fellows receive coaching, training and full support to attend and engage in a RIPE Meeting. Who Can Apply and How: You can apply if you are 18 or older, live in the RIPE NCC service region, and study or work in a field related to Internet coordination and operations (such as networking, routing, measurements, or governance). You must also complete the RIPE 101 course and pass the quiz. Returning Fellows are welcome to apply if they meet the criteria. After passing the quiz, you’ll receive an invitation to submit your application. Just choose your preferred meeting (RIPE 94 or 95), select your learning track, and apply before 23:59 UTC+1 on 23 November 2026. No, my idea is not to start putting anything like "Lucas Rolff trading as X B.V."! In my idea, the LIR would operated by Lucas Rolff. The LIR would assign to the BV whatever resources it needs, and ensure that they’re properly documented in the RIPE database as having been assigned to that BV. You’d write a simple contract between yourself (as the natural person who operates the LIR) and the BV. The contract would have the BV pay, in view of the services and resources that it receives, a fee that would at the very least cover your LIR operator’s expenses including RIPE membership expenses. Of course it is totally appropriate, and it should certainly be accepted by tax authorities, that when the BV receives from the LIR services and resources that are used for operating the business, it should pay a corresponding fee. If that fee is higher than your LIR-related expenses, the difference would be part of personal your taxable income, but the cost of the RIPE membership wouldn’t be paid from “using money that has already been taxed”. The session will take place online and more information, including the registration link is available on the webpage: https://www.ripe.net/meetings/open-house/rir-governance-document-update/ During this session, Hervé Clément, Andrei Robachevsky and Constanze Bürger, the RIPE representatives on the Number Resource Organisation Number Council (NRO NC), will present the latest draft of the RIR Governance Document: https://www.nro.net/policy/internet-coordination-policy-2/rir-governance-do… This session will provide an overview of the rationale for the latest draft and explain the key changes from Version 2, including updates to the Recognition and Derecognition processes, audit and compliance review provisions, emergency continuity arrangements, decision-making thresholds, ICANN’s role, and new safeguards for transparency and accountability. We encourage everyone who has been following the process to update ICP-2 to join us for this online session. --------------------- Background Information --------------------- The NRO NC began the process to update and strengthen ICP-2, the Criteria for Establishment of New Regional Internet Registries in 2024. ASO AC Calls for Nominations for Seat 9 on the ICANN Board of Directors

This message is sent on behalf of the Number Resource Organization (NRO) ----------------- The announcement is available at: https://aso.icann.org/aso-ac-calls-for-nominations-for-seat-9-on-the-icann-… ----------------- The Address Supporting Organization Address Council (ASO AC) invites nominations for Seat 9 on the ICANN Board of Directors. The person selected by the ASO AC will be nominated for designation by the ICANN Empowered Community and will serve a three-year term beginning at the conclusion of the ICANN Annual Meeting in 2027, expected to take place in November 2027. ----------------- Role of an ICANN Board Director ----------------- ICANN Board Directors serve in their individual capacity and have a duty to act in what they reasonably believe to be the best interests of ICANN. Directors do not serve as representatives of the ASO, the Regional Internet Registries, their employers, or any other organization or constituency. Candidates should understand the responsibilities and time commitment associated with serving on the ICANN Board before accepting a nomination. ----------------- Eligibility requirements ----------------- Candidates must satisfy the criteria and requirements established in Sections 7.3 through 7.6 of the ICANN Bylaws. These include: - Integrity, objectivity, sound judgment, and the ability to contribute effectively to collective decision-making; - An understanding of ICANN’s Mission and the potential impact of ICANN decisions on the global Internet community; - Relevant knowledge and experience contributing to the overall skills, experience, and diversity of the ICANN Board; - The ability to work and communicate in written and spoken English; - Compliance with the additional qualification requirements in Section 7.4 of the ICANN Bylaws; and Compliance with ICANN’s conflict-of-interest requirements. Each nominee must sign a Certification Letter confirming compliance with ICANN’s eligibility, conduct, and character requirements. The questionnaire will also request the nominee’s consent to the due diligence review independently managed by ICANN. A nomination does not by itself make an individual an eligible candidate. The ASO AC Qualification Review Committee will review the information submitted by each nominee and determine whether the nominee satisfies the applicable requirements. ----------------- Geographic restriction ----------------- Section 7.2(c) of the ICANN Bylaws provides that no two Directors nominated by the same Supporting Organization may be citizens of the same country or of countries located in the same ICANN Geographic Region. The ASO-appointed Director serving in Seat 10, Christian Kaufmann, is from the Europe Geographic Region. Consequently, the ASO AC cannot consider for Seat 9 a candidate whose country used for nomination purposes is located in the Europe Geographic Region. If a nominee has citizenship in more than one country, or has been domiciled for more than five years in a country of which they are not a citizen, Section 7.2(c) allows the nominee to identify the eligible country of citizenship or domicile to be used for nomination purposes. A person may identify only one domicile. ----------------- Nomination process ----------------- Anyone may nominate any person, including themselves. Nominations must be submitted by email to board-nominations [at] aso [dot] icann [dot] org no later than: Tuesday, 15 December 2026 at 23:59 UTC Each nomination must include: - Full name of the nominee; - Nominee’s email address; - Nominee’s telephone number, if available; - Nominee’s country of citizenship or eligible domicile for nomination purposes; - Full name of the person submitting the nomination; - Nominator’s email address; and - Nominator’s telephone number, if available. The ASO Secretariat will contact each nominee directly and provide the Certification Letter, and submission instructions. To remain under consideration, nominees must accept their nomination and return the completed Certification Letter by the close of the nomination phase. Those submitting nominations are therefore strongly encouraged to do so well before the deadline. The ASO AC will publish information about nominees who complete the required documentation and are determined to be qualified candidates. If fewer than two qualified candidates remain under consideration for the open seat, the nomination period will be extended in accordance with the ASO AC selection procedures. ----------------- Selection timeline ----------------- The proposed schedule is: Nomination phase: 15 September –1 5 December 2026 Public comment phase: 16 December 2026 – 14 March 2027 Interview phase: 15 January – 14 March 2027 Selection deliberation: 15 March – 29 April 2027 Selection voting: 30 April – 7 May 2027 Expected public announcement: Around 15 May 2027 The public comment phase will remain open throughout the interview phase. Updated RIPE Code of Conduct Team: Appointment and Responsibilities (for your review)

Dear colleagues, The original document that describes the appointment and responsibilities of the RIPE Code of Conduct Team was published as ripe-793 in 2023. [1] With the experience gained by the Code of Conduct Team, the RIPE Chair Team and the community at large, it is time to update this document. You can find the new draft version (including a document showing the changes made) on the website: https://www.ripe.net/publications/docs/ripe-documents/other-documents/draft… The main changes are made in the section describing terms and term limits. Term limits were originally introduced to avoid long-term emotional burden on the team members and to avoid complacency. However, it was recognised that especially related to a code of conduct team, building trust and providing continuity carry more weight than regular rotation of team members. Having said that, it is important to make sure team members are not overloaded and don't feel obliged to continue. Therefore we introduce a scheduled conversation with the RIPE Chair after each term ends. In addition to that, the team is always open for volunteers which ensures new members can be added at any time. I would like to thank the members of the RIPE Code of Conduct Team for their constructive and valuable contributions that led to this draft document. Transfer of internet resource policy, change of business structure

Hello, I'm currently in the process of converting from a sole proprietorship to a BV (Limited company for those outside NL). As a part of this process, there's obviously a bunch of work that has to be done with various vendors, including RIPE NCC in terms of the LIR membership and the resources I currently have under my LIR account. While I was reading through the RIPE-831 policy (Transfer of Internet Number Resources and Change of a Member’s Official Legal Name). I kind of got the impression based on section 3.6 Transfers of Internet Number Resources under Policy Restrictions Due to a Change in the Member's Business Structure, that change of structure, obviously has to be communicated to RIPE NCC, but that it explicitly mentions that resources can remain within the original LIR account as a part of changing the business structure (The tax office in Netherlands consider it a business structure change, if you convert the sole proprietorship to a limited company, because there's the assumption that the limited company will fully absorb the sole proprietorship and it's assets) I however, had a few other questions for RIPE as a part of this process, but I was at the same time told that apparently? RIPE does not consider it a change of business structure, and thus requires a new LIR account for the internet resources. Is it me that fully misunderstood the policy and specifically section 3.6? - Lucas R

RIPE93 Second Call for Presentations

Dear colleagues, The RIPE Programme Committee (PC) has opened the second call for presentations seeking for content proposals from the RIPE community for the plenary sessions, lightning talks and BoFs. RIPE93 will be a hybrid meeting so both in-person and virtual presentations would be accepted and encouraged. The deadline to submit a presentation proposal is Monday 14 of September 2026. Proposals submitted after this date will only be considered if there are still time slots available. Already submitted presentations which have not received an acceptance or rejection notification yet are still under consideration.
